CONTEXT

Headquarters Allied Joint Force Command Naples provides a resilient static Joint headquarters to plan prepare and conduct operations across all domains from Baseline Activities and Current Operations (BACO) including deterrence through Crisis up to the Maximum Level of Effort (MLE) in order to support NATOs three core tasks at the Joint Operational level as directed by SACEUR. Supported by the Single Service Commands Allied Joint Force Command Naples integrates allocated forces including NATO Force Structure entities and synchronises activity to achieve operational objectives. It maintains comprehensive regional focused situational awareness leads contingency planning and directs exercises. It also provides out-of-theatre support to enduring NATO operations and could contribute specific Joint competencies to other NATO Command Structure or NATO Force Structure entities. It is capable of commanding a Joint Task Force operating within or beyond SACEURs Area of Responsibility with theatre enablement provided by a dedicated Joint Logistic Support Group Headquarters. It has the capability to deploy tailored elements to enable reconnaissance liaison and coordination and support the Joint Commander. Synchronizes and integrates Joint and Combined armed forces within the Joint Operational Area (JOA) in support of a Joint Task Force.

The Operations Directorate is responsible for directing monitoring assessing and coordinating operational staff functions.
The Joint Assessment Division leads the continuous monitoring measurement and assessment of progress towards the effects necessary for the achievement of decisive conditions along each line of operation.
The Campaign Assessment Branch monitors and assesses campaign progress towards the achievement of mid-term objectives and the operational end-state through campaign assessment across the entire Political Military Economic Social Infrastructure & Information (PMESII) engagement space.
Within the Branch the incumbent develops models and simulations that enables operations research wargaming and analytical studies in support of data driven decision making during planning execution and assessment of joint operations.

The incumbents duties are:
- Develops or acquires models and simulations that are used to support analytical studies that support operational planning execution and assessment of joint all domain operations in a joint HQ.
- Works with the Branch Head to determine how best modelling and simulation can support the work of the Joint Assessment Division and other divisions within the HQ.
- Develops and executes computer models to simulate real-world processes and systems ensuring accuracy and reliability in the results.
- Analyses and interprets simulation data to identify patterns trends and insights that aid in decision-making and problem-solving.
- Familiarity with statistical analysis methods and experimental design principles to validate and refine simulation models.
- Prepares reports and presentations to communicate findings recommendations and potential improvements based on the analysis of simulation results.
- Works closely with the operational analysis wargaming and data science teams within the division to determine modelling and simulation requirements and develop them as required to support operational analytical studies and wargames.
- Works with other analytical staff to prepare written non-technical reports and briefings for military audiences on findings of analytical studies and how models and simulations were applied.
- Enables the identification of JFCNP requirements and implementation plan for NATOs Next Generation and Modelling Simulation capability.
- Develops and maintains network of modelling and simulation professionals within NATO nations industry and academia.
- Implements and maintains best practice for management of models and simulations in accordance with NATO policies standards and procedures.
- Participates in NATO Science and Technology Research groups as required.
- Participates in lessons learned process to ensure continual improvement of modelling and simulation capability within JFCNP and interactions with rest of BiSC modelling and simulation community of interest.
- Undertakes work as part of a project team or working group as directed or assigned.

REQUIREMENTS AND ADDITIONAL DUTIES

The employee may be required to:
- Perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
- Undertake TDY assignments both within and without NATOs boundaries and be willing to work unsocial hours.
- Undertake deployments in support of military operations and exercises and/or TDY assignments both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
The work is normally performed in a Normal NATO office working environment. Normal Working Conditions apply.
The risk of injury is categorised as No risk / risk might increase when deployed.

4. ESSENTIAL REQUIREMENTS

EDUCATION

University Degreein operations research military operations research mathematics statistics or related numerate discipline computer science business administration engineering economics public administration business process engineering or related discipline and 2 years function related experience or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

EXPERIENCE

- Proven professional experience conducting operational analysis/operational research in support of complex operational problems.
- Proven professional experience developing or applying the models and simulations to bring insights to the use of military operational scenarios or civilian decision-making involving resource allocation decisions and evaluating alternative systems.
- Proven professional experience using systems modelling languages (e.g. SysML).
- Proven professional experience using simulation software such as Simio Simul8 FlexSim AnyLogicVenSim STORM JTLS or similar.
- Proven professional experience using programming tools such as Matlab C Python or similar to manipulate and process data for models and simulations.

LANGUAGE

English - SLP 3333 - (Listening Speaking Reading and Writing) based on NATO Standards.

5. DESIRABLE QUALIFICATIONS

EXPERIENCE

- Experience in briefing and communicating analytical and simulation products with senior military and civilian staff.
- Publications on simulation in refereed academic journals in SCI (Science Citation Index).
- Knowledge of military joint and/or combined operation at operational and/or tactical levels.
- Experience in briefing and communicating technical products with senior military and civilian staff.
- Experience of automation of data management processes and instruments.
- Experience of applying models and simulations within military wargames.
- Experience with military simulation tools such as JTLS AFSIm etc.
- Experience in manipulation of large data sets.

EDUCATION AND TRAINING

- Graduate degree or PhD in Operations Research Computer Science Applied Mathematics or Industrial Engineering.
- Graduate or postgraduate level courses in simulation and experimental design.
- Course: ETE-MSNATO Modelling & Simulation Basic Course

- Must possess the judgement necessary to raise significant information as discovered through the Command chain.
- Forward leaning identifies areas where models and simulation swill benefit analytical studies and wargames for the Commander and other HQ staff.
- Proven ability to effectively communicate orally and in writing with good briefing skills (including the visualisation of technical information for non-technical customers).

Professional contacts


Works in close coordination with staff across all divisions. Shares lessons and solutions with other data science staff in higher and subordinate HQs and NATO agencies as well as senior national and international modelling and simulation experts operations research analysts data scientists and wargamers. Maintains a strong working relationship with the Academia and a strong working relationship with analysts in other JFCs and other commands including HQ SACT next generation modelling and simulation capability development team.

Contribution to the objectives

Consistently supports and contributes to mission effectiveness and efficiency with timely and relevant advice to the Division Head on modelling and simulation related issues. Constantly monitors developments in modelling and simulation tools and techniques and applies and enables their application to current and future military operations and the military objectives assigned to COM.
This post reports to: OJS OAAX 0010 - Branch Head (Campaign Assessment) - OF-4.

The successful candidate will receive a three-year definite duration contract within the Project-Linked NATO (PLN) Agenda 2030.

The basic entry-level monthly salary for a NATO Grade 15 (A-2) in Italy is Euro 5879.80 which may be augmented by allowances based on the selected staff members eligibility and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
