BACKGROUND AND PURPOSEOF THE ASSIGNMENT:

The Food Security and Nutrition Analysis(PGRF) Service Geospatial and Intelligence Unit(PGRFG)seeksto fill a statistician position based at the Headquarters of the United Nations World Food Programme in Rome Italy.

The PGRF Service in WFP HQ leads WFPs food security analysis and vulnerability monitoring supporting a large network of analysts in regional bureaux and country offices. Food security analysis is a cornerstone of the organizations work. It provides WFPgovernmentsand partners with the essential information toidentifypopulations in need and target the mostappropriate typeand scale of interventions as well as the necessary knowledge to inform policy decisions and advocacy efforts. Analyses span emergency assessments in-depth household surveys spatial analysis early warning information economic and market trends analyses and food security monitoring. Programme monitoring includes a wide range of data collection and analysis exercises that provide a continuous andtimelyunderstanding of the outcomesoutputsand level of compliance of operations.

The Programme Division is the custodian oflarge portionsof WFPs operational data including information generated through assessments food and cashassistanceactivities planning processes and field operations. As data owner the Divisionis responsible forensuring that these data assets are trustworthy wellstructured and suitable for reuse across the organization.

This stewardship role involves:

Defining data standards and governance expectations

The Programme Divisionestablishesthe classifications definitions documentation requirements and quality thresholds that apply to operational data. These standards ensure consistency across countries enable comparisonbetweencontexts andcreate a shared understanding of what each datasetrepresents.

Ensuring quality and completeness of data provided by field operations

Because data routed through WFPs operational processes is often collected under challenging conditions the Division plays a key role in guiding country offices on correct data capture validation and routine updates. This includes flagging quality issues supporting corrections and ensuring that operational datasetsremainreliable over time.

Authorizing access and responsible use

As owner the Divisiondetermineswhich users or systems may view or use specific operational datasets in line with corporate data protection practices and any conditions associated with partnerships or datasharing agreements.

Maintaining the longterm value of data

The Division ensures that datasetsremainusable for future analysis by encouragingappropriate documentation versioning and preservation of the contextual information needed to interpret data correctly.

By fulfilling these responsibilities the Programme Division enables the organization to build analyses and decisionsupport tools on top of consistent and wellgoverned operational data.

The Intelligence Unit ensures that operational data managed by different teams can be combined shared and used efficiently across the organization. Its role focuses on enabling systems and datasets to work together without manual intervention.

Key responsibilities include:

  • Coordinating integration across platforms byestablishingcommon connection patterns shared identifiers and consistent metadata so that data from different domains aligns naturally.
  • Maintaining interoperability standards that allow information to move smoothly between tools reducing duplication and the need for bespoke integrations.
  • Improving discoverability and documentation by promoting clear metadata cataloguing practices and coherent data descriptions so users can easilylocateand understand available datasets.
  • Bridging business and technical requirements to ensure that the way data is structured and exchanged reflects operational needs whileremainingcompatible with enterprise data architecture.
  • Promoting reuse by guiding teams to adopt shared structures and avoiding parallel or redundant data pipelines.

Through this combined implementation and coordination role the Intelligence Unit ensures that operational data becomes a reliable and reusable resource for analysis reporting and decisionmaking across functions and levels of the organization.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision of theProgrammeDivisionsLead Statistician and in close coordination with the relevant product teams theData Analyst & Systems Coordinatorwill ensure that operational data is consistently documentedwellstructured and ready for reuse across systems and analytical processes.

1. Analyse data integration requirements and support system interoperability

  • Review operational datasets system outputs and user needs to translate requirements into technical specifications for integration.
  • Identifyopportunities to harmonize data structures improve linkages and streamline crossplatform exchanges.
  • Recommend enhancements to existing procedures and system functionalities to support crossdomain analytics and reduce manual processing.

2. Coordinate integration workflows and technical documentation

  • Prepare andmaintainthe documentation needed for system integrations including mapping tables schema definitions and API specifications.
  • Work with technology teams to ensure adherence to integration standards version control and best practices for system interoperability.

3. Support shared data pipelines and automated processing

  • Contribute to the design and testing of shared ingestion pipelines transformation routines and automated data preparation workflows.
  • Assistin validating outputs from integration layers and flag inconsistencies requiring attention from owners or engineers.

