The mission of the Office of Labor Standards (OLS) is to advance labor standards through thoughtful community and business engagement strategic enforcement and innovative policy development with a commitment to racial equity and social justice.

The Office of Labor Standards has an opening for a Civil Rights Analyst to join a highly skilled dynamic team. This is an exciting opportunity to take on the challenge to promote and advocate labor standards through active investigative and intake work in the City of Seattle.

This role will report to the Enforcement Supervisor.

Job Responsibilities

Your top 3 priorities will be:

  1. Labor standards intakes. Conducting intakes - engaging and conducting interviews with customers who have information about potential violations of the ordinances OLS enforces then evaluating to determine whether to recommend the initiation of an investigation or other enforcement action..
  2. Labor standards investigations and other enforcement actions.Conducting investigations - carrying an individual caseload of labor standards investigations of varying sizes severities and complexities. Gathering evidence conducting legal research and analysis and communicating with businesses and workers. Recommending specific courses of action based on determinations and legal research. Drafting decisions along with written findings of fact and conclusions of law on behalf of the Director of OLS.
  3. Negotiation dispute resolution and settlement. Utilizing alternative dispute resolution techniques to negotiate settlement and promote conciliation to reach agreements between parties. Drafting settlement agreements incorporating specific terms agreed upon by all parties.

Your day-to-day responsibilities will include:

  • Conducting intake interviews assessing potential violations and initiating investigations by preparing necessary documentation.
  • Managing a caseload of labor standards investigations gathering and analyzing evidence applying legal theories and determining case outcomes.
  • Drafting legal documents (complaints subpoenas Director decisions and settlement agreements) and developing strategies to support overall enforcement efforts..
  • Negotiating settlements communicating likely findings or determinations ensuring compliance and providing training and technical assistance on labor standards laws.
  • Supporting appeals and litigation maintaining legal expertise and applying equity principles through community engagement and enforcement work.

Specifically youll be successful in this role if you have experience in:

  • Investigating complaints and/or conducting proactive investigation especially regarding labor standards issues employment law and/or civil rights.
  • Working with worker advocacy groups workers employers and businesses and communities of color.
  • Collecting and analyzing data.

You will be prepared to take on this role if you have:

  • Demonstrated commitment to racial equity and social justice.
  • Ability to remain neutral and impartial.
  • Ability to work with diverse populations including ability to problem solve and build consensus with divergent groups.
  • Ability to do math and calculations as well as collect and analyze data to make professional judgments.

Qualifications

In addition to the ability to complete the tasks mentioned above you will need to possess the below requiredqualifications or a combination of education and/or training and/or experience which provides an equivalentbackground required to perform the work.

  • Bachelors degree in Public Policy Public or Business Administration Human Resources Management Industrial Relations Political Science or closely related field.
  • Two years of professional experience with major work assignments emphasizing civil rights equal employment opportunity complaint-based investigation affirmative action program implementation personnel administration labor relations mediation or work in a related analytical discipline.

OR

  • Associate degree in Public Policy Public or Business Administration Human Resources Management Industrial Relations Political Science or closely related field or specialized paralegal certificate.
  • Three years of professional experience with major work assignments emphasizing civil rights equal employment opportunity complaint-based investigation affirmative action program implementation personnel administration labor relations mediation or work in a related analytical discipline.

OR

  • Law degree or Master of Arts degree in Public Policy Public or Business Administration Human Resources Management Industrial Relations Political Science or closely related field.
  • One year of professional experience with major work assignments emphasizing civil rights equal employment opportunity complaint-based investigation affirmative action program implementation personnel administration labor relations mediation or work in a related analytical discipline.

OR

  • Four years of professional experience with major work assignments emphasizing civil rights equal employment opportunity complaint-based investigation affirmative action program implementation personnel administration labor relations mediation or work in a related analytical discipline.

Additional Information

This civil-service position is classified as a Civil Rights Analyst. It is an overtime eligible full time status position. It is governed by a collective barganing agreement between the City and the union PROTEC17 - Technical Unit.

Pay: The full pay range for this step-progression position is $50.60 to $58.79 per hour. Current City employees starting rate of pay will be based on Personnel Rules.

Working Schedule: This position offers the flexibility of a hybrid work schedule. Employees will be expected to be in-office three days a week. There will be the need for some occasional travel to other City offices.

Hiring Timeline:First interviews for this position are tentatively scheduled for June 16-17. Second interviews for this position are tentatively scheduled for June 29-July 10 with an anticipated start date of August 12 2026.

LanguagePremium Pay: Individuals selected to fill this position may be eligible to receive Language Premium Pay (SMC 4.20.360) which provides a $200.00 monthly stipend to qualified bilingual employees who are properly evaluated and assigned to provide direct communication in-language interpretation or translation services to the public on behalf of the City of Seattle.
