Position Summary
- Big Bend Community College (BBCC) a rural college serving vibrant culturally rich communities in the Columbia Basin of Central Washington invites applications for a Director of Enrollment Services & Registrar in the colleges Admissions/Registration Department.This position serves as the college Registrar and provides leadership and oversight for the Admissions/Registration Department. Reporting to the Dean of Student Services the Director directly supervises department employees and is responsible for creating and maintaining a student-centered supportive office atmosphere with sensitivity and responsiveness to all students.
The position has administrative responsibility for planning and managing admissions enrollment and student records services including application processing course enrollment academic advisement reports transcripts credit evaluation prior learning assessment required state reporting and graduation processing. The Director also manages department budgets.
As the coordinator of the ctcLink/PeopleSoft student records system the Registrar is responsible for maintaining secure accurate and reliable academic records and for developing and maintaining effective processes that ensure the integrity of BBCC degrees and certificates.
In support of student success this position works closely with BBCC faculty and staff as well as with high schools community partners and colleagues at other higher education institutions.

ESSENTIAL JOB DUTIES:
Primary responsibilities include but may not be limited to the following:
Admissions Enrollment & Student Records- Oversee admissions enrollment and student records operations including applications registration transcripts credit evaluation prior learning assessment state reporting and graduation processing.
- Serve as functional lead for ctcLink/PeopleSoft admissions enrollment records reporting and data integrity processes.
- Ensure accuracy integrity security and confidentiality of student records in compliance with FERPA state federal and accreditation requirements.
- Act as BBCCs Residency Officer interpreting and enforcing Washington State residency regulations.
- Ensure accuracy of all student and course information reported to the State Board through ctcLink/PeopleSoft timely finalization of data and submittal of reports.
- Manage complex workflows deadlines and high-volume transactions accurately.
- Ensure students are appropriately charged and have remitted or documented payment of tuition prior to each quarter and following schedule changes including management of unpaid accounts and refund approvals.
- Generate enrollment demographic and operational reports in collaboration with Institutional Research and Planning.
- Develop and publish quarterly dates deadlines refund schedules and admissions/enrollment information.
- Supervise train support and evaluate Admissions & Registration and Testing Services staff; ensure cross-training and coordinate staffing coverage with the Director of Financial Aid.
- Promote a student-ready equitable service environment through collaboration process improvement and efficient service delivery.
- Lead program planning annual work plans and goals and manage department budgets aligned with college priorities.
- Communicate policies and provide regulatory procedural and service-related training for faculty and staff.
- Support special programs including high school dual enrollment international student enrollment and Bachelor of Applied Science programs.
- Serve as Principal Designated School Official (PDSO) maintaining SEVIS certification and overseeing international student compliance.
- Participate in college governance and represent BBCC on the statewide Admissions & Registration Council (ARC).
- Perform other duties as assigned.
- Maintain professional growth and development through seminars workshops and professional affiliations to keep abreast of latest trends in field of expertise.
- Ensure no injuries to self or others by following safe work practices and policies. This includes but is not limited to security and safety understanding of MSDS equipment infection control fire disaster safe lifting and body mechanics.
- Ensure compliance with college policies and procedures and state and federal regulations.
- Conduct self in a professional manner and ensure the interaction with team members and other support groups is conducted in a courteous and efficient manner reflective of the colleges values.
- Perform related duties and responsibilities as may be required.
- Ability to build strong working relationships with students and colleagues.
- Able to work as a member of teams within and across departments to increase student success and degree completion through collaboration and continuous process improvement.
- Ability to work with minimal supervision.
- Demonstrated leadership experience supervising staffincluding coaching performance management professional development conflict resolution and fostering service-oriented collaboration and ability to take initiative.
- Comfortable using technology to reach the campus and the community in the most effective and efficient manner.
- Effective communication skills including the ability to engage in one-on-one and in public forums.
- Demonstrated problem-solving abilities and capacity to pivot quickly in response to changing priorities regulatory updates system issues or other challenges while maintaining operational continuity.

Minimum & Desirable Qualifications
MINIMUM QUALIFICATIONS:
- Bachelors degree in education leadership business or other relevant field from a regionally accredited institution.
- Demonstrated experience leading or supervising a diverse team. Experience with confidential records management compliance reporting and enforcing policies/regulations consistently and equitably.
- Experience with customer records systems (e.g. PeopleSoft Banner etc.) including data accuracy and integrity and troubleshooting.
- Demonstrated commitment to equity cultural competence and customer-centered service with experience supporting diverse multicultural and first-generation college students.
DESIRABLE QUALIFICATIONS:- Masters degree in higher education administration student affairs educational leadership or other related field from a regionally accredited institution.
- Progressive leadership experience in enrollment services and/or registrar functions including oversight of student records admissions enrollment residency grades processing graduation processes academic policies FERPA compliance and state and federal reporting requirements.
- Strong interpersonal communication and relationship-building skillswith demonstrated ability to lead with empathy work effectively across departments and respond thoughtfully to students staff and faculty.
- Direct experience with student information systems (e.g. PeopleSoft Banner Colleague etc.) including data integrity system troubleshooting and collaboration with others on enhancements or implementations.
- Demonstrated success in process improvement or change management using data technology and cross-functional collaboration to improve efficiency compliance and a positive student experience.
- Knowledge of state-level higher education policies and reporting requirements including residency determination enrollment reporting financial aid coordination and audit preparation.
- Bilingual fluency especially in Spanish.
