Job Summary

Job Summary

Manages and coordinates activities operations and staff related to imaging and document management services for the County. Oversees the production and delivery of services including document scanning digital imaging records conversion microfilm and record expunctions. Develops and evaluates systems and procedures related to the capture maintenance access storage retention and destruction of public records recommending efficient and cost-effective solutions to support compliance and operational needs. Participates in long- and short-range planning for imaging services and ensures service levels meet the needs of departments across the organization.

Distinguishing Characteristics:

This is a job classification within the Information Technology job family. Manages and coordinates activities operations and staff related to imaging microfilm and related services for the County. Manages incoming requests for imaging services to meet user and organizational needs in accordance with strategic and organizational goals. This classification may require a flexible work schedule in order to meet the needs of the department.

Duties and Responsibilities

  • Provides leadership management and coordination in planning organizing implementing and evaluating operations in accordance with Federal State and Local laws policies procedures guidelines imaging legal standards applicable notary public laws and regulations and enterprise goals and objectives.
  • Oversees staff including hiring training performance evaluation disciplinary actions and dismissals and directs activities to be consistent with goals and objectives. Seeks and creates opportunities for improved performance learning and development of staff and identifies and addresses problems or conflicts.
  • Develops implements and maintains records and information management systems that improve public access operational efficiency and cost-effectiveness through digital imaging electronic records and workflow automation solutions.
  • Maintains advanced knowledge of enterprise records management and document delivery systems including platforms such as OnBase Odyssey and Paperflow to support document imaging workflow automation records access and integration with County business processes.
  • Leads procurement activities for imaging document conversion and records management services including developing specifications coordinating solicitation processes evaluating vendor responses and recommending contract awards.
  • Conducts technology assessments and feasibility studies for imaging enterprise content management digital preservation and records storage solutions; evaluates emerging technologies and recommends modernization strategies that align with County business needs and compliance requirements.
  • Plans develops and manages the budget for assigned operations; monitors expenditures to ensure alignment with departmental goals fiscal responsibility and available funding.
  • Collaborates with County departments to design implement and support enterprise imaging and electronic records solutions; oversees the development and standardization of workflows system integrations and custom applications to ensure consistent secure and efficient countywide records management practices.
  • Performs other job-related duties as assigned.

Minimum Requirements

Education and Experience:
Bachelors degree in Records Management Imaging Technology Management Information Systems or a directly related field AND five (5) years experience in records management with an emphasis on imaging and management information systems including two (2) years of supervisory or management experience;

OR

Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge skills and abilities sufficient to successfully perform the duties and responsibilities of this job.

Licenses Registrations Certifications or Special Requirements:
Valid Texas Drivers License.

Knowledge Skills and Abilities:

Knowledge of:

  • Management and supervisory principles practices and techniques.
  • Policies practices procedures and terminology of assigned function.
  • Federal State Local and County applicable laws rules regulations and guidelines.
  • Information technology hardware software and peripherals as related to assigned function.
  • Microfilm processing micrographics.
  • Electronic document imaging.
  • Computer output to laser disk (COLD) indexing techniques.
  • Budget preparation and office management.
  • Computer equipment to include word processing spreadsheets databases and a variety of software packages.
  • May be required to develop knowledge of and adhere to federal and state laws requiring the confidential handling of certain health information.
Skill in:
  • Directing and managing staff allocating resources and evaluating programs.
  • Leadership collaboration and negotiation techniques including contracts agreements and proposals.
  • Managing user expectations and satisfaction.
  • Developing and evaluating Requests for Proposals (RFPs).
  • Strategic planning development monitoring and evaluation.
  • Developing and monitoring programs and related budgets.
  • Problem-solving and decision-making.
  • Both verbal and written communication including presentations and communicating technical issues in non-technical language.
Ability to:

  • Manage time well perform multiple tasks and organize diverse activities.
  • Research compile analyze interpret and prepare a variety of memorandums or reports.
  • Establish and maintain effective working relationships with departmental clientele representatives of outside agencies and providers other County employees and officials and the general public.

Work Environment & Other Information

Physical requirements include the ability to lift/carry up to 20-25 pounds occasionally visual acuity speech and hearing hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing sitting walking climbing crawling bending stooping crouching kneeling pushing pulling reaching twisting balancing repetitive motion and squatting to perform the essential functions. Subject to exposure to variations in extreme heat cold mechanical fume/odor and dust/mites.

Travis County employees play an important role in business continuity. As such employees can be assigned to business continuity efforts outside of normal job functions.

Work Hours: 8 am - 5 pm Monday-Friday.
