SCOPE OF WORK
The client seeks a New York City Certified MWBE (Minority Women Business Enterprise) vendor to engage in a partnership to act as a contractual intermediary for an online performance management platform that will effectively provide feedback between agency staff manage and
document staff meetings for supervisory purpose and track staff performance management on a regular cadence.
The Clients preferred partnership for these services is the HR people performance management platform of Lattice by Degree. This online platform allows the agency to centralize performance management employee engagement and goals. Through various functions (e.g. performance reviews feedback engagement surveys and Objective Key Responsibility tracking) the platform integrates into existing agency processes to provide people analytics. The awarded vendor will be responsible for being a contractual intermediary for cost and services for Lattice and charged with providing replacement platform if necessary.

1. HR & Performance Management Expertise
- Strong knowledge of HR people performance management frameworks
- Experience with:
- Performance reviews and continuous feedback cycles
- Goal setting and OKR (Objectives and Key Results) methodologies
- Employee engagement surveys
- Supervisory documentation and coaching practices
- Familiarity with public sector HR environments preferred
2. Platform & Technical Skills
- Hands on experience with Lattice (by Degree) or comparable HR performance platforms
- Ability to:
- Configure and manage performance management systems
- Support integrations with existing agency systems
- Administer user roles permissions and workflows
- Capability to source and implement a replacement platform if required
3. Vendor & Contract Management
- Proven skills in:
- SaaS vendor coordination and relationship management
- Contract negotiations and license management
- Managing costs renewals and service level agreements (SLAs)
- Experience overseeing third party software services on behalf of clients
4. Data Analytics & Reporting
- Ability to:
- Generate and interpret people analytics
- Track staff performance trends and participation metrics
- Deliver leadership ready dashboards and reports
- Understanding of data privacy confidentiality and compliance standards
5. Project & Change Management
- Strong project management skills to lead platform rollout and adoption
- Experience managing:
- Implementation timelines
- Stakeholder expectations
- Organizational change and user adoption
- Ability to support regular cadence performance cycles agency wide
6. Training & Support
- Experience delivering:
- End user training for managers and staff
- Ongoing technical and functional support
- Documentation and guidance materials
- Ability to work with non technical users effectively
7. Communication & Stakeholder Engagement
- Excellent written and verbal communication skills
- Ability to collaborate with:
- Agency leadership
- HR departments
- Supervisors and frontline staff
- Strong customer service and responsiveness
8. Risk & Continuity Management
- Ability to:
- Assess platform risks and service continuity
- Plan and execute platform replacement or transition if necessary
- Ensure minimal disruption to agency operatio
