About
Colorado Energy & Carbon Management Commission (ECMC):
The Colorado Energy & Carbon Management Commission (ECMC) regulates the development and production of Colorados natural resources including oil and gasgeothermal energy and carbon capture and storage. The ECMCs mission is to do so in a way that protects the environment public health safety and welfare.

The Community Relations Unit:
  • Develops and continuously adds to a deep understanding of ECMCs work and how that work impacts Colorados communities.
  • Develops maintains and executes an community relations integrated communications strategy and vision for ECMC..
  • Executes an integrated community engagement strategy that includes managing both the statorily required Local Government Designee program the public Complaints programs and includes integrating Environmental Justice best practices per the Environmental Justice Act.
  • Regulates operator compliance with community engagement rules per 24-229.
Additionally this position manages the following:
  • Communication and engagement with external stakeholders
  • Local Government Designee Program
  • ECMC Commission communications including:
    • Integrated public relations and media engagement strategy with clear channels for all key decisions and actions
    • Response to and interaction with information received through the public complaint process
    • Routinely communicate with the Commission to share opportunities for the Commission to engage with communities via Community Impact Tours and Public Events
    • Internal ECMC communications regarding the work of the Commission
  • ECMC communications initiatives related to communities or local governments
  • ECMC digital communication strategy in coordination with PIO and SDU
  • In person and virtual community engagements and meetings with various stakeholders
  • ECMC Liaison Program
  • Backup PIO when PHA 85 is unavailable
  • Provide subject matter expertise on the ECMC website from the lens of communities

This is ECMCs Community Relations Program Manager and authority on ECMCs community focused communication strategy marketing and media campaigns oversight of operator compliance with community engagement rules and governmental and stakeholder relations. It is responsible for formulating and implementing ECMC communications programs navigating complex and delicate communication issues and building proactive communication strategies. It is the agencys primary contact with external stakeholders including community members city and county officials and staff other state agencies as well as media during times of crisis or when the agency PIO (PHA 85) is unavailable. This position ensures that ECMC history and values are reflected in the agencys public communications marketing materials website and other communications resources.


Specific job duties include but are not limited to:
  • Serves as the authority pertaining for ECMC community relations policies and communications.
  • Develops reviews and updates ECMC policy procedure directives and/or guidelines to ensure professional level quality for agency-wide communication standards.
  • Represents ECMC in the inter agency discussions (e.g. Agriculture Department of Human Services Health Care Policy and Financing Public Health and Environment Public Safety) related to environmental justice or community relations as the Directors Delegated Authority which may include deciding broad critical programs and policy direction with direction from ECMC leadership.
  • This position is specifically responsible for developing and interfacing with local governments citizen groups communities and individual members of the public to respond to concerns complaints or requests for information It directs the Local Government Designee program supported by ECMCs Community Outreach Liaison.
  • Oversees the regulation of operator compliance with community engagement rules per 24-229 as supported by the new West Slope and Front Range Community Liaisons.
  • Develops work plans makes assignments provides guidance provides clear expectations supports and conducts performance reviews and ensures personnel are successful in accomplishing their duties for three (3) direct reports who carry out the day-to-day development and implementation of assigned work.
  • Considers ECMCs organizational culture and identity in all strategic communications.

Minimum Qualifications:

Experience Only:

Nine (9) years of relevant experience in an occupation related to the work assigned to this position

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to nine (9) years


Substitutions:

Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:
  • Current or former State experience.

  • Experience working with community based organizations.

  • Proven ability to lead crucial conversations and manage conflict.

  • Experience building new programs and teams.

  • Experience managing and leading teams.

  • Extensive experience using data to measure the effectiveness of social media and other community relations engagement strategies.

  • Experience with public relations and media engagement.

  • Strong written and verbal communication skills including knowledge of digital accessibility.

  • Familiarity with ECMC rules and regulations and regulatory processes.

  • Knowledge and/or experience with community relations and how to identify and engage remote or disenfranchised groups.

The current work arrangement for this position is as follows:
(Please note this arrangement can be subject to change)

  • Hybrid: This position will work from a home office in person from the main Denver office one (1) day a week and will travel around the state for meetings as directed by supervisor.

  • Colorado residency is required at the time of application.
  • Former employees of the state of Colorado must have concluded employment in good standing to be eligible for rehire.
