Description of Work
*This position is Exempt from the Human Resources Act (EHRA) with the exception of Articles 6 and 7. This is a full-time position (40 hours per week) with applicable State Benefits.*This position is the Assistant Regional Engineer. The position reviews erosion and sediment control plans and provides a preliminary review of dam safety mine reclamation and stormwater plans. This position completes inspections and leads a team of Land Quality Environmental Specialists within the regional office.
Other Key Responsibilities:
Manage citizen inquiries and complaints and document enforcement actions.
Performs control measures of hydrologic and hydraulic calculations and construction specifications sequence of installation and revegetation specifications.
Training and identifying training needs for the Environmental Specialists.
Assisting the Environmental Specialists to determine inspection schedules and priorities.

The Office of Continuous Improvement:
The Office of Continuous Improvement (OCI) enhances the performance of the DEQ by fostering compliance and efficiency across diverse projects. OCI leverages business processes data analysis compliance and engineering expertise to drive improvement.
Embedded within DEQ divisions OCI works to develop and strengthen processes and workflows that support DEQs mandate to deliver federal funding effectively and equitably for infrastructure energy and resilience projects. OCI is charged with helping DEQ teams solve challenges provides data strategy technical support and policy expertise.
The Division of Energy Mineral and Land Resources (DEMLR):
The Division of Energy Mineral and Land Resources (DEMLR) is comprised of two Sections: Land Quality (Program Operations and Regional Operations) and Geological Survey.
The Land Quality Section is responsible for the administration of FOUR regulatory programs: Dam Safety Program as authorized by the Dam Safety of 1967 Mining Program as authorized by the Mining Act of 1971 Sediment Program as authorized by the Sedimentation Pollution Control Act of 1973 and Stormwater Program as authorized by state statutes and the federal Clean Water Act. DEMLR collects permit fees and issues permits for mines dams sedimentation control for construction sites and stormwater permits for various activities and refers enforcement cases to the Attorney Generals Office. DEMLR is responsible for scheduling organizing and transcribing minutes of the Mining Committee of the North Carolina Mining and Energy Commission and the Sedimentation Control Commission as well as reporting to the Environmental Management Commission regarding dam safety and stormwater matters.
The N.C. Geological Survey (NCGS) Sections mission is to provide unbiased and technically accurate applied earth science scientific information to address societal needs. This includes geologic maps mineral resource and geochemical information topographic maps and digital products and earth science education initiatives. The NCGS examines surveys and maps the geology mineral resources and topography of the state and encourages the wise conservation and use of geologic resources by industry commerce agriculture and government agencies for the general welfare of the citizens of North Carolina. The results of the NCGS research are documented in Bulletins Open File Reports Information Circulars Special Publications and Geologic Map Series. The NCGS along with DEMLR provide staff to the Oil and Gas Commission.

Minimum Education and Experience

Bachelors degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
A valid drivers license is required.
