Job Summary
BIDDING INSTRUCTIONS
1. Bidders shall submit a proposal containing a technical design and proposed team composition.
2. Technical Design: The proposed approach shall be summarized in maximum 5 pages (A4 size) and it shall address the required scope of work and the defined deliverables with sufficient details to allow assessment for feasibility of the proposal.
3. In addition to the Technical Design the Bidder shall submit the Proposed Team Curriculum Vitae (CV) and a compliance matrix of each proposed contractor.
3.1. Each CV shall have enough details and evidences of individuals previous work to show suitability for the job.
3.2. Size of the Team and Schedule: It is up to the bidder to propose the size of the team that executes the work and produces the deliverables in the time lines allocated.
3.3. Task Lead: The proposal shall clearly identify a task lead from assigned resources. The task lead will be the point of contact for task related matters for the Agency team.
3.4. NCIA shall reserve the right to interview the proposed candidates.

Requirement: Ballistic Missile Defence (BMD) Curriculum Development Package
Location of Performance: Primarily on-site at NCI Academy Oeiras Portugal or NCIA The Hague Netherlands. Occasional remote (teleworking) from a NATO country and travel on duty (TDY) to other NATO sites.
Period of Performance: 2026 BASE: starting as soon as possible not later than 18 June 2026 to 31 December 2026 with the possibility to exercise the following option: 2027 OPTION: 01 January 2027 until 31 December 2027.

1. INTRODUCTION
1.1. To strengthen the Alliance through connecting its forces the NATO Communication and Information Agency (NCIA) delivers secure coherent cost effective and interoperable communications and information systems in support of consultation command & control and enabling intelligence surveillance and reconnaissance capabilities for NATO where and when required. It includes IT support to the Alliances business processes (to include provision of IT shared services) to the NATO HQ the Command Structure and NATO Agencies.
1.2. The Ballistic Missile Defence Programme Office (BMD PO) as part of the NCIA ensures the harmonised planning implementation deployment evolution and support of the BMD capability in a way that satisfies the operational requirements and minimizes the military risk taking into account the NATO political economic and schedule requirements and using the most suitable industrial and technological solutions. The Programme Office is the procurement and implementation body of the NCIA charged with the effective planning execution delivery into service evolution and through-life logistic support of NATOs and assigned national and BMD systems.
1.2.1. To support the development of the NATO BMD curriculum the BMD PO requires the provision of expert training deliverables produced by a qualified team of NATO BMD subject matter experts.
1.3. Strong operational expertise in Ballistic Missile Defence (BMD) and Theatre Ballistic Missile Defence (TBMD) missions for each team member is an essential requirement for the successful completion of the -depth operational knowledge and prior experience with NATOs BMD organisation as well as familiarity with NATO BMD user applicationsspecifically Battle Management Command Control Communications and Intelligence (BMC3I) systemsare required to ensure the proper development of NATO BMD curriculum products.
1.4. The team of contractors will develop such products for the NCIA project team that executes the Allied Command for Transformation (ACT) Programme of Work (PoW) 2026 for BMD.
2. SCOPE OF WORK
2.1. The team of contractors will apply their expert knowledge in NATO BMD curriculum development while performing the following tasks and activities:
2.1.1. Reviewing current NATO BMD related standards directives policies and standard operating procedures; providing analysis results to the BMD curriculum development.
2.1.2. Collaborating with BMD operational users to collect information for BMD Curriculum and suggest content to the NCIA project team.
2.1.3. Conducting Training Needs Analysis (TNA) and develop course materials for the systems in the BMD Programme in cooperation with the relevant stakeholders (operators project teams academy staff).
2.1.4. Supporting NCIA with expert opinions at BMD Curriculum related venues such as IAMD Annual Discipline Conference.
2.1.5. Aligning and adapting BMD courses with the BMD CONEMP by creating links or adding references to the CONEMP from within course materials.
2.1.6. Providing BMD subject matter knowledge to the NCIA project team.
2.2. The team of resources will hold Principal NATO BMD Curriculum Subject Matter Expert skill set.
2.3. The size of the team is determined by the supplier.
2.4. The Agency Point of Contact for the daily execution of the contract is the NCIA Project Manager (PM).
2.5. The team of contractors will carry out tasks and will issue deliverables as described below.
WP1 2026 BASE: NATO BMD Curriculum Development Package 2026
The team of contractors will participate in project activities as directed by the NCIA Project Manager (PM). As required they will perform operational analyses of NATO BMD-related directives policies and standard operating procedures. The team will collaborate as necessary with the NATO BMD operational community and produce the following expert deliverables for the NATO BMD Curriculum: Individual Training Views (ITV); Logical Individual Training Viewpoints (LITV); Training products and material which will be validated with operational users under the supervision of the NCIA project team. The course for 2026 will be BMD Technician Course.
A designated representative from the contractor team will attend BMD Curriculum-related meetings at operational headquarters user groups and other specialized sessions as defined in the project plan to present interim products and collect feedback on completed components prior to final delivery to the NCIA project team.
Deliverable D1: The team of contractors will provide the final version of Individual Training Views (ITV) and Logical Individual Training Viewpoints (LITV) for the NATO BMD curriculum 2026. Deliverables will be maintained in the project collaboration portal.
Deliverable D2: The team of contractors will provide the final version of BMD technical course training products for the NATO BMD curriculum 2026. Deliverables will be maintained in the project collaboration portal.
Constraint C1: The NATO BMD Curriculum Development Package will be produced incrementally within the NCIA-provided environment and all deliverables will be maintained in the project collaboration portal.
Acceptance Criteria A1: The delivery packages will be reviewed by the project team and the contractors will update them based on NCIA feedback and required corrections. Deliverables will be accepted upon confirmation by NCIA that all specified requirements quality standards and review comments have been satisfactorily implemented.
WP2 2027 OPTION (if 2027 option is exercised): NATO BMD Curriculum Development Package 2027
This work package is needed should NCIA choose to exercise the option for 2027.

