Special Terms and Conditions: The contractor will be responsible for complying with the respective national requirements for working permits visas taxes social security etc. whilst working on site at NATO HQ Brussels Belgium. No special status is either conferred or implied by the host organisation NATO HQ Brussels Belgium to the contractor whilst working on site.
1. INTRODUCTION
The NATO Cyber and Digital Transformation Division (CDT) is developing the NATO Repository of Allied Cyber Responses an Alliance-wide tool that consolidates information on significant malicious cyber activities targeting Allies threat actor profiles and the responses taken by Allies. The aim is to strengthen shared situational awareness identify response patterns support strategic decision-making and strengthen coherence across the Alliance.
As the Repository approaches launch in Q1 2026 CDT requires a dedicated Data Analyst to support data cleaning transformation validation quality assurance and analytical output generation. This role is critical to ensure that the Repository operates with accurate consistent and relevant data that can inform NATOs cyber decision-making processes.
In addition efforts are underway to streamline the Cyber Defence Pledge (CDP) process NATOs flagship mechanism to track Allied cyber resilience postures. The Data Analyst will be required to help support data analysis on Allied self-assessments over a period of maximum six weeks during the annual cycle. This is typically around February-March.
We are seeking a motivated professional with strong analytical skills experience from all stages of data processing and an ability to translate information into meaningful insights for policy audiences.

4. LOCATION OF DUTY
4.1 The candidate will be embedded with the CDT at NATO HQ Brussels Belgium. The services are to be provided on-site. Occasional teleworking is possible (only in Belgium) on a case-by-case basis upon an agreement with management.
5. TIMELINES
5.1 The services of the contractor are required for the period starting as soon as possible until 31 December 2026.
5.2 A contract extension is possible for the calendar years 2027 and 2028. These contract extensions are subject to performance of the contractor and related NATO regulations and budget availability.

8. SECURITY AND NON-DISCLOSURE AGREEMENT
8.1 The contractor must be in possession of a security clearance of NATO Secret.
8.2 A signed Non-Disclosure Agreement will be required.
Requirements
3. PROFILE
Required qualifications
- Strong analytical and statistical skills.
- 2 years working as a data analyst or similar role.
- Experience in data cleaning transformation analysis and visualization.
- Proficiency in Python for data processing.
- Ability to prepare visualisations summaries and other analytical products for non-technical audiences.
- Very good written and spoken English.
- Strong attention to detail and ability to perform repetitive tasks when needed.
- Ability to work collaboratively within a multi-disciplinary team.
- The candidate must have a NATO SECRET security clearance.
Preferred Qualifications
- Experience using ArcGIS software (ArcGIS online ArcGIS Experience Builder).
- Experience from developing web applications.
- Experience from cyber-security data analysis.
- Experience in preparing education material and providing training to the end-user community.
