candidate must have a minimum of 5 years of experience in the application of 5 U.S.C. 552 (FOIA) and 5 U.S.C. 552a (Privacy Act); proficiency in technical writing for drafting Vaughn Indices and formal determination letters; possess knowledge of disclosure laws and the ability to handle complex litigation-related requests.

Roles and Responsibilities:-
- FOIA Intake & Case Management: Receive log and triage FOIA requests; coordinate searches; track statutory time limits and provide status updates; prepare acknowledgment interim and final responses. (FOIA statute; proactive disclosure obligations)
- FOIA Review & Disclosure: Analyze responsive records; apply FOIA exemptions/exclusions; perform redactions; draft legal justifications and Vaughn indices; coordinate consultations with program offices and as appropriate with other agencies. (FOIA requirements & exemptions)
- Privacy Act Administration: Process requests for access/correction to records about individuals; ensure compliance with agency Privacy Act regulations and OMB privacy requirements; advise programs on systems of records and routine uses. (Privacy requirements in A 130)
- Agency Specific FOIA Compliance: Implement and advise on GSA (41 CFR Part 105 60) and/or DOL (29 CFR Part 70) FOIA procedures including proactive disclosures fee schedules appeals handling and liaison coordination.
- Records Management: Support creation maintenance use and disposition of federal records consistent with the Federal Records Act (Title 44) and agency records directives; partner with records officials to ensure schedules and retention controls are followed (including electronic messages).
- Information Governance & IT Policy: Advise on information life cycle and risk management per OMB Circular A 130 (e.g. privacy program information security open data and records management alignment).
- Paperwork Reduction Act Awareness: Coordinate with program offices and OIRA/OIG on public facing information collections to ensure burden necessity and control numbers are addressed before release.
- Training & Outreach: Develop and deliver FOIA/Privacy/records training; contribute to internal policy updates and templates; support proactive posting in the FOIA reading room. (Proactive disclosure requirement)
- Data Calls & Reporting: Compile annual and quarterly FOIA metrics; support Chief FOIA Officer reports; maintain logs consistent with agency regulations/policies (GSA/DOL procedures).
- Dispute Resolution & Appeals: Coordinate administrative appeals; prepare appeal decisions and litigation support packages; serve as liaison with Office of General Counsel. (Agency FOIA appeals procedures)
