The Opportunity:
This is an internal recruitment open to all current regular probationary and limited duration employees of Multnomah County who are in paid status on approved leave or on an active recall list. Additionally current temporary and on-call employees may apply for an internal recruitment if all of the following conditions are met:
The employee was hired into the current temporary or on-call position via a competitive recruitment and selection process consistent with the countys Personnel Rules;
The employee has worked in an on-call and/or temporary capacity at least five hundred (500) hours within twelve (12) months preceding the date of application;
The recruitment is for a position in their current department; and
The recruitment will not result in a promotion to a job class with a higher maximum salary rate.

Position Overview:
Are you a leader who is interested in supervising directing and coordinating the operations and activities of a support unit Do you like to plan organize and supervise operational functions and activities Develop and implement policies and procedures to ensure compliance with all Federal state and local laws Are you able to effectively communicate with ALL people including the public top senior officials adults in custody etc.
MCSO is seeking an analytical insightful and motivated professional to fill the Program Supervisor position that oversees the Corrections Records Unit which operates 24/7 365 days a year.
Your duties as a Program Supervisor will include but are not limited to the following:
Supervise operations and activities of the MCSO Corrections Records Unit.
Oversee development of work schedules work plans goals and objectives.
Evaluate staff and work products impose disciplinary actions as needed.
Provide expert knowledge of corrections records management (for meetings committees work groups etc. both internally and externally).
Analyze and review federal state and local laws regulations policies and procedures in order to ensure compliance.
Assist with the preparation managing and administration of a multi-million dollar budget.

Please note this position may be expected to work odd shifts at times in order to supervise the unit that operates 24/7/365. This position will also rotate the on call 24/7 duties with the manager of the assigned unit to respond to the occasional after-hour needs/work related emergency situations via the phone email or to respond to the Records Unit in person.
To Qualify
We will consider any combination of relevant work experience volunteering education and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant.
Minimum Qualifications/Transferable Skills:
Required: At least three (3) years of supervisory experience in a public safety environment criminal justice environment and/or a records management environment that includes personnel supervision staff training organizational development data analysis and management of budget expenditures. AND
Equivalent to a bachelors degree from an accredited college or university. If you dont have a degree credits and/or additional qualifying experience can substitute education on a year for year basis. AND
Must have or be able to obtain a valid drivers license by first day of employment. AND
Must pass a criminal records and employment references check.
Preferred Qualifications/Transferable Skills: You do not need to have the following preferred qualifications/transferable skills to qualify. However keep in mind we may consider some or all of the following when identifying the most qualified candidates. Please clearly explain on your application how you meet any of the following preferred qualifications/transferable skills.
Prior experience supervising represented employees and/or experience working in or supervising a 24/7 environment.
Extensive and intricate specialized knowledge of all facets of the criminal justice system.
Understanding/interpretation of labor contracts and how to adhere to them while supervising a varied and large work force.
Ability to work in a jail setting and to be aware of all the special and necessary characteristics of a jail setting.

ADDITIONAL INFORMATION:
This recruitment may be used to fill full-time part-time temporary limited-duration and on-call positions.
Type of Position: This full-time salaried non-represented position is not eligible for overtime.
Schedule: Typical schedule is Monday through Friday day shift but is subject to change and will be determined with manager. May be expected to work odd shifts at times in order to supervise the unit that operates 24/7. This position is required to be on call 24/7 to respond to work related emergency situations via the phone email or to respond to the Records Unit in-person.
Location: This position works onsite at the Justice Center 1120 SW 3rd Ave Portland OR 97204. However this position will require the ability to travel to various Multnomah County locations on occasion.
Telework: Although this position primarily needs to be in office infrequent telework time may be approved on a case-by-case basis.
Serving the Public Even During Disasters
Every day Multnomah County staff work together to serve as a safety net for our communities. During a disaster this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather natural disaster or other types of community emergency response. During these emergency responses while typically there begins with a call for volunteers county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
