Multnomah Countys Public Health Division is a vital resource for residents working to promote physical and mental health prevent disease and injury and ensure access to essential health services. Some of our key functions and services include: preventing and controlling diseases supporting maternal and child health addressing mental health and substance use ensuring environmental health and promoting health equity.
The Development Analyst - Limited Duration position serves as a technical lead and systems analyst managing the data lifecycle and technical reporting to create sophisticated visualization products. The Development Analyst also leads a Community of Practice to establish shared standards and documents historical workflows for continuous system improvements. The incumbent is expected to foster an inclusive work culture of respect and trust ensuring a professional environment free from discrimination for all staff and the diverse populations served.
Roles and responsibilities include:
Business Intelligence Development Automation Production Support and Life Cycle Management
Design and fully automate reporting deliverables by developing structured code stored procedures and web services while utilizing advanced tuning techniques like query plan analysis and indexing to ensure high-performance database operations.
Manage the entire software development life cycle (SDLC)from requirement gathering and data modeling to multi-level testing and code promotionto translate complex business needs into scalable analytic strategies and data-driven solutions.
Oversee the ongoing maintenance and enhancement of BI applications performing root-cause analysis for system issues and conducting rigorous data audits and validations to ensure absolute data integrity and security.
Strengthen organizational data literacy by maintaining comprehensive data dictionaries and system documentation while providing expert guidance training and support to staff vendors and IT partners on emerging software trends and best practices.
Data Analysis Research and Development
Extract complex datasets from internal databases to deliver customized ad-hoc reports and mathematical models utilizing back-end development techniques such as table mapping views and stored procedures to meet critical business and regulatory compliance needs.
Lead projects by developing comprehensive work plans defining milestones and prioritizing tasks across teams while documenting risks and mitigation strategies throughout the project lifecycle.
Serve as a technical data steward for specific datasets performing deep-dive analysis on program and operational data to translate raw information into actionable business intelligence for management.
Interface with IT subject matter experts and management to ensure technical alignment while strictly adhering to change control configuration management and code promotion protocols across non-production environments.
Scoping Planning and Initiation of Data Systems Optimization
Evaluates historical data practices and institutional knowledge to ensure organizational continuity while surveying data literacy levels across all staff tiers to design tailored educational training and standardized benchmarks for skill development.
Conducts community-based research and maintains active feedback loops with partners and community members to ensure data collection practices and program improvements are grounded in lived experience and local impact.
Technical Project Management and Departmental Data Literacy Education
Recruits and develops high-quality training programs and skill-building resources to ensure staff proficiency in core systems like EPIC ArcGIS and Tableau while reconciling conflicting data requirements to establish analytical consistency across the department.
Consults on software acquisition and cross-departmental initiatives by researching data linkage opportunities and documenting data lineages ensuring effective interoperability and transparent reporting across complex operational frameworks.

Salary/Pay: Please be advised that the pay range listed for this position is intended to provide general guidance on the earning potential for the role. However actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidates relevant experience and education. Candidates should expect that initial offers will be made within the listed pay range and may not be at or near the top of the range.
Teleworking/Hybrid: At this time this position is designated to hybrid telework meaning you will be working remotely (from home) most of the time and you will be required to attend meetings and events in the community including evenings and weekends. As with all telework positions employees may be required to come into the office on occasion. The designation of Hybrid Telework may be subject to change at a future time. Currently all employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. Required Minimum Qualifications/ Transferable Skills*:
You must be a current employee with the Health Department or on the recall list for the Development Analyst classification
Education: equivalent to a bachelors degree (experience accepted in lieu of education)
Experience: one (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position

Demonstrate proficiency in HIPAA data compliance and security regulatory practices.
Advanced knowledge of CFR 42 regulations and security regulatory practices is highly desirable.

Demonstrate advanced knowledge of social experiences in marginalized communities and work to deconstruct administrative barriers.
