Geological Control Program Supervisor

This is a supervisory position subordinate to the Groundwater Section Manager responsible for assisting in planning coordinating and directing work within the Groundwater Inspection and Compliance (I&C) Program and serving as a geological expert providing technical support to staff. This position will manage the day-to-day programmatic duties of the I&C Program including federal grant workplan development and performance reporting rulemaking policy development and other tasks. This position may be asked to support other roles within the Groundwater Section including the Underground Injection Control Program Groundwater Pollution Control Program and Federal Facilities Program. The successful candidate must reside within a commuting distance to the office located in Cheyenne WY Lander WY or Casper WY.

Regulatory Compliance & Enforcement

• Develop and implement compliance policies procedures and enforcement strategies.
• Conduct audits inspections and assessments to determine compliance with state and federal regulations.
• Investigate and resolve compliance violations and issues within delegated authority.
• Draft negotiate and finalize enforcement documents.
• Ensure compliance with agency rules state statutes and regulatory requirements.
• Make compliance determinations through interpretation of regulations technical reports and inspection findings.

Technical & Environmental Review

• Perform technical reviews of permits proposals plans and applications to protect or restore groundwater quality.
• Analyze complex environmental geological hydrogeological chemical and biological data and formulate conclusions.
• Evaluate geologic hazards and provide technical recommendations.
• Review and evaluate the work of consultants.
• Develop formal written recommendations and directives based on technical evaluations.
• Research records and provide technical information to the public.

Stakeholder Engagement & Communication

• Collaborate with internal and external stakeholders including other state federal and private agencies.
• Meet with operators to review permit applications project designs and geotechnical issues.
• Represent programs in public meetings and communicate with concerned citizens and environmental groups.
• Confer with public officials industry representatives and consultants to resolve permitting or compliance issues.
• Answer technical questions related to policies procedures and statutes.
• Prepare and submit compliance and program reports.
• Make presentations to various interest groups.

Program & Staff Management

• Train mentor and evaluate staff performance.
• Recommend hiring disciplinary actions and personnel decisions as appropriate.
• Plan schedule and manage time and program activities effectively.
• Coordinate inspections and program tasks in alignment with the Performance Partnership Agreement Work Plan.
• Manage contracts with agencies or organizations conducting groundwater investigations or protection projects.

Professional Expertise

• Demonstrate proficiency in environmental technical and policy writing ensuring accuracy and completeness.
• Exercise independent judgment in regulatory technical and compliance decisions.
• Maintain accurate records and documentation of compliance activities.
• Participate in compliance-related meetings and program coordination efforts.

• Knowledge of environmental principles theories and practices particularly as they relate to regulatory frameworks.
• Ability to work collaboratively with professional staff the Section Manager and upper management.
• Strong written oral and electronic communication skills with attention to detail.
• Proficiency in computer applications including spreadsheets word processing and presentation software.
• Ability to prioritize schedule and manage multiple tasks and timelines for oneself and a team.
• Ability to interact professionally with the public regulated entities and colleagues.
• Detail-oriented with strong skills in organizing tracking and interpreting information in a complex regulatory environment.
• Ability to create review edit and revise technical documents for completeness and accuracy.
• Skill in maintaining records and researching information to provide technical data to colleagues and the public.
• Ability to answer technical questions related to policies procedures and statutes.
• Ability to make presentations to various interest groups and the public.
• Proficiency in environmental technical writing and regulatory/policy documentation.

• Participation in the various groups as Wyomings representative may require extensive travel at times.
• Must be able to lift up to 50 pounds.
• Must be able to walk over rough terrain.

• Must be able to deal with inclement weather.
• Must be able to deal with heights.

• FLSA: Exempt
• Position will be located in Casper Cheyenne or Lander Wyoming. Up to 50% field work and in-state travel may be required. Additional out-of-state travel for meetings and conferences may be required.
