ABOUT THIS ROLE:
The State of Maine is looking for a Threat Intelligence Officer to lead and mature our Security Operations Threat Intelligence program. You will monitor emerging threats analyze adversary behavior and deliver actionable intelligence that protects statewide systems and critical public services.
This role has statewide impact supporting not only MaineIT but security partners across all Executive Branch agencies. If you want missiondriven work where your expertise directly strengthens Maines cybersecurity posture this role is for you.
WHAT YOULL DO
- Lead the States Security Operations Threat Intelligence program including policies standards and reporting.
- Track analyze and share intelligence on cyber threats adversary tactics vulnerabilities and sectorspecific risks.
- Monitor the modern 2026 threat landscape including ransomware-as-a-service ecosystems nation-state and supply-chain risks cloudfocused threat actor behavior deepfakeenabled social engineering and emerging AIdriven adversarial capabilities.
- Translate intelligence into actionable guidance for SOC analysts engineers and Security Operations leadership.
- Collaborate with state agency cybersecurity contacts fusion center and lawenforcement partners MSISAC CISA and other federal and publicsector intelligence partners.
- Support Security Operations by advising on detection priorities threatdriven enhancements and strategic risk considerations.
- Provide briefings to executives technical teams and agency leadership across the State of Maine.
- Participate in a 24/7 x 365 oncall rotation as needed.

- Experience with cyber threat intelligence adversary tracking and intelligence analysis frameworks (MITRE ATT&CK Kill Chain Diamond Model).
- Strong understanding of malware behavior exploitation methods and threathunting patterns.
- Ability to synthesize complex fragmented data into clear actionable insights.
- Excellent communication skillsboth written and verbal.
- Experience collaborating across technical and nontechnical teams including agencylevel partners.
- Critical thinking bias awareness and strong analytical discipline.

WORK ENVIRONMENT:
- Hybrid schedule available (up to 90% remote depending on operational needs)

MINIMUM QUALIFICATIONS:
8 years of combined education training certifications or cybersecurity/technology experience
Preference will be given to those with:
- Experience with CTI platforms (e.g. MISP Anomali OpenCTI Recorded Future Google Threat Intelligence) and STIX/TAXII
- Scripting or automation knowledge (Python PowerShell YARA Sigma)
- Cloud threat intelligence (Azure OCI AWS M365)
- Relevant certifications (e.g. GCTI GCIA GREM CySA CISSP Security)
