The Finance Department is actively seeking a Grant and Contract Specialist/SPE.

This is professional planning work at the advanced level in providing contract oversight and monitors the delivery of a broad array of social services programs requiring skills in contract administration account management and project management. Workrequires a basic understanding and application of the theories principles and practices of programs and support that help individuals families and communities meet basic needs and improve wellbeing usually gained through degree granting schools or an equivalent level of practical knowledge gained through experience. Maytrain monitor and guide the work of others. Contacts with others require skill in understanding and/or influencing people and are important in coordinating and overseeing programs discussing and resolving work-related issues and presenting and defending recommendationsincluding skills of persuasiveness assertiveness and sensitivity to others point of view that are required to influence behavior change an opinion or turn a situation around. The work is subject to clearly defined policies and principles; however requires the exercise of independent judgment in formulating analyzing and recommending changes in policies and in rules and regulations.The work involves differing situations requiring use of judgment in search for solutions or new applications within ones known experiences.Work is performed mainly in an office environment but field work may be required in areas where there are some risks and hazards which are known predictable and controllable. Operates a motor vehicle and operates standard office equipment such as a personal computer and 10-key device. Physical demands are minimal but may occasionally require lifting and moving objects of up to 20 pounds.The work is performed under limited supervision where the work assignments are subject to established procedures practices precedents methods techniques standards and or well-defined policies and the worker plans and organizes the work determines their own priorities and the work is reviewed usually after the fact in terms of quality volume timeliness and for adherence to established methods. standards and policies.

Examples of Work

  • Oversees full lifecycle management of grants and contracts for community programs and services including implementation monitoring amendments and closeout.
  • Participates in the creation of annual grant plans by evaluating program needs reviewing historical outcomes and identifying funding opportunities.
  • Reviews interprets and applies federal state and local regulations policies and procedures related to best practices for contract monitoring.
  • Oversees agency grant accounts ensuring accurate maintenance of all contract-related information documentation and performance data to support effective monitoring compliance review and reporting.
  • Coordinates and provides technical assistance to city departments and grant recipients to support compliance with contractual reporting and regulatory requirements.
  • Monitors program performance through reviews and on-site visits verifying outcomes eligibility procurement and issue reports and corrective actions for remediation.
  • Establishes and maintains collaborative relationships with internal and external stakeholders including the non-profit sector to develop resources in support of social programs and services.
  • Prepares monitors and evaluates program budgets to ensure accuracy alignment with funding requirements and proper allocation of grant and contract resources.
  • Oversees coordination of assigned grants with similar or complementary objectives.
  • Utilizes the grant management system (GMS) database to manage validate and retrieve data to enhance compliance monitoring accuracy and reporting efficiency.
  • Analyzes reports program activities and services delivered by contracted providers to determine compliance with contract terms and program expectations.
  • Delivers verbal written and visual presentations that communicate program monitoring outcomes performance trends and planning recommendations to leadership and grantees.
  • Performs advanced data analysis and interpretation.
  • Produces detailed reports using financial reviews audit results statistical analyses and data visualizations to support compliance monitoring and performance evaluation.
  • Trains monitors and provides direction to others to ensure quality and compliance in work processes.
  • Operates standard office equipment such as personal computers using word processing spreadsheet database and other related software scanners video equipment overhead or slide projector.
  • Demonstrates proficiency in the City of Jacksonvilles competencies.
  • Performs related duties as required.

Knowledge Skills and Abilities

  • Knowledge and basic understanding and application of theories principles and practices of contract monitoring performance evaluation and service delivery in the public sector.
  • Strong attention to detail and organizational skills are a must.
  • Knowledge of federal state and local human service programs and related grant funding sources.
  • Knowledge of methods used to develop planning strategies goals and measurable objectives.
  • Knowledge of grant-makers for human service programs including application procedures guidelines and requirements governing such funds.
  • Knowledge of customer service principles and public-sector contract administration practices.
  • Skill in conducting quantitative and qualitative data analysis.
  • Skill in researching analyzing interpreting and applying related federal state and local laws rules and regulations.
  • Skill in reviewing and evaluating grant proposals.
  • Ability to prepare monitor and analyze program budgets.
  • Ability to operate standard office equipment such as personal computer using word processing spreadsheet database and other related software scanners video equipment overhead or slide projector.
  • Ability to perform mathematical calculations.
  • Ability to develop and present training presentations before large groups.
  • Ability to communicate effectively both verbally and in writing.

Open Requirements/Supplemental Information

  • Seven(7) years of education and/or experience in contract administration grant monitoring or a closely related field.
  • With at least two (2) years of responsible administrative professional or technical experience in social services planning statistical research project management contract management grant procurement or a closely related field.
  • Within the above combination possession of a Bachelors or Masters Degree from an accredited institution with a major which directly relates is preferred.
