Overview

DARTs Development Analyst works independently and takes the lead in evaluating how data assets and applications relate to business processes within the Division and making recommendations and plans to maintain and/or improve technical and analytical support for all critical functions across the Division. This includes investigating and resolving complex data related issues conducting data analysis and preparing reports and visualizations to assist senior management with decision making. The position is also responsible for planning designing developing testing deploying maintaining interpreting and documenting varied and complex data reports and studies for various units in the division.

Collaborate with Management and functional team to translate DART business/user needs into actionable analytics such as visualizations reports and studies by utilizing a variety of hardware and software
Coordinate technical tasks through all phases of the software development lifecycle developing and overseeing project work plans programming routines and manage our code base using version control software
Serve as project or technical lead
Fully automate reporting deliverables using various technologies such as stored procs sql jobs and SSRS clients like Report Builder
Perform and analyze advanced statistical studies and research on a broad range of assessment and taxation related assignments
Analyze information needs to assist in determining appropriate system implementation design input and output documents design and prepare system audits using SQLas well as research solutions to potential data quality issues using SQL scripting or other business intelligence tools
Perform data audits review and validation to ensure data integrity
Extract complex data from internal databases to provide customized ad-hoc reports and data visualizations as requested by management
Support the design preparation and distribution of property tax and delinquent statements
Manage all aspects of the mandated tax roll functions including: maintenance security training troubleshooting documentation etc.
Prepare and maintain data dictionaries models and general BI systems documentation
Project manage and participate as necessary; provide consultation on design related to new software and hardware planning design testing rollout and process improvement projects

This position will be a part of the Division of Assessment Taxation and Recording (DART) within the Department of County Management (DCM). In the DCM the public service we carry out is essential to the operation of Multnomah County as a government as well as an employer. Minimum Qualifications/Transferable Skills*:
Bachelors degree; experience may substitute for a degree
Two (2) years of experience in Extraction Transformation and Loading (ETL) of data software optimization or related experience that demonstrates the ability to perform the duties of the position
Ability to pass a background check
Special Knowledge Skills Abilities (KSA):
Intermediate knowledge of and skills applying the principles and procedures of property appraising and mass appraisal practices.
Knowledge of the property tax program in the State of Oregon including Oregon Revised Statutes and Administrative Rules that apply to assessment appraisal and taxation. Basic understanding and experience in the interpretation of Department of Revenue statutes and rules governing the activitiesinvolvedin theassessment recording levyingcollectionand disbursement of taxrevenuefrom a taxing authorityto local taxing districts.
Intermediate experience in a specialized programming language for storing retrieving and manipulating data in a database management system preferably knowledgeable in Structured Query Language (SQL).
Intermediate experience performing complex data analysis and the creation of complex queries and reports based on DART business needs while ensuring integrity reliability and relevancy of data.

Degree in Data Science Math Business or related field
Proven experience with SQL VBA SSRS data mining and reporting
Ability to work independently performing deep work and deliver projects
Ability to research analyze synthesize and summarize complex Assessment and Taxation (A&T) data

Additional Details
This recruitment may be used to fill full-time part-time temporary limited duration and on-call positions.
Type of Position: This is an hourly represented position that is eligible for overtime.
Schedule: Monday - Friday; There may be some flexibility with scheduling and daily start and end times.
Routine Telework: This position is designated as routine telework meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.
