The University of Nevada Las Vegas invites applications for Programmer Administrative Services R0151748

ROLE of the POSITION

A Programmer in Administration Technology Services (ATS) provides high-level technical design development and support for a diverse portfolio of administrative systems. This role is responsible for the full lifecycle of applications governing Delivery Services Parking & Transportation and Telecommunications as well as ATS-developed software like Central Billing.

Utilizing C# .NET SQL and more an ATS Programmer ensures that technical solutions align with the intended business use-case. This position requires a security-by-design approach proficiency in Software Development Life Cycles (SDLC) and IT Infrastructure Library (ITIL) frameworks and the ability to communicate complex technical policies to departmental stakeholders.

In alignment with the National Institute of Standards and Technology (NIST) Secure Software Development Framework (SSDF) and Cybersecurity Framework (CSF) the Director is responsible for the entire secure software development process including being accountable for releasing software to production and delegating responsibilities as are responsible for all other aspects of SDLCs including participation in an annual review of tools frameworks and methodologies utilized within ATS to ensure alignment with governance compliance and best ATS programming is a team-based Programmers are not responsible for assigning or reviewing the work of Junior Programmers they are expected to openly contribute to the growth of all members of the team.

This position is responsible for the technical integrity and support of systems within the following areas:

  • Delivery Services: Mail sorting/digitization shipping management/last-mile delivery and business asset lifecycle (tagging surplus and disposal).

  • Parking & Transportation: Parking management License Plate Recognition (LPR) car counting systems and permit payroll deduction integrations.

  • Telecommunications: Call tracking/accounting and service request systems for hardware and repair.

  • ATS Custom Solutions: Proprietary software such as Central Billing and service agreements with departments outside of Administrative Services (TeamDynamix Visual Lease and Tuition Calculator).

To exceed expectations an ATS Programmer must demonstrate:

  • Business Intent: Solutions solve the underlying operational problem not just the technical request.

  • Security Leadership: Cybersecurity best practices are integrated into every design and clearly explained to all end-users.

  • Documentation Quality: System documentation exists is maintained through regular reviews and adheres to department change management standards.

PROFILE of the DEPARTMENT

Administration Technology Services (ATS) is a shared services support unit designed to serve the technical and organizational needs of UNLV Business Affairs Administration. The technical and organizational needs are identified through regular interactions with each unit support requests and project requests.

With the exception of expanded agreements Administration Technology Services is an internal service provider for business units within UNLV Business Affairs Administration: Delivery Services Parking & Transportation Services Risk Management & Safety and Telecommunications Services.

Administration Technology Services employees provide services ancillary to those offered by the Office of Information Technology (OIT) often working with OIT teams as colleagues and stakeholders.

MINIMUM QUALIFICATIONS

This position requires a Bachelors degree in Computer Science or related field from an accredited college or university as recognized by the United States Department of Education and/or the Council on Higher Education Accreditation (CHEA) a minimum of one to three years experience:

  • Developing software according to technical specification compliance requirements and development standards

  • Automating information exchange and process initiation between software systems

  • Developing software in support of business operations

Additionally this position requires the following knowledge skills and abilities:

  • SDLC phases models documentation and best practices

  • ITIL principles processes and how code fits into a larger Service Value System for service delivery

  • API development including the use of SFTP and REST Protocols

  • SQL C C# .NET MVC XHTML CSS XML and other programming languages / models used by ATS

  • Software Version Control

  • Security Software Development and Cyber Security best practices

  • Develop technical specifications that are utilized during software development and implementation

  • Design analyze and modify databases data systems dashboards and reports

  • Read debug and document code and database elements written by others

  • Research & analytics for problem solving

  • Ability to explain technical concepts to non-technical personnel

  • Ability to follow a plan of action report issues and provide detailed status updates

  • Ability to work on more than one problem at a time tracking items that are placed on hold to ensure they are completed later

  • Ability to pass a background check

  • Ability to create maintain reference and utilize department documentation

  • Ability to justify work performed (by any ATS Programmer or software maintained by the department) for a customer leader or auditor

ACCEPTED EQUIVALENCIES FOR DEGREE REQUIREMENT

UNLV may consider additional relevant experience in place of formal education requirements:

  • In lieu of a bachelors degree applicants may qualify with four additional years of relevant experience or with an associates degree plus two additional years of relevant experience.

  • For positions requiring a masters degree acceptable equivalents include:

    • Six additional years of relevant experience

    • A bachelors degree plus two additional years of relevant experience

    • An associate degree plus four additional years of relevant experience

PREFERRED QUALIFICATIONS

Preference will be given to candidates who demonstrate between three and five years of professional experience meeting all position requirements and to those candidates who have operated between one and three years in a supervisory role that included providing coaching and work performance assessments.

Preferred experience includes but is not limited to:

  • Using a ticketing environment to follow ITIL practices

  • Using the SDLC framework to create software

  • Work directly with customers to troubleshoot and resolve technical issues

Preferred knowledge includes but is not limited to:

  • Financials: Double-Book Accounting Workday Reporting/Integrations

  • Logistics: Mail & Shipping Operations Business Asset Management Surplus Store

  • Utilities/Transit: Telecom Call Accounting and Parking Management
