Summary


Metro Transits Finance and Administration Division is seeking skilledInformation Technology Project Managers II to support the delivery of large multi-year multi-million-dollar technology investments that are critical to Metros operational and financial performance. These positions play a key role in ensuring that capital-funded technology projects are delivered with strong governance disciplined project controls and a focus on long-term value for the agency and the public.

About the Transit Technology Project Management Team

The Transit Technology Project Management (TTPM) team part of the Finance and Administration Division provides end-to-end project management oversight for technology initiatives funded through Metros capital program. The team is responsible for guiding projects from initiation through planning procurement development integration testing implementation and transition to steady-state operations.

Each IT Project Manager is accountable for managing one or more concurrent capital technology projects through the full project lifecycle ensuring delivery within approved scope schedule and budget. This includes applying strong financial stewardship risk management compliance with KCIT and Metro governance requirements and effective coordination with internal and external partners.

Our Project Portfolio

The team manages a diverse and complex portfolio of capital technology projects that support Metros operational efficiency customer experience and long-term asset management. Project areas include:

  • Real-time customer information systems
  • Electronic fare collection and mobile ticketing
  • On-board vehicle systems dispatch and telematics
  • Scheduling route planning and operational analytics
  • Asset management and lifecycle systems
  • Wireless network and communications infrastructure
  • Transit signal priority and intelligent transportation systems
  • Enterprise architecture and business intelligence platforms
  • Capital project management and reporting tools

These projects directly support Metros strategic goals by improving service reliability strengthening financial and operational controls and enabling data-driven decision-making across the agency.

Recruitment Information:

This recruitment will be used to fill 2 (two) Term Limited (TLT/SDA) vacancies anticipated to last approximately 2 years. In addition this selection process may be used to generate an eligibility pool for future Career Service Special Duty Assignment or term-limited temporary vacancies that may occur in this classification and workgroup within the Finance and Administration Division. The eligibility pool will be retained for 12 months from the time it is established and may be extended or used at the discretion of the hiring authority.

Job Duties

As anInformation Technology Project Manager II you will:

  • Manage large complex and mission critical technology projects in King County Metros $200M annual Capital Project portfolio.
  • Manage projects throughout their complete lifecycles - from initiation planning execution monitoring and control to project close. Typical projects involve integration of disparate information systems installation of onboard vehicle technologies competitive vendor selection and management procurement via a comprehensive Request for Proposals/Requests for Information (RFP/RFI) process and strategic analyses and assessments.
  • Lead multi-departmental project teams to ensure that assigned projects are completed asnecessary.
  • Recommend project approach controls and appropriate performance measures. Apply thosemeasuresasneeded directedor required.
  • Analyzedevelopandprioritizebusinessandtechnicalrequirementsinconsultationwithendusers project stakeholders and IT support groups. Document requirements and user storiesandtrack their completion.
  • Create and track detailed budgets for all projects. Report on progress (and variances) tostakeholdersseniormanagementKingCountyCouncilandtheProjectReviewBoard.
  • Developandmaintainadetailedprojectscheduleusingtheytoolsandtemplatesdeployed atMetro. Track tasks milestones and resources. Understand how and when to baseline aprojectcreatea WBSor level resources.
  • Develop and maintain standard project documentation such as project charter project planbusiness cases cost/benefit analysis scope of work risk management plan changemanagement plan communication plan issue management plan requirements complianceand traceability tracking test plan development execution and control training planmanagement reportsbenefitsachievementandprojectclose-out reports.
  • Develop review and manage contracts for assigned projects; work with legal to ensurecompliance and track contract details throughout life of project; develop Requests forInformation (RFI) Requests for Proposals (RFP) or Requests for Quotes (RFQ) and work withlegal and procurement to ensure a fair and uniform process when selecting 3rd partysolutions.
  • Ensure all projects maintain compliance with all relevant State Federal local and KingCountylawsandregulations;respondtoauditrequestscurateprojectdocumentationandcreatecomprehensiveproject archives.
  • Establishappropriatesteeringandgovernance committees for each project; plan and coordinate steering committee meetings and documentdecisions; provide timely status reports assessments issue identification risk reports andrelatedproject analyses as required.
  • Function as the primary leader and driver of project includes excellent writtenand verbal communications skills; explaining complicated technology concepts to non-technicalaudiences;workingwithMetrodivisionsandofficestosupportprojectsuccess;andensuring creativity and thoughtful planning for execution of training plans for all solutionusers.
  • Perform other duties as assigned.

Experience Qualifications Knowledge Skills


Candidates must meet the following minimum qualifications to be considered for the position:

  • A Bachelors degree in technology management engineering computer science transportation planning business administration or a closely related fieldANDfive years of experience as an IT Project Manager or IT Business Analyst with more than 3 years experience on major IT projects with budgets greater than $5MM or longer than 2 years in durationORAny equivalent combination of experience and education which provides the applicant with the skills knowledge and abilities required to perform the work.
  • Extensive experience managing large multi-year multi-million-dollar projects including planning organizing coordinating and managing staff clients and/or partners towards the successful completion of a project.
  • Experience leading organizing and motivating multi-disciplinary work teams and workingwithindividuals atall levelswithin anorganization.
  • Experience procuring integrating implementing and managing vendor products and solutionsfromprocurement to handoffto steady state.
  • Experience with in-house developed systems and the challenges of integration with legacysystemsandtechnologies.
  • Demonstratedhistoryofflexibilityandadaptabilitywithcompetingprioritiesandchangingassignments.
  • ExperiencedevelopingandmanagingvendorcontractsRFIsRFPsandSLAs.
  • Experiencewithnegotiationandconflictresolution;abilitytoworkeffectivelywithallstakeholders.
  • Ability to conduct effective meetings with various types of stakeholders throughout theorganization and synthesize complex information prepare clear and concise materials andcommunicatetechnicalinformationtonon-technicalaudiences.
  • Excellentoralandwrittencommunicationsskills.
  • Experienceintheuseoflargecomplexspreadsheetsdocumentsandpresentations.
  • Expert-level expertise with MS Project or equivalent project management tools.

Desirable Qualifications include:
  • Professional project manager certification such as PMP PRINCE2 Agile methodology MastersDegree in project management or equivalent combination of experience and education (if nocertification state clearly in your application materials how you bring the equivalent rigoroustheoretical and practical expert knowledge in project management to this position or if youareactively preparingfor thePMPExam.)
  • Experience working with large public sector agencies or governmental organizations.
  • Demonstrated history of managing and leading change ensuring project execution and quality while successfully managing and mitigating risk.

Work Schedule:

Our regular business hours are 40 hours per week Monday through Friday. However work outside of these hours may occasionally be required. This position is classified as exempt under the Fair Labor Standards Act and therefore is not eligible for overtime pay. We may also consider flexible hours.

Work Location:

The main work site associated with these positions is King Street Center 201 S. Jackson St Seattle WA 98104.

This is a hybrid role requiring a combination of remote and onsite work at various King County facilities. Employees are currently expected to work onsite 2 days per week though this requirement may be subject to change.A County-issued laptop will be provided and employees must maintain a dedicated workspace with reliable internet access to perform their duties efficiently and remain accessible during scheduled work hours.

Employees must reside in WA state and within a reasonable distance of their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a county worksite.
