Job Summary
- Plans directs and manages day-to-day facilities operations for buildings maintenance facilities grounds and related infrastructure; establishes and communicates service standards priorities and operational controls to support safety continuity of operations and customer service expectations.
- Serves as the primary point of coordination for internal stakeholders vendors contractors and County Facilities as applicable in accordance with established policies and procedures. May supervise assigned staff in support of day-to-day facilities operations.
- Plans schedules coordinates and inspects maintenance repair and minor construction related to building systems (HVAC electrical plumbing building controls and related infrastructure).
- Serves as the facilities system owner/administrator for facility security and access systems within assigned scope including defining operational requirements coordinating vendor/contractor service delivery managing operational documentation and controls triaging issues and ensuring timely resolution and escalation consistent with established policies procedures and approvals.
- Partners with IT for technical support and system reliability and coordinates with the Safety Manager to ensure practices and controls align with established programs procedures and applicable requirements.
- Manages vendor relationships and contract administration for facilities services including building and workplace readiness services grounds and exterior services environmental services and safety/life-safety and compliance inspection and testing services as well as space-related improvement activities and related service providers.
- Develop scopes of work and service expectations; monitors performance.
- Documents service verification activities inspections and service issues
- Coordinates resolution; and supports contract renewals/changes consistent with established procedures.
- Conducts procurement coordination and purchasing within delegated authority and in accordance with established purchasing policies procedures approvals and documentation standards.
- Establishes and maintains controls for facility-related asset and inventory accountability including identification tracking movement/relocation accountability and disposition of physical facility assets (e.g. furniture fixtures assigned equipment and related items) in accordance with established procedures and within delegated authority.
- Maintains records and reporting related to facility operations work activity inspections warranties assets and project status; ensures accuracy retention and availability for management review public accountability and compliance purposes.
- Tracks service performance and supports continuous improvement through documentation trend review and issue resolution verification.
- Leads regulatory safety compliance and risk control activities for facilities consistent with applicable laws and established safety programs procedures and protocols. Implements and reinforces established safety requirements within facilities operations (for example: hazard reporting training coordination inspections support and documentation).
- Coordinates inspections deficiency tracking and issue resolution documentation to support inspection and audit readiness and continuous improvement.
- Develops operating budget recommendations for assigned areas;
- Monitors expenditures; forecasts needs;
- Supports lifecycle/capital recommendations; and implements expenditure controls consistent with established budget procedures approvals and delegated authority.
- Prepares documentation for management review and supports purchasing controls and variance monitoring.
- Performs other related duties and responsibilities as assigned.
- Bachelors degree in facilities management engineering construction management business administration or related field and three to five (35) years of progressively responsible experience in facilities operations building maintenance or construction coordination; or equivalent combination.
- Valid drivers license and proof of automobile insurance.
- Knowledge of facilities management principles; building systems (HVAC electrical plumbing controls security/access); preventive maintenance practices; and public facilities accessibility concepts.
- Knowledge of applicable safety practices regulatory requirements and inspection/readiness documentation expectations for public facilities.
- Knowledge of public sector procurement contract administration and budgeting/forecasting/cost control principles.
- Skill in planning prioritizing and coordinating work; developing scopes of work; monitoring quality and schedules; and managing vendor performance.
- Skill in maintaining accurate records and reports using work tracking systems and standard office software and producing documentation suitable for audit and management review.
- Ability to communicate effectively with internal stakeholders vendors/contractors County Facilities IT and the Safety Manager; analyze operational issues; exercise sound judgment; and respond appropriately to urgent operational needs.