3. ROLES AND RESPONSIBILITIES
3.1. The work shall be conducted in close collaboration between the Contractor and NCIA BMD Programme.
ACT POW BMD Project: Project Manager
Team of Contractors: To provide deliverables and inputs identified under work packages above.
4. COORDINATION AND REPORTING
4.1. The contractors shall participate in a kick-off and task planning meeting within one working week after the signing of this contract.
4.2. This will be a virtual meeting executed via electronic means using Conference Call capabilities or in person in the NCIA offices (NCI Academy Oeiras Portugal and The Hague The Netherlands).
4.3. During the kick off meeting the contractors will provide and discuss a plan for executing the tasks under this statement of work. Purchaser and Contractor will discuss the plan and confirm amendments where appropriate.
4.4. The contractors will provide email minutes containing decisions and actions decided during the meeting.
4.5. The contractors shall participate in regular status meetings either in-person (where possible) or via electronic means using Conference Call capabilities.
4.6. The rhythm for these meetings will be decided at the kick-off meeting.
4.7. The contractors will initiate these meetings and provide email minutes containing at least decisions and actions decided during the meeting.
4.8. The contractor shall follow all general rules terms and conditions as applicable for working in NCIA (NCI Academy Oeiras Portugal and The Hague The Netherlands).
5. DELIVERABLES AND MILESTONES
5.1. The deliverables will be required by various dates throughout the contract execution.
5.2. All deliverables are to be peer reviewed within its delivery cycle. Input and guidance will be provided by NCIA in written form or/and during the targeted review meetings.
5.3. During the period of performance a Delivery Acceptance Sheet (DAS) shall be provided to the Purchaser for each scheduled delivery. The Purchaser will confirm the acceptance by signing the DAS.
5.4. This is a completion-type contract which requires a team of resources with complementary skills to complete the work.
5.5. Schedule of payments: Payment will be made after the Purchaser has signed the DAS for the respective deliverables.
5.6. The contractor shall submit an invoice with approved DAS attached to the Purchaser for payment as per the schedule listed below.
5.6.1. 2026 BASE Contract
WP1-D1: Delivery Date: 15 September 2026. Payment Amount: 50% of the total cost. Payment Milestone: After deliverable completion and signed Delivery Acceptance Sheet (DAS).
WP1-D2: Delivery Date: 15 December 2026. Payment Amount: 50% of the total cost. Payment Milestone: After deliverable completion and signed Delivery Acceptance Sheet (DAS).
5.6.2. 2027 OPTION if exercised
WP2-D1 (if 2027 OPTION is exercised): Delivery Date: 31 March 2027. Payment Amount: 25% of the total cost. Payment Milestone: After deliverable completion and signed Delivery Acceptance Sheet (DAS).
WP2-D2 (if 2027 OPTION is exercised): Delivery Date: 30 June 2027. Payment Amount: 25% of the total cost. Payment Milestone: After deliverable completion and signed Delivery Acceptance Sheet (DAS).
WP2-D3 (if 2027 OPTION is exercised): Delivery Date: 30 October 2027. Payment Amount: 25% of the total cost. Payment Milestone: After deliverable completion and signed Delivery Acceptance Sheet (DAS).
WP2-D4 (if 2027 OPTION is exercised): Delivery Date: 15 December 2027. Payment Amount: 25% of the total cost. Payment Milestone: After deliverable completion and signed Delivery Acceptance Sheet (DAS).
5.7. The contract will include an optional scope extension work package to be executed in 2027 should NCIA decide to exercise it. NCIA reserves the right to exercise this option at a later stage depending on project priorities requirements and the deliverable timeframe.
6. SCHEDULE
6.1. Period of performance will be for the BASE contract as soon as possible but not later than 18 June 2026 through 31 December 2026.
6.2. If the 2027 option is exercised the period of performance is 01 January 2027 to 31 December 2027.
7. CONSTRAINTS
7.1. All the documentation provided under this statement of work will be based on NCIA templates or agreed with project point of contact.
7.2. All support maintenance documentation and required code will be stored under configuration management and/or in the provided NCIA tools.
7.3. All development package elements (documents solutions tools and source code) under this project will be property of the NCIA.
8. SECURITY AND NON-DISCLOSURE AGREEMENT
8.1. The expected classification level of the deliverables is NATO Restricted or NATO Secret.
8.2. A non-disclosure declaration will be signed by the contractor team members prior to the commencement of the contract.
9. PRACTICAL ARRANGEMENTS
9.1. The work location will be agreed with the project manager as:
9.1.1. Primarily on-site at the NCI Academy in Oeiras Portugal or NCIA The Hague The Netherlands.
9.1.2. Contractors remote location (teleworking) in a NATO country.
9.1.3. NATO locations or conferences in travel on duty (TDY) as occasionally required.
9.2. Contractor Furnished Services: Contractor shall furnish everything required to perform the contract except for the items specified and covered under NCIA Furnished Property and Services below.
9.3. NCIA Furnished Property and Services:
9.3.1. Laptop for technical work including relevant software will be provided by NCIA.
9.3.2. Access to relevant networks and environments will be provided by NCIA.
10. TRAVEL
10.1. Travel on Duty (TDY): This work requires scheduled travel as described in this section.
10.2. In 2026 it is planned to attend 3 TDYs in NATO HQs. At least one contractor will be required to participate in these sessions. Each session will span 3 full working days commencing at 09:00 on Tuesday and concluding at 17:00 on total contractors will work for 9 days at NATO HQs. The tentative schedule is outlined below with specific dates to be finalized by NCIA after contract award.
TDY01: Technician Course Review. Skill Set: BMD Curriculum SME. Location: AIRCOM Ramstein Germany. Duration: 3 full working days (travel days excluded). Schedule: May 2026.
TDY02: Team Meeting. Skill Set: BMD Curriculum SME. Location: NCIA The Hague The Netherlands. Duration: 3 full working days (travel days excluded). Schedule: September 2026.
TDY03: Operational User Group (OUG) #46. Skill Set: BMD Curriculum SME. Location: TBD in Europe. Duration: 3 full working days (travel days excluded). Schedule: November 2026.
10.3. In 2027 it is planned to attend 4 TDYs in NATO HQs in Europe. At least one contractor will be required to participate in these sessions. Each session will span 3 full working days commencing at 09:00 on Tuesday and concluding at 17:00 on total contractors will work for 12 days at NATO HQs. The tentative schedule is outlined below with specifics to be finalized by NCIA if the option is exercised.

