PAY GRADE: B14 ($42.64 - $65.29 hourly depending on experience)

DESCRIPTION

Develop maintain and integrate a Public Health Emergency Preparedness Plan into the Local Emergency Operations Plan in compliance with state guidance the US Center for Disease Control & Preventions and the Health Resources and Services Administration cooperative agreements. The incumbent in this classification is responsible for administering and directing the activities to promote readiness for a public health emergency event in the county. Performs professional level work in the delivery of emergency preparedness.

Works independently and/or under the general supervision of the Health Department Manager.

No supervision is exercised by this position.


RESPONSIBILITIES

  • Coordinates designs and maintains public health emergency response plans and standard operating procedures by utilizing local state and federal regulatory guidelines and requirements to ensure plans are integrated with emergency response plans with community partners.
  • Develops county-level procedure for deploying the Strategic National Stockpile (SNS) assets that are integrated with the state SNS plan.
  • Participates in state-developed or approved public health emergency exercise programs with local emergency management and public safety agencies.
  • Utilizes tools provided by the state for orientation tabletop functional and full-scale exercise.
  • Trains staff community partners local agencies and county agencies on all emergency preparedness plans.
  • Participates in outside committees and meetings pertaining to the position.
  • Designates and coordinates with the local Emergency Support Function 8 (health and medical) planning representative in the local jurisdictions emergency organization.
  • Submit required reports and risk analysis to the Oregon Health Authority regarding the status of local activities related to public health emergency preparedness.
  • Provides Local Public Health Authority 24/7 contact information to the Oregon Health Authority. Ensures coordination between public health staff and other public safety agencies.
  • Complies with the requirements for Program Element 12 including all exercise requirements and completion of required reports as required by the Oregon Health Authority Health Services.
  • Develops public health emergency epidemiologic response procedures to include by not limited to:

Mass prophylaxis and vaccination

Smallpox response procedures

Pandemic influenza procedures

Lab and provider reporting procedures

Mass casualty planning

Active surveillance procedures

Mechanism for receiving and responding to communicable disease report to identify and plan for meeting the needs of any special populations


  • Updates improves and tests all emergency preparedness plans as needed.

Requirements

QUALIFICATIONS


Education and/or Experience

High school diploma or equivalent.

Thorough knowledge of the methods principles techniques and practices of emergency management including emergency management medications.

Ability to professionally communicate with a variety of individuals groups and agencies both orally and in writing. Establish and maintain effective working relationships with a broad range of individuals maintain records and prepare reports use initiative and judgment work independently.


Certifications

Must be able to complete all on the job trainings as required by the State or Oregon.


WORK ENVIRONMENT


Majority of work time is spent in an office environment. A portion of the work will be performed outside the office. Some travel will be required.

  • Must have a working knowledge of standard office equipment to include a computer phone system and copier and fax machines.
  • The position requires the handling of highly confidential information. Must adhere to rules and laws pertaining to client confidentiality.
  • Must be able to communicate effectively in both written and oral formats. Must have the ability to present and exchange information internally across teams and co-workers and externally with customers and the public. Information communicated ranges from routine/basic to complex and confidential information.


CRIMINAL BACKGROUND CHECKS


Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR through .


In addition to a pre-employment background check each employee volunteer and contractor shall be checked on a monthly basis against the OIG and GSA exclusion lists as well as other federal and state agency lists. If it is discovered that an employee volunteer or contractor is excluded or sanctioned it will be the cause for immediate termination of employment volunteering or the termination of the contract.

PERSONAL AUTO INSURANCE


Must hold a valid drivers license as well as personal auto insurance for privately owned Vehicles utilized for CCS business such as client service purposes travel between business offices and the community to attend required meetings and trainings. Must show proof of $300000 or more liability coverage for bodily injury and $100000 or more in property damage and maintain said level of coverage for the duration of employment at CCS. The employees insurance is primary with CCS insurance being secondary. CCS reserves the right to deny any employee the use of a vehicle owned by CCS.


PHYSICAL DEMANDS

While performing the essential duties of this job the employee is regularly required to use office automation including computer and phone systems that require fine manipulation grasping typing and reaching.


The employee is also regularly required to sit; talk and hear; use hands and fingers and handle or feel. The employee is occasionally required to stand; walk; reach with hands and arms; stoop; kneel and/or squat when adjusting equipment or retrieving supplies.


The employee may occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision peripheral vision distance vision and the ability to adjust focus.


Position involves both inside and outside work conditions. Possible exposure to potentially hazardous work areas and to personal physical danger while conducting on-site review and investigation. Some assignments may also involve frequent exposure to dirty and unsanitary conditions. Frequent mobility required including lifting bending kneeling and reaching and maneuvering on uneven terrain. Normal hearing and visual acuity required and the ability to sit or stand for extended periods of time. Ability to lift 30 pounds.
