This position is part of Parks HR Actions team which is a dedicated team of 3 individuals that work independently within our larger HR unit.
Our ideal candidate is someone with a critical eye for attention to detail that can handle extreme deadlines and high volumes of work during our busy season. Experience working in a Human Resource or payroll environment within State Government is a bonus. Were hiring a Human Resource Consultant to support high-volume HR operations where accuracy accountability and follow-through truly make a difference. This role is responsible for processing personnel actions in HRMS maintaining data integrity and supporting managers and HR partners across the agency. Work is managed through a shared team workflow requiring strong organization clear communication and the ability to take ownership of tasks from start to finish. Youll be part of a collaborative team that keeps HR operations running smoothly behind the scenes while delivering reliable timely service.

Duties
Under the guidance of the Human Resource Operations Supervisor this position provides technical human resource services to our customers through effective communication and accurate timely processing of personnel actions. This position will independently make decisions regarding work processes within established standards.
Duties include but are not limited to:
- Serves as a technical professional in processing personnel transactions and other data into the Human Resource Management System (HRMS).
- Reviews Information from HRMS to ensure data integrity.
- Consult with managers supervisors and HR staff on personnel and position actions.
- Review and audit actions and HRMS data entry.
- Perform date calculations and adjustments; maintain pay data and salary adjustments; monitor and process status changes.
- Conduct criminal background checks on employees.
- Compose and prepare correspondence for approval signature.
- Create and maintain various Human Resource files including employee personnel files.
- Provide complaint resolution technical training and other HR support services.
- Assist with on-boarding technical support.
- Maintain the Agency staffing report and employee roster.
- Participate in HR projects including workflow redesign system enhancement and data reconciliation.
Qualifications
REQUIRED QUALIFICATIONS:
Human Resources Consultant Assistant 2- (in training to a HRC1):$3925.00 - $5271.00 monthly
- One year of experience in HR payroll administrative or technical data-entry environment.
- Experience interpreting or applying rules policies contracts or procedures.
- Strong attention to detail and ability to manage high-volume work.
- Excellent customer service and communication skills.
OR
Human Resources Consultant 1 (target job class):$4428.00 - $5956.00 monthly
- Two (2) years of experience in human resources or HR operations experience in a fast-paced environment.
- Experience processing personnel actions or equivalent HR transactional work.
- Experience entering and auditing data in HRIS systems (WA State HRMS strongly preferred).
- Knowledge of employment laws WACs RCWs and collective bargaining agreements.
At either level education can be substituted for experience however candidate must have at least one year of experience in human resources or payroll processing.
REQUIRED COMPETENCIES:
- Must possess excellent written and verbal skills to communicate with customers.
- Must have strong problem-solving skills critical thinking skills and analytical skills.
- Must possess excellent customer service skills.
- Must have the ability to handle a stressful high volume processing schedule and close attention to details.

DESIRED QUALIFICATIONS:- Human Resource experience with State government.
- Experience processing personnel transactions through the State Human Resource Management System (HRMS).
- Experience with NEOGOV recruitment system background checks or HR compliance work.
- Strong knowledge of employment related WACs RCWs and federal laws.
- Professional HR certification through SHRM or HRCI
Working conditions: Position is available for partial Telework after the in-training plan has been completed. Typical working hours are Monday- Friday 8:00am to 4:30pm.