TDY03: Team Meeting #02. Skill Set: BMD Curriculum SME. Location: NCIA The Hague The Netherlands. Duration: 3 full working days (travel days excluded). Schedule: September 2027.
TDY04: Operational User Group (OUG) #48. Skill Set: BMD Curriculum SME. Location: TBD in Europe. Duration: 3 full working days (travel days excluded). Schedule: November 2027.
10.4. The cost of Travel on Duty (TDY) listed in this section shall be included in the proposed price.
10.5. Any additional travel expenses not specified under this section will be the responsibility of the NCIA and the expenses will be reimbursed in accordance with Article 5.5 of AAS Framework Contract and within the limits of the NCIA Travel Directive. They will be invoiced separately to the purchaser by the service provider in accordance with the terms and conditions of the framework agreement. These additional travel costs are considered an extra charge to the overall bid price.
10.6. The schedule and extent of each TDY will be determined by the NCIA project manager.

This Contract requires a team of contractors with highly specialist and complementary skills to execute and complete the work. There is 1 (one) skills set required in the team: Principal NATO BMD Curriculum Subject Matter Expert (BMD-CSME). The size of the team will be determined by the Bidder.
Principal NATO BMD Curriculum Subject Matter Expert (BMD-CSME) Mandatory Requirements
- Extensive knowledge involvement and service in NATO BMD mission and strong network in the NATO BMD community. Must have been previously involved in BMD Operational User Group (OUG) activities either as an active member or a chairman.
- Demonstrable experience with developing BMD curriculum for NATO. Must have previously developed for the BMD programme the following artefacts: Individual Training Views (ITV); Logical Individual Training Viewpoints (LITV); Training Needs Analysis; Course Control Documentation I II and III; Course material for earlier versions of BMD Planners Course.
- Experience with developing training curricula and/or training programs including course materials for technical training in the BMD domain.
- Experience with development of technical documentation training materials and instructional aids specifically for the BMD domain.
- Extensive experience working with NCIA NCI Academy ACT SHAPE and other NCS HQs in relation with NATO BMD Programme.
- Extensive knowledge of and practical user experience with NATO BMD BMC3I systems (ACCS AirC2IS TOPFAS NCOP Intel FS JEMM) air defence weapon systems sensors and communications and current NATO C4ISR systems like NATO ICC.
- Extensive experience with capturing BMD system requirements and business/operational workflows.
- Candidate must have the nationality of one of the NATO nations.
- Excellent command of spoken and written English.
- Must hold a valid NATO Secret Security Clearance.
Principal NATO BMD Curriculum Subject Matter Expert (BMD-CSME) Desired Requirements
- Experience with producing Capability Packages for (Theatre) Missile Defence Capabilities.
- Prior experience of working in an international environment comprising both military and civilian elements.
- Knowledge of NATO responsibilities and organization including ACO and ACT.