4.Facilitatecrossfunctional data flows and repositories

  • Collate existing data sources across divisions ensuring that key operational datasets are routed into standardized repositories.
  • Maintain coordination with data providers system owners and analytical hubs to ensure continuity and accuracy in shared data flows.

5. Build internal capacity for integrated analytics

  • Support trainings and demonstrations on how integrated datasets can support decisionmaking crossdomain analysis and operational monitoring.
  • Assistteams in understanding how to access and use integrated data services.

6. Promote adoption of shared data services

  • Encourage the use of standardized access patterns (APIs shared schemas federated queries) across business units.
  • Support the uptake of open and transparent data practices whereappropriate.

7. Provide technical support for analytical workflows

  • Assistteams using standardized scripts analytical templates or shared processing tools by ensuring data availability and correct connectivity.
  • Help define user needs for analytical automation data pipelines and integration modules.

8. Performadditionaltasks

Carry out any other duties related to system coordination integration support or crossplatform data management.

  • Technical requirement documents detailing dataset structures interfaces mapping specifications and integration rules needed forsystemtosystemalignment.
  • Uptodatediagrams and flow descriptions of data pathways between operational systems.

2. Interoperability Mapping and Alignment Artefacts

  • Completedcrossdomainmapping tables (identifiers classifications schemas) to enable automated linkage of datasets across platforms.
  • Repository of harmonized schemas and reference data applied to prioritized datasets.

3. Configured and Tested Data Pipelines

  • Functional ingestion transformation or synchronization routinessupportingshared access patterns.
  • Test cases validation logs and acceptance results documenting pipeline performance and consistency.

4. System Documentation and Integration Records

  • Updatedsystemintegrationdocumentation including API specifications schema versions and connection protocols.
  • Versioncontrolledtechnical notes supporting engineers analysts and system managers.

5.CrossFunctionalRepository Assembly

  • Aconsolidatedrepository (or set of repositories)containingthe most relevant operational datasets sourced from multiple units.
  • Regular updatesreflectingnew data additions corrected linkages or refined transformation rules.

6.CapacityBuildingand Adoption Outputs

  • Training modules or briefing materialsdemonstratinghow to access integrated datasets use shared interfaces and adopt interoperable processes.
  • Sessions delivered to country offices regional bureaus and thematic teams.

7. Support for Analytical and Operational Workflows

  • Verified datasets and connectivity configurationsfor automatedanalysispipelines or standardized scripts.
  • Technical troubleshooting logs and resolutions for issuesencounteredby users of integrated data services.

8. Reporting and Monitoring

  • Monthly orquarterly integrationprogress reports highlighting bottlenecks risks dependencies and recommendations.
  • Documentation of achieved improvements in interoperability or reductions in manual data preparation.

QUALIFICATIONS & EXPERIENCEREQUIRED:

Education:

Advanced university degree in statistics information technology computer science data science engineering economics or another relevant quantitative field.

Experience:

At least fiveyears ofrelevant post-graduate experienceinvolving:

  • Data integration systems interoperability and structured data engineering tasks.
  • Quantitative analysis and operational data processing (e.g.programme marketlogistics or economic data).
  • Working with structured datasets and databases (SQL or equivalent).
  • Supporting system enhancements digitalization of procedures or coordination of ITrelated workflows.
  • Experience with APIs data pipelines or crosssystem mappings is a strong advantage.

Field experience including participation in assessments or operational missions is an asset.

Knowledge& Skills:

  • Excellent analytical conceptual and problemsolving skills.
  • Strong command of SQL andproficiencywith at least one analytical or scripting language (Python R or Stata).
  • Familiarity with BI and visualization tools (preferably Tableau or Power BI).
  • Understanding ofsystem integration concepts data flows and interoperability standards.
  • Ability to translate user needs into technical specifications and integration requirements.
  • Solid understanding of modern datamanagement and automation practices.
  • Ability to produce clear technical documentation and mapping specifications.
  • Strong coordination skills and ability to work effectively across units with technical and nontechnical stakeholders.
  • Creative mindset with attention to detail and ability to work both independently and as part of a team.

Languages:

  • Fluent written and spoken English (level C);
  • Working knowledge (level B) of French Arabic or Spanish is.
