CONTEXT
Headquarters Allied Joint Force Command Naples provides a resilient static Joint headquarters to plan prepare and conduct operations across all domains from Baseline Activities and Current Operations (BACO) including deterrence through Crisis up to the Maximum Level of Effort (MLE) in order to support NATOs three core tasks at the Joint Operational level as directed by SACEUR. Supported by the Single Service Commands Allied Joint Force Command Naples integrates allocated forces including NATO Force Structure entities and synchronises activity to achieve operational objectives. It maintains comprehensive regional focused situational awareness leads contingency planning and directs exercises. It also provides out-of-theatre support to enduring NATO operations and could contribute specific Joint competencies to other NATO Command Structure or NATO Force Structure entities. It is capable of commanding a Joint Task Force operating within or beyond SACEURs Area of Responsibility with theatre enablement provided by a dedicated Joint Logistic Support Group Headquarters. It has the capability to deploy tailored elements to enable reconnaissance liaison and coordination and support the Joint Commander. Synchronizes and integrates Joint and Combined armed forces within the Joint Operational Area (JOA) in support of a Joint Task Force.
The Operations Directorate is responsible for directing monitoring assessing and coordinating operational staff functions.
The Joint Assessment Division leads the continuous monitoring measurement and assessment of progress towards the effects necessary for the achievement of decisive conditions along each line of operation.
The Campaign Assessment Branch monitors and assesses campaign progress towards the achievement of mid-term objectives and the operational end-state through campaign assessment across the entire Political Military Economic Social Infrastructure & Information (PMESII) engagement space.
Within the Branch the incumbent uses mathematical modelling to develop and implement algorithms to optimize business processes resource allocation and operational efficiency. Creates and validates optimization models to predict outcomes assess risks and evaluate various military scenarios.
The incumbents duties are:
- Works with Division/Branch Head to determine how best OA/OR (Operational Analysis/Operations Research) and optimization can support the work of the Division and the Headquarters.
- Analyses complex business/military problems using mathematical models and optimization techniques to recommend optimal solutions.
- Develops and implements algorithms and/or heuristics to optimize business processes resource allocation and operational efficiency within the Headquarters.
- Collaborates with cross-functional teams including staff officers command group engineers and Information Technology personnel to understand operational challenges and offer recommendations.
- Creates and validates optimization models to predict outcomes assess risks and evaluate various military scenarios.
- Presents findings and recommendations to stakeholders through reports visualizations and presentations ensuring clear communication of technical insights.
- Monitors and refines models based on feedback evolving data or changing operational requirements to ensure continuous improvement.
- Stays updated on advancements in operations research methods tools and industry best practices to enhance problem-solving capabilities.
- Conducts analytical and optimization studies to support decision-making in areas such as joint warfare logistics deployment and sustainment using mathematical modelling and optimization methods.
- Leads in training JAS Division personnel and HQ personnel in optimization methods.
- Undertakes work as part of a project team or working group as directed or assigned.
REQUIREMENTS AND ADDITIONAL DUTIES
The employee may be required to:
- Perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
- Undertake TDY assignments both within and without NATOs boundaries and be willing to work unsocial hours.
- Undertake deployments in support of military operations and exercises and/or TDY assignments both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
The work is normally performed in a Normal NATO office working environment. Normal Working Conditions apply.
The risk of injury is categorised as No risk / risk might increase when deployed.
4. ESSENTIAL REQUIREMENTS
EDUCATION
University Degree in computer science engineering disciplines statistics or similar numerate discipline operations research or related disciplineand 4 years post related experience or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
EXPERIENCE
- Experience of military modelling and optimization (linear integer mixed-integer non-linear stochastic) with expertise on computer systems and related applications.
-Knowledge of joint and/or combined operations at both operational and tactical levels.
-Ability to apply standard Operations Research optimization techniques to include statistical analysis mathematical modelling project management linear programming and other analytical techniques.
-Proficiency in computer software programmes designed to apply analytical techniques related to optimization applications.
- Experience of use of mathematical modelling methods and optimization software.
- Experience with optimization tools such as ILOG CPLEX GAMS Gurobi Optimizer.
- Proven ability to effectively communicate orally and in writing with good briefing skills (including visualizations for customers).
- Publications on optimization in refereed academic journals in SCI (Science Citation Index).
LANGUAGE
- English - SLP 3333 - (Listening Speaking Reading and Writing) based on NATO Standards
5. DESIRABLE QUALIFICATIONS
EXPERIENCE
- Experience in briefing and communicating analytical and simulation products with senior military and civilian staff.
- Publications on simulation in refereed academic journals in SCI (Science Citation Index).
- Teaching experience in optimization in a university.
EDUCATION AND TRAINING
- Graduate degree or PhD in Operations Research Computer Science Applied Mathematics or Industrial Engineering.
- Graduate or postgraduate level courses in optimization.
- Course: JPL-OANATO Operations Assessment Course.

Personal attributes
The incumbent may have to deploy forward as part of an Assessment cell within a deployed HQ.During intensive periods of planning incumbent my have to work long anti-social hours.Must be comfortable in the international environment and possess sufficient tact to work as part of a close-knit hardworking team. Incumbent must possess the judgement necessary to raise significant information - should they discover it - through the Command chain.
Professional contacts
Works in close coordination with the staff in higher and subordinate HQs and NATO agencies as well as senior national and international operational analysis experts and scientists. Executes duties and functions requiring internal and external contacts including coordination and negotiation with non-military organisations. Liaises with NATO and National Operational Research Operational Analysis and Wargaming organisations. Maintains a strong working relationship with OA cells in other JFCs and other commands in order to facilitate the development of coherent analysis procedures at the joint level.
Contribution to the objectives
Consistently supports and contributes to mission effectiveness and efficiency with time and relevant advice to the Division Head on modelling and simulation related issues. Constantly monitors developments in operational analysis and research and advises on their application to current and future military operations and the military objectives assigned to COM.

The successful candidate will receive a three-year definite duration contract within the Project-Linked NATO (PLN) Agenda 2030.
The basic entry-level monthly salary for a NATO Grade 17 (A-3) in Italy is Euro 7246.22 which may be augmented by allowances based on the selected staff members eligibility and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
