However you must reside in the state of Washington and travel to in-person activities meetings and events as needed for business purposes.
The starting salary offer will be determined based on the successful candidates qualifications within the$108000-$134016annual range. There is career salary growth beyond this starting range for the successful candidate.

The job opportunity
We are seeking a Budget Analyst to play a key role in shaping Washington States operating transportation and capital budgets. This is an opportunity to do meaningful high-impact work that directly influences how state resources are planned prioritized and delivered.
In this role youll analyze agency budget requests develop thoughtful recommendations and help build the Governors proposed budget. Your work will be presented to the OFM Director the Governor executive leadership state agencies stakeholders and the Legislaturemaking you a trusted voice in statewide financial decision-making.
Youll serve as a subject matter expert in your assigned portfolio areas bringing strong analysis and sound judgment to complex funding decisions. Beyond developing budget proposals aligned with the Governors priorities youll also monitor agency programs to ensure they are operating as intendedefficiently effectively and in service of their goals.
This role is highly collaborative. Youll work closely with legislative and executive partners Governors policy staff agencies and external stakeholders to ensure alignment and transparency across the budget process. What youll work on- Act as a subject matter expert on balance sheets general state revenues fund balancing and the revenue allotment review process.
- Develop and implement models related to revenue expenditures and other data.
- Perform independent research and analysis of policies and proposals including expected outcomes state and local costs implementation strategies and stakeholder positions.
- Analyze legislative bills and budget proposals and communicate impacts to decision makers and senior-level staff.
- Assist with the preparation of analysis and recommend gubernatorial action on enrolled bills.
- Coordinate with the Office of the State Treasurer legislative counterparts and OFM revenue and bond analysts on complex calculations of general state revenue and extraordinary general state revenue for each revenue forecast.
- Coordinate with the State Treasurer and the Economic and Revenue Forecast Council on the annual 1% transfer of general state revenue to the Budget Stabilization Account.
- Complete OFMs portion of the Official Near General Fund Revenue Forecast for the Economic and Revenue Forecast Council four times per year.
- Update the official state balance sheet prior to each Official Revenue Forecast and coordinate with legislative fiscal staff for agreement.
- Coordinate with Statewide Accounting on the final Agency Financial Reporting System (AFRS) fiscal year closing and the annual Comprehensive Financial Reporting (ACFR).
- Act as a subject matter expert for OFM in matters related to tobacco payments including coordination with the Office of the Attorney General and the Office of the State Treasurer.
- Lead and assist all OFM budget analysts with fund balancing responsibilities during budget development. This includes training maintaining the account assignment list coordinating with OFM IT on fund balance and fiscal reports submitted to the Legislature and general fund balance system maintenance.
- Lead the revenue allotment review process for OFM including coordination with other budget advisors.
- Evaluate patterns and trends in data and identify other factors affecting budget drivers.
- Monitor and support state agencies in budget development budget implementation program performance and other fiscal matters.
- Represent OFM on internal and external workgroups or other group assignments related to the balance sheet and fund balances and participate in study committees and work groups as needed.

Required Qualifications:- Demonstrated knowledge of state budget processes fiscal policy and financial management principles.
- Demonstrated skill in preparing clear concise written materials presentations and other documentation that convey complex information to diverse audiences.
- Demonstrated ability to evaluate program performance data identify trends and provide actionable recommendations for resource allocation and efficiency improvements.
- Demonstrated commitment to equity diversity and inclusion including the ability to engage respectfully with diverse communities and incorporate equity considerations into budget analysis and recommendations.
- Ability to perform complex fiscal analyses including forecasting revenues and maintaining complex spreadsheet-based models.
- Proficiency in developing models and tools to analyze fiscal impacts and policy options.
- Ability to understand and learn how to work within maintain and assist others to effectively use existing systems to balance state accounts.
- Ability to interpret analyze and communicate legislative proposals fiscal notes and policy impacts to executive leadership legislators and external stakeholders.
- Ability to collaborate effectively with internal teams state agencies legislative counterparts legal counsel and other stakeholders on sensitive and complex fiscal issues.
- Ability to manage multiple priorities deadlines and competing demands in a fast-paced high-stakes environment.
- Ability to exercise sound judgment maintain confidentiality and handle politically sensitive issues with professionalism.

- Bachelors or masters degree in finance economics public administration political science or a similar field.
- Experience working on budgets government policy balance sheets and with revenue issues.
- Strong research analytical and communication skills.
