This position sits within the accounting section of the Financial and Business Services Division (FBSD) and works closely with the Accounting Manager to deliver high-impact fiscal oversight and this role youll contribute to agency-wide financial planning monitoring and decision supporthelping ensure resources are managed effectively and aligned with DCYFs mission. Your work will directly inform executive decision-making and help drive sound financial stewardship across the agency.

The Opportunity:
As the Assistant Accounting Manager you will act as the analytical expert for the Accounting Unit Manager responsible for helping craft sound policy and process development as well as business planning and process improvement. This position has responsibility for a range of fiscally related areas is located within the Accounting section of the Financial and Business Services Division (FBSD) and reports directly to the Accounting Manager. Our ideal candidate will have professional experience in conducting business analysis developing regulations or policy and analyzing policies laws rules or regulations.
Some of what you will do:- Analyze and review data identify problems and assist headquarters accounting staff to develop and implement strategies for corrections as required by policy and law.
- Perform advanced technical and professional analytical duties requiring advanced accounting knowledge that will ensure sound policy development and consultation for department financial and accounting functions.
- Provide technical policy and process expertise and assistance to the headquarters professional accounting staff.
- Analyze payment information to identify trends and/or conditions that would suggest challenges to the integrity of payments being made.
- Lead accounting supervisors in establishing goals and objectives for the coming year along with establishing deliverables to assist the Accounting Unit Manager in measuring and monitoring performance of the headquarters accounting office.
- Provide expert guidance advice and consultation in support of performance management and process improvement.
- Provide expert advice and consultation in the use of tools to monitor improvements and reports the performance and outcomes to the Accounting Unit Manager.
- Consider complex challenges and formulates recommendations to the Accounting Unit Manager in order to deliver high-quality timely stakeholder (both internal and external) services to meet the accountability needs of the headquarters accounting office.
- Facilitate and collaborate with program partners on process improvement projects by leading the efforts to foster complex and multi-dimensional performance improvement activities
- Produce ad hoc reports and analyses as needed on behalf of the Accounting Manager and write & rewrite process manuals technical guides and other information and training materials.
- Assess business needs for workload and cost-saving impacts and acts as the back up to the Accounting Unit Manager in reviewing and analyzing performance metrics.
- Analyze information and develop complex reports for key work activities and other collaborating activities of the headquarters accounting unit and report them to the Accounting Unit Manager.
- Assist the Accounting Unit Manager to track and report local funds and make recommendations on how to leverage funds available to maximize overall DCYF financial stability.
- Create and administer tools and training for headquarters accounting staff and program staff where necessary to remain in compliance with policy to minimize errors while building capacity for cross-functional training for headquarters staff.
- Perform and review complex accounting activities such as account reconciliations accruals corrections and financial transaction analysis to ensure the integrity of the agencys financial records.
- Prepare review and submit required state fiscal reports ensuring accuracy timeliness and compliance with statewide accounting policies Office of Financial Management (OFM) requirements and other statutory reporting obligations.
- Coordinate and oversee annual fiscal year-end reporting requirements including preparing reviewing and validating financial statements schedules reconciliations and supporting documentation to ensure accuracy completeness and compliance with statewide accounting and reporting standards.
- Support day-to-day accounting operations by reviewing validating and approving financial transactions ensuring proper coding documentation and compliance with established accounting standards and internal controls.
- Develop update and maintain comprehensive job aids reference materials and step-by-step guides and provide training to accounting staff to ensure consistent understanding and application of accounting policies procedures and system processes.
There are two ways to meet the minimum qualifications:- A Bachelors Degree in a financial related field or program AND five (5) years of professional experience in two or more of the following areas:
- Conducting research
- Analyzing policies laws rules or regulations
- Conducting business analysis and developing requirements

- Managing business operations

- Fifteen (15) hours of accounting credits ANDnine (9) years of experience in two or more of the following areas:
- Conducting research
- Analyzing policies laws rules or regulations

- The ability to take action to learn and grow.

- CPA or Masters degree in finance public administration accounting or related field.
- Greater than five years of employment experience in financial analytical accounting or related field.
- Knowledge of state and federal rules regulations processes and procedures required for state and federal governments; familiarity with Office of Financial Management Accounting and Administrative Manual (SAAM) and General Accepted Accounting Principles (GAAP).
- Knowledge of state laws rules and regulations pertaining to DCYF programs.
- Previous demonstrated ability to perform analysis for financial research and modeling in a complex multi-system environment.
- Previous demonstrated ability to develop and implement financial models for expenditure/revenue analysis purposes.
- Previous demonstrated ability to use effective verbal and written communication skills.
- Previous demonstrated ability to represent the agency to stakeholders.
- Previous experience in successfully communicating with a wide range of program and fiscal staff of all levels.
- Previous experience managing multiple activities projects and tasks at once completing deliverables on-time and providing updates when needed.
- Previous demonstrated ability to use computer software to develop complex data reports timelines formal documents and presentations.
- Previous demonstrated ability to maintain a high level of confidentiality.
