DEFINITION:
Under the direction of the Sergeant analyzes prepares and disseminates technical information and data relevant to actual and anticipated criminal activity to operational personnel to increase the effectiveness of patrol deployment crime prevention and apprehension of suspects.
DISTINGUISHING CHARACTERISTICS:
The Crime Analyst performs highly specialized professional work involving the compilation maintenance analysis and integration of crime and related statistical data to support Police Department operations. This position applies advanced analytical methods to identify crime patterns trends groups and individuals and provides actionable intelligence for tactical strategic and administrative planning and decision-making. The Crime Analyst is a civilian non-sworn position responsible for performing complex professional and analytical duties requiring independent judgment technical expertise and a high degree of accuracy. EXAMPLES OF DUTIES:
The duties listed below are examples of the work typically performed by employees in this class. An employee may perform other related and emergency duties as required. An employee may perform various duties including but not limited to:- Analyze crime reports field interview cards arrest records and other law enforcement data to identify crime patterns trends series hotspots and emerging threats.
- Utilize Geographic Information Systems (GIS) records management systems and other analytical software to develop tactical deployment investigative and strategic resource allocation recommendations.
- Support criminal investigations by conducting background research open-source and database searches link and association analysis and basic criminal profiling.
- Prepare and disseminate intelligence products including crime pattern bulletins known offender bulletins threat assessments link charts and statistical summaries.
- Conduct in-depth research using automated and manual systems (e.g. NIBRS Motorola FLEX and other law enforcement databases) to support investigative and analytical needs.
- Prepare periodic and ad hoc analytical reports and presentations for command staff executive management and governing bodies regarding crime activity high-incidence areas and operational impacts.
- Monitor maintain and manage crime arrest and intelligence data within records and analytical systems to ensure accuracy completeness security and compliance with applicable laws and Department policies.
- Assist with oversight of records-related workflows including quality control of reports and data submissions and coordination of public records request responses.
- Validate and vet data sources to ensure information reliability credibility and analytical integrity.
- Provide user support related to analytical and records systems including identifying software needs and assisting with troubleshooting.
- Present analytical findings at briefings command staff meetings and other Departmental forums.
- Participate in Departmental and Citywide strategic planning efforts.
- Establish and maintain effective working relationships with local state and federal law enforcement agencies and relevant intelligence partners to exchange crime information.
- Attend meetings briefings and training as required to maintain technical proficiency certifications and awareness of best practices.
- Performs other related duties as assigned.
Qualifications
MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university with a bachelors in criminal justice public administration social/behavioral science computer science statistics or a closely related field and at least two-years of complex statistical and analytical experience with a governmental agency preferably within a municipal setting. A masters degree is desirable and may be substituted for one-year related experience.

- Experience performing advanced analytics such as regression modeling and other statistical methods in a law enforcement environment.
- Specialized coursework or certificates of Geographic Information Systems (GIS).
KNOWLEDGE SKILLS AND ABILITIES:
Knowledge of:- Principles methods and techniques used to research analyze organize interpret and present law enforcement crime and intelligence data.
- Statistical comparative and analytical methodologies applicable to crime analysis program evaluation and performance measurement.
- Law enforcement research design statistical research methodology and techniques for preparing and interpreting statistical computations charts graphs and reports.
- Crime analysis techniques including crimesuspect correlations pattern analysis link/association analysis and target profile development to anticipate criminal activity.
- Business and law enforcement computer applications databases and software used for data management statistical analysis and Geographic Information Systems (GIS).
- Applicable federal state and local laws codes regulations and case law governing criminal justice operations.
- Laws and regulations related to data privacy criminal history information records retention public records disclosure and the appropriate release of sensitive and confidential information.
- Structure and functions of the criminal justice system and contemporary law enforcement practices.
- Perform and coordinate complex crime and intelligence analysis involving the collection compilation evaluation and interpretation of diverse data sources.
- Analyze raw data and intelligence information to identify crime series trends patterns and emerging threats including organized criminal activity and other significant public safety risks.
- Apply high-level pattern recognition and analytical reasoning to develop actionable conclusions that support deployment investigative and apprehension strategies.
- Use crime analysis and law enforcement software including Computer Aided Dispatch (CAD) Records Management Systems (RMS) Geographic Information Systems (GIS) and specialized analytical tools (e.g. link analysis telephone toll analysis and financial tracing).
- Retrieve manipulate and integrate data from multiple electronic and manual information systems.
- Prepare clear accurate and concise statistical analytical and narrative reports and deliver effective oral presentations.
- Maintain the confidentiality security and integrity of sensitive information and investigative materials.
- Communicate effectively both orally and in writing with sworn and civilian personnel management and external partners.
- Establish and maintain effective working relationships with individuals and agencies contacted in the course of work.

This is essentially a desk job. Physical demands include occasional lifting up to 25 pounds some reaching bending walking stooping and squatting. Ability to hear and speak to the general public and City staff on the telephone and in person. Hand and eye coordination are needed to operate office equipment. Strength dexterity coordination and vision to use keyboard and video/computer display terminal. Some work outside regular business hours to attend meetings. Attendance at offsite locations locally may be required.
