BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
As of end-2026 several WFP Corporate Emergency countries in the APARO regionnotably Myanmar Bangladesh and Afghanistanare facing critical nutrition emergencies. IPC Phase 5 Acute Malnutrition projections in Myanmar significant SNF pipeline breaks in Afghanistan affecting approximately one million children and increasing access constraints corridor disruptions and resource shortfalls across all three Country Offices require urgent adaptation of nutrition service delivery models.
Country Offices must rapidly shift approaches for the prevention and treatment of acute malnutrition often in highly constrained environments. This TOR defines the scope of work for a Nutrition in Emergencies Consultant within APARO.

ACCOUNTABILITIES/RESPONSIBILITIES:
To provide operational nutrition-in-emergencies technical expertise to support Country Offices in designing monitoring and refining innovative nutrition delivery models in complex emergency contexts.

Scope of work
Under APARO supervision the consultant will:

  • Support Country Offices to design adapt and document new nutrition service delivery models tailored to hyper-localized needs.
  • Develop and strengthen monitoring frameworks and evidence to assess effectiveness risks and costs of new modalities.
  • Continuously refine delivery quality to ensure optimal nutrition outcomes for children.
  • Support nutrition supply chain planning and mapping considering corridor disruptions and opportunities for regional sourcing.
  • Map and synthesize emerging practices and lessons learned across Country Offices and the region.

Cross-learning and Strategic Contribution
The consultant will promote cross-learning to inform upcoming CSP designs (Myanmar 2026 Afghanistan 2027 Bangladesh BR) strengthen WFP positioning amid evolving global nutrition guidance and contribute to regional and global learning.

Key Deliverables

  • Inputs to programmatic notes scenario planning technical material in support to COs operations
  • Documentation and dissemination of regional synthesis of adapted nutrition delivery models including emerging practices to addressing wasting
  • Tracking and monitoring system for emergency nutrition response
  • Supply chain and local nutritious product mapping
  • Technical inputs to CSP development


QUALIFICATIONS & DESIRED EXPERIENCE:
EXPERIENCE:

  • 810 years of experience in humanitarian nutrition and emergency settings
  • Demonstrated experience in acute malnutrition prevention and treatment
  • Experience supporting Country Offices and partners on program design and quality improvement
  • Strong monitoring evaluation and learning experience
  • Experience with nutrition supply chain planning in constrained contexts
  • Regional experience in Asia and/or fragile settings preferred

EDUCATION:

Advanced university degree (Masters or higher) in Nutrition Public Health or related field.

Reporting and Coordination:
The consultant will report to APARO regional nutrition advisor will coordinate with APARO nutrition and programme team and will coordinate within GHQ with Rome-based NIC team.
