This Vacancy Announcement is to Facilitate a TDY Appointment
ORGANIZATIONAL CONTEXT:
This position is based in Islamabad Pakistan and the incumbent reports directly to the Deputy Country Director for Enabling Services.
The incumbent leads the risk team with a high degree of independence.
JOB PURPOSE:
Provide expert advice and solutions that incorporate understanding of CO operations and programme delivery objectives with risk mitigation requirements. Make recommendations to establish effective risk assessment and risk management activities; ensure that the application of controls and compliance with policies and procedures are incorporated into new operating challenges and contexts and contribute to the overall effectiveness of operations and optimization of WFP resources by championing the mainstreaming of WFPs risk management framework.
KEY RESPONSIBILITIES (not all-inclusive nor exhaustive):
Ensure risk management is embedded in planning and decision-making through development and implementation of key risk appetite metrics and risk indicators and regular updating of risk registers including progress towards implementing the risk mitigation actions.
Through active partnering with managers obtain feedback and develop data on risk performance critically assess current approaches and identify policy and procedure gaps resulting from emerging operational conditions recommending potential new implementation approaches to ensure relevance.
Facilitate periodic and ad hoc risk assessments led by relevant managers in regional country and field offices to: identify and assess risks; develop and design mitigation actions; evaluate effectiveness of the internal controls; and prepare and share risk information with external stakeholders.
Recommend appropriate actions to the relevant units or management level and contribute to corporate learning.
Lead the discussion with functional experts on: identifying trends and emerging issues preparation of guidance material and checklists in conformity with WFP policies and rules on periodic risk and/or control assessments the use of revised risk management tools linking risk oversight and evaluation information.
Manage risk management activities exposures and mitigation actions in draft Country Strategic Plan (CSP)/Interim CSP including budget revisions; and strengthening oversight role by conducting management oversight missions.
Provide expert advice to RO and CO management on complex risk and accountability issues promote enhancement and/or establish adequate internal control systems with clear accountabilities and maintain an effective internal control environment to support operational efficiency. This may include supporting/advising management in chairing a regular risk discussion.
Contribute to directional strategy by reviewing analysing and challenging as needed business proposed solutions to root causes both as a strategic risk mitigator and as business partner.
Promote accountability across functional units prepare comprehensive reports summarizing the status of compliance of internal controls key oversight themes including observations from independent oversight reports and using risk information (e.g. risk indicators incidents) to highlight areas out of risk appetite and formulate sound recommendations on required actions in areas of vulnerability.
Lead the annual Executive Directors Assurance exercise (e.g. collect review and clear inputs for the survey).
Offer expert advice to managers to support the preparation and planning for Internal Audit and External Audit exercises (e.g. collect essential documents organize briefing meetings and follow-up on recommendations including maintaining a repository).
Using the Three Lines Model develop and/or contribute to the development of Standard Operating Procedures (SOP) by First Line colleagues for managing the risk and accountability process including criteria for conducting risk management oversight missions training materials and modules etc. to minimize risk to the organization.
Promote and disseminate WFPs revised anti-fraud and anti-corruption (AFAC) policy and WFPs adherence to Zero Tolerance for Inaction including supporting managers in their fact-finding reviews and fraud risk assessments.
Oversee the data collection and analysis of fraud incidents fraud risk metrics and fraud risk appetite provide training in AFAC standards.
Assess information/training needs and prepare and deliver training programmes or information sessions for colleagues and partners in RO or CO to enhance understanding of risk management and compliance with WFP policies rules regulations and procedures.
Demonstrate leadership and functional skills by effectively leading a team and building staff capabilities for high performance results.
Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.
Other duties as required within the level of expertise including potentially serving as Business Continuity Management (BCM) and Organizational Conflicts of Interest (OCI) focal point (e.g. supporting OCI avoidance plans and procedures).
EDUCATION & EXPERIENCE
Education:
Advanced University degree in business/public administration finance accounting international development audit or other relevant field or First University degree with 2 additional years of relevant work experience and/or training/courses in audit performance and risk management or other related fields.
Desired Experience for Entry Into the Role:
Proven experience in programme/project management.
Has managed a team by building up a core of professionals through partnership with HR on recruitment contract management and by promoting performance management and capacity building initiatives for employees.
Has extensive experience monitoring and reporting activities demonstrating knowledge of results hierarchy performance metrics and measurement.
Has conducted risk analysis and developed risk mitigation strategies writing for governing body and senior management audiences with successful outcomes.
Progressively responsible experience in leading undertaking and contributing to risk management activities including assessing and recommending effective internal controls and mitigation actions in various organizations that use modern enterprise risk management frameworks techniques and systems.
Knowledge & Skills:
In-depth knowledge of governance models/frameworks and expertise in organizational structures strategy and major initiatives.
Ability to strategically and tactfully engage other units in conversations on impact timing or planning using strong analytical evaluative and problem-solving skills as well as resourcefulness initiative good judgement tact diplomacy and strong oral and written English communication skills.
Languages:
Fluent (level C) in English language.
