Duties and Responsibilities

- *Serves as the Human Resources (HR) Manager for Administrative Services overseeing HR operations for the University of Hawaii at Manoa (UHM) Chancellors Office Provost Office designated Vice Provost Offices and associated programs.
- *Implements and manages the operational framework for the Centralized Shared Administrative Services model continuously streamlining workflows ensuring consistent service and implementing mechanisms for ongoing review and improvement.
- *Leads strategic consultative guidance across all HR functions including talent acquisition benefits administration Workers Compensation leave types classification and compensation performance management and employee development.
- *Directs the maintenance and strategic alignment of organizational structures and functional statements; oversees position control through the management of BJ tables and institutional vacancy reporting to support long-term budgetary and staffing goals.
- *Provides guidance across the full employee lifecycle including position description development recruitment and retention onboarding performance management training and development employee relations and staff engagement.
- *Oversees the full recruitment process for units ensuring consistency in posting WorkatUH vacancies candidate screening and process management through systems such as NeoGov including generating offer letters processing acceptances providing new hire orientation and benefits materials.
- *Provides support and advisement on performance and discipline issues guides supervisors through performance evaluations and maintains accurate personnel files and HR information systems.
- *Develops coordinates and conducts in-house HR training on topics such as personnel actions benefits administration EEO compliance workplace non-violence and other related areas.
- *Manages the preparation review audit and execution of HR actions and documentation ensuring compliance with collective bargaining agreements University and Manoa policies and applicable federal and state regulations.
- *Leads and participates in investigative and fact-finding actions including interviewing witnesses and complainants preparing comprehensive reports and addressing additional grievances or complaints as needed.
- *Monitors changes in HR laws policies procedures and best practices evaluates their relevance to the Chancellors Office the Provosts Office affiliated programs and provides recommendations for communication and implementation.
- *Manages HRIS (Human Resources Information Systems) data activities including PeopleSoft transactions monitoring data integrity ensuring compliance and researching and resolving issues.
- Oversees the maintenance and security of Official Personnel Files (OPF) and confidential records for all supported units ensuring adherence to record retention policies and privacy laws.
- *Builds strong working relationships with UH System Office of Human Resources (OHR) UH Payroll Student Employment and Cooperative Education (SECE) Office Research Corporation of the University of Hawaii (RCUH) and related offices to maintain continuity across HR functions providing HR staff with clear direction as system processes and requirements evolve.
- Provides high-level administrative oversight for RCUH (Research Corporation of the University of Hawaii) employees within the unit; ensures compliance with RCUH policies procedures and benefits administration.
- Oversees and ensures adherence to employment regulations for non-U.S. citizen employees including the review and processing of J-1 H-1B O-1 and other visa types.
- Compiles and analyzes data to generate ad hoc reports analyze staffing patterns and provide data-driven insights to the Chancellor Provost and Vice Provost leadership team.

Minimum Qualifications
Education and Professional Work Experience
- Possession of a baccalaureate degree in Human Resources Management Business Administration Public Administration Social Sciences Communications Labor Relations Arts and Humanities or related field and five (5) years of progressively responsible professional experience with responsibilities for human resources management; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
Knowledge Skills and Abilities
- Considerable working knowledge of principles practices and techniques in the area of human resources management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with human resources management.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
- Demonstrated ability to operate a personal computer apply word processing software and proficiency across Microsoft Office and Google platforms.
- If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
Supplemental Minimum Qualification
- Demonstrated ability to analyze interpret and apply statutes collective bargaining provisions and human resources and administrative policies procedures and rules to a wide range of complex issues.
- Proven ability to organize prioritize and efficiently manage multiple responsibilities while excelling at multitasking and performing effectively under pressure in deadline-driven environments.
- Demonstrated ability to exercise tact confidentiality sound discretion and judgment and timeliness in performance of work.
Desirable Qualifications
- Masters degree in human resources business administration public administration or related field.
- Experience in a post-secondary educational institution which demonstrates knowledge of the conditions of service typical for university or college level employee groups.
- Experience with unionized employee groups which demonstrates knowledge of the conditions of service typical for unionized work environment
- Considerable working knowledge of the University of Hawaiis organizational structure and key governing policies and procedures including UH Systemwide Policies and Procedures Information System (PPIS) and relevant Hawaii Revised Statutes (HRS).
- Working knowledge of UHM HR policies procedures and operational processes enabling accurate compliant and effective support across all human resources functions.
- Extensive working knowledge and experience with UH HRIS platforms including PeopleSoft HI-Pay NeoGov or related systems to support accurate and efficient HR operations.
- Experience in conducting workplace investigations including harassment discrimination violence and misconduct and producing evidence-based fact-finding reports.
