Summary
The Assistant Superintendent for Human Resources is directly responsible to the Superintendent for the organization administration supervision and evaluation of the areas of staffing Michigan certification and tenure negotiations records management applications management legal issues recruitment & retention internal communications and equity & diversity.
Qualifications
- Masters degree in Human Relations Labor Relations Educational Leadership or related field.
- Five (5) years administrative experience preferred.
- Knowledge of state and federal employment laws comprehensive agreements and district policies.
- Experience with contract interpretation for certified and support staff bargaining units.
- Background in job analysis writing job descriptions interviewing skills and knowledge of employment law.
- Must have demonstrated the leadership qualities and personal characteristics necessary for working effectively with the Board students staff and the community.
- Ability to mediate disputes problem solve update and improve processes.
- Success in creating a positive open enthusiastic and well-organized environment.
- Ability to represent the district positively in a variety of public settings.
- Strong communication skills both oral and written.
- Personal integrity in the execution of job duties.
- Sensitive to the needs of individual employees as well as the welfare of the district.
- Well organized flexible and a high level of computer and technology skills.
- Ability to plan organize and execute the full range of administrative tasks.

Essential Duties and Responsibilities
- Develop short and long-range goals and objectives including plans to implement and evaluate district staffing; recruit and evaluate a high-quality workforce; manage department resources; communicate with all internal employees; and communicate with central administrative staff and the community.
- Serves as advisor to the superintendent on all personal negotiations and human capital issues.
- Maintains adequate knowledge of all federal state and local laws that affect the Employee Services functions such as the Michigan School Code Public Employment Relations Act Fair Labor Standards Act etc.
- Maintain and administer personnel leave of absences and/or reasonable accommodation requests while ensuring compliance with FMLA ADA and provisions within the collective bargaining agreements.
- Revise and align district human resources policies with state and federal regulations surrounding human resources in public education to ensure district compliance.
- Cooperate with all administrators in providing an effective efficient and equitable total school and district program; collaborate with district administrators to forecast staffing needs.
- Responsible for all staffing functions including posting recruiting screening qualifying and recommending candidate for positions. Lead process for staff terminations retirements resignations and reductions in work force.
- Lead efforts to recruit retain and evaluate a high-quality workforce.
- Issue all applicable individual contracts and oversee accurate placement of all employees on the payroll.
- Continuously review and update HR procedures and policies to maximize efficiency of the department.
- Directs the Districts preparation for collective bargaining and serves as the Chief Negotiator or member of the Boards bargaining team as assigned for all collective bargaining units.
- Assume primary responsibility for the administration of and interpretation of in consultation with other administrators all collective bargaining agreements. Serves as the Districts representative during all arbitration hearings MERC hearings or other employment related hearings.
- Administers and monitors the provisions of Title IX and Section 504 rules and regulations.
- Responsible for the accurate reporting of state and federal reports such as the Registry of Educational Personnel (REP). Responds to requests for personnel information and participates in surveys.
- Represent Grandville Public Schools effectively in the community state and national organizations.
- Act as the District Freedom of Information Act (FOIA) Coordinator and respond to requests in a timely manner.
- Visit schools and classrooms to be informed of actual teaching learning and leadership practices and maintain positive working relationship with principals and staff.
- Supervise and evaluate department staff.
- Attend all regular meetings and work sessions of the Board of Education.
- Prepare board agenda information regarding appointments and other related items.
- Serve as a member of the superintendents SLT.
- Assist in monitoring school improvement processes including assignment of staff employee evaluation and progress monitoring.
- Supervise grievance process.
- Motivate others to achieve personal buildings and district goals.
- Maintain confidentiality.
- Perform other duties as may be assigned by the Superintendent.
