Position Summary:
The Senior Manager Facilities & Operations is a confident experienced and solutions-oriented leader responsible for providing strategic and hands-on operational oversight across all shelter sites operated by Red Door Family Shelter. This role demands a highly organized and proactive professional with a proven track record of managing maintenance and operations teams delivering complex capital and facility projects on time and within budget and ensuring full compliance with all legislative regulatory and funder requirements.

The Senior Manager Facilities & Operations brings deep expertise in project management team leadership and facilities operations and is equally grounded in Diversity Equity Inclusion and Accessibility (DEIA) principles and a trauma-informed approach to leadership. This individual thrives in fast-paced multi-site environments holds themselves and their team to high standards and serves as a key strategic partner to the Executive Director on all matters related to facilities operations capital projects and organizational readiness.

Key Responsibilities:

Shelter Operations & Facilities Management
  • Provide accountable leadership over day-to-day facilities operations across all shelter sites in alignment with City of Toronto Shelter Standards and Operating expectations.
  • Ensure all facilities support safe accessible hygienic and dignified living and working environments for residents and staff.
  • Design implement and monitor preventive maintenance programs scheduled building inspections and corrective action plans with clear timelines and accountability measures.
  • Ensure ongoing compliance with the Ontario Building Code Fire Code Occupational Health and Safety Act (OHSA) Accessibility for Ontarians with Disabilities Act (AODA) Toronto Public Health requirements and all City of Toronto shelter funding agreements.
  • Lead and manage relationships with regulatory bodies including Toronto Fire Services Municipal Licensing & Standards and Toronto Public Health.
  • Oversee all vendor and contractor relationships related to maintenance security cleaning waste management pest control and building systems ensuring service quality and value.

Staff Leadership & Team Development
  • Directly supervise mentor and develop a high-performing team of facilities and operations supervisors and operations staff fostering a culture of accountability continuous improvement and psychological safety.
  • Set clear performance expectations provide regular coaching and feedback and conduct formal performance reviews.
  • Lead team operations with a trauma-informed DEIA-centred approach ensuring that equity and inclusion are embedded in all operational practices and staff interactions.
  • Build team capacity through structured onboarding professional development planning and knowledge-sharing practices.
  • Champion a collaborative solution-focused team culture that models respect resilience and commitment to Red Doors strategic priorities and mission.

Project Management & Capital Projects
  • Lead and manage all capital projects renovations and facility improvement initiatives from planning through to successful completion ensuring projects are delivered on scope on time and on budget.
  • Develop comprehensive project plans with defined milestones risk mitigation strategies stakeholder communication plans and reporting frameworks.
  • Serve as the primary internal liaison between senior leadership architects contractors consultants and City stakeholders throughout the shelter rebuild process.
  • Ensure construction and renovation activities align with operational requirements shelter standards and resident safety at all times.
  • Develop transition strategies and contingency plans to minimize disruption to shelter services during major project phases.
  • Prepare post-construction operational readiness plans including maintenance protocols staffing models and commissioning schedules.

New Shelter Opening & Operational Readiness
  • Lead all operational planning for the opening of a new shelter location ensuring readiness across all facilities safety security and maintenance functions.
  • Coordinate site inspections occupancy approvals and licensing requirements within established timelines.
  • Develop and implement facilities security emergency preparedness and maintenance protocols for new sites.
  • Support the recruitment onboarding and training of facilities and operations staff ahead of launch.
  • Ensure seamless transition to full operations through disciplined project tracking and cross-functional coordination.

Compliance Risk & Regulatory Management
  • Maintain a comprehensive compliance calendar and ensure all legislative regulatory and funder obligations are met consistently and proactively.
  • Monitor changes to relevant legislation and regulations (OHSA Building Code Fire Code AODA etc.) and implement operational updates as required.
  • Conduct regular site audits and risk assessments and develop corrective action plans with clear accountability and follow-through.
  • Ensure all incident reporting documentation and record-keeping practices meet regulatory and organizational standards.

Financial & Budget Management
  • Develop manage and monitor operations and facilities budgets with a high degree of financial discipline and accuracy.
  • Track and report on expenditures variances and capital project costs providing timely and transparent reporting to the Executive Director and funders.
  • Identify cost-saving opportunities while maintaining quality safety and compliance standards.

Strategic Leadership & Executive Partnership
  • Serve as a trusted strategic advisor to the Executive Director on all matters related to facilities capital projects operational planning and organizational risk.
  • Contribute to organizational strategic planning emergency response planning and business continuity initiatives.
  • Prepare briefings reports and presentations for senior leadership the Board of Directors and external stakeholders as required.
  • Represent the organization in external partnerships regulatory meetings and City-level forums related to operations and facilities.

Asset Management
  • Develop implement and maintain a comprehensive asset management system that tracks all physical assets across shelter sites including building systems equipment furnishings and technology infrastructure.
  • Establish and maintain a complete and current asset register capturing asset descriptions acquisition dates values condition ratings maintenance histories warranty information and end-of-life timelines.
  • Conduct regular physical inventories and site audits to verify asset records assess condition and identify items requiring repair replacement or disposal.
  • Develop asset lifecycle plans that forecast replacement timelines and costs supporting long-term capital planning and budget forecasting.
  • Implement standardized processes for asset acquisition tagging transfer between sites and decommissioning ensuring full chain-of-custody documentation.
  • Coordinate with finance on asset depreciation schedules disposals and reporting requirements in alignment with organizational and funder accounting standards.
  • Identify opportunities to optimize asset utilization across sites reducing redundancy and ensuring resources are allocated where they are most needed.
  • Maintain vendor and supplier records associated with key assets to support warranty claims service agreements and future procurement decisions.

Qualifications:
  • Minimum 7 years of progressive experience in operations facilities management or capital project leadership with a demonstrated track record of managing complex multi-site unionized environments.
  • Minimum 3 years of direct experience managing and leading maintenance and operations teams with measurable outcomes in staff performance and team development.
  • Proven expertise in project management including experience delivering major capital or construction projects on time and on budget.
  • Strong working knowledge of compliance requirements including OHSA Ontario Building Code Fire Code AODA and relevant municipal standards.
  • Post-secondary education in facilities management construction management engineering business administration or an equivalent combination of education and experience.
  • PMP designation or equivalent project management certification is considered a strong asset.

Working Conditions:
  • Regular travel between Toronto shelter sites is required.
  • Periodic work in active construction and renovation environments.
  • Some flexibility in hours may be required to respond to operational needs emergencies or project timelines.
