1. Post Context/Post Summary

Headquarters Allied Joint Force Command Naples provides a resilient static Joint headquarters to plan prepare and conduct operations across all domains from Baseline Activities and Current Operations (BACO) including deterrence through Crisis up to the Maximum Level of Effort (MLE) in order to support NATOs three core tasks at the Joint Operational level as directed by SACEUR. Supported by the Single Service Commands Allied Joint Force Command Naples integrates allocated forces including NATO Force Structure entities and synchronises activity to achieve operational objectives. It maintains comprehensive regional focused situational awareness leads contingency planning and directs exercises. It also provides out-of-theatre support to enduring NATO operations and could contribute specific Joint competencies to other NATO Command Structure or NATO Force Structure entities. It is capable of commanding a Joint Task Force operating within or beyond SACEURs Area of Responsibility with theatre enablement provided by a dedicated Joint Logistic Support Group Headquarters. It has the capability to deploy tailored elements to enable reconnaissance liaison and coordination and support the Joint Commander. Synchronizes and integrates Joint and Combined armed forces within the Joint Operational Area (JOA) in support of a Joint Task Force.

The Management Directorate (MGT) directs the HQ staffing workflow and protocol activities internal security identifies efficiency measures to organisational and procedural issues being responsible for internal control ensures information management and data protection and provides essential support services and facilities management.

The Base Support Group (BSG) is accountable for the execution of the Host Nation (HN) Support Agreement (HNSA) Garrison Support Agreement (GSA) and HN Liaison in line with Base Support Concept.

The Infrastructure Storage and Supply Branch (ISS) directs manages and coordinates engineering and maintenance functions including health and safety.

The Infrastructure Management Section is responsible for the overall direction management and coordination of engineering and maintenance functions to include engineering support facilities maintenance civil works and utilities procurement for JF HQ Naples and supported elements in accordance with relevant Host Nation (HN) Support Agreement.

The incumbent is responsible for the administrative support and for the acquisition of material services and engineering equipment for the Infrastructure Management Section. The incumbent is responsible for the coordination and supervision of all services and utilities for the Headquarter and satellite sites monitors the Space Allocation program and master planning activities for the area of responsibility of the Command.

2. Principal Duties

The incumbents duties are:

- Monitors and tracks the execution of all the funds allocated to the organisational element. Maintains the status of funds concerning all chapters under the responsibility of the Infrastructure Management Section and monitors the program execution. Prepares progress reports on funds expenditures within his area of responsibility.

- Develops the financial expenditure plans required by the Fund Manager for the preparation of the yearly Budget Medium-Term Resource Plan / Consolidated Resource Proposal (CRP) and the periodic Budget Execution Statements.

- Staffs with JENG the initial preparation and submission of NSIP (NATO Security Investment Program) projects for the HQ.

- Manage the Resource Management Process including the Common Funded Capability Delivery Governance Model (GM) through the concept of the three resource pillars: Military Budget (MB) NATO Security Investment Programme (NSIP) and Workforce.

- Act as Project Manager identifying defining and developing NSIP (MW and UR) requirements and capabilities into execution and final delivery products. Providing continued support in the achievement of project goals and deliverables defining tasks and required resources collecting and managing project teams Creating project schedule and timeline leading quality assurance reporting on project status presenting to stakeholders reports on progress as well as problems solutions.

- Planning and Analysis of the requirements designing Scope of Works and Feasibility Study including recommending optimal solutions for the development of NSIP and non-NSIP project.

- Plan and manage effectively and efficiently fuel supply for NATO HQ and NATO Exercises in JFCNP dealing also with the tax exemption procedures in collaboration with NAVSUP and ITA MOD.

- Supervises and controls the administrative activities of the Utilities & Services Cell.

- Coordinates and monitors the administrative procedures in all phases of Services contracts execution from bid request through completion.

- Coordinates and supervises the utilities contracts for the Headquarters.

- Support the NATOs Energy Security Requirements and connect NATO with national and international partners in the field of energy security.

- Manages the Space Allocation program for the area of responsibility of the Command.

- Responsible for the preparation and execution of the Reimbursement Program for the Command.

- Ensures the availability of statistical records and visual displays reflecting current status of all installation infrastructures custodial services property disposal utilities consumption and space allocation.

- Coordinates and supervises the procedures for the requisition of all the material (expendable and nonexpendable items NATO property equipment and tools) and services needed by the IM Section.

- Supervises and directs the material store-keeping procedures the NATO Engineering Installed Equipment property management program.

- Monitors custodial and property disposal requirements including on site visits to update and determine the relevance and feasibility of these requirements.

May be delegated from Authorised Requester to prepare all the requisitions for engineering material equipment tools technical services and maintenance contracts needed by the organisational element to provide technical support to the whole command.

3. Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract The work is normally performed in a Normal NATO office working environment. Normal Working Conditions apply. The risk of injury is categorised as No risk / risk might increase when deployed.

4. Essential Qualifications

University Degree in accounting finance management business administration public administration or related discipline with 2 years of function-related experience OR Higher Secondary education and completed advanced vocational training in job-related discipline leading to a professional qualification or professional accreditation with 4 years post-related experience.

- Experience managing the end-to-end execution of funds allocated to an organisational element to include developing the financial expenditure plans required by the Fund Manager for the preparation of the yearly Budget Medium-Term Resource Plan / Consolidated Resource Proposal (CRP) and the periodic Budget Execution Statements.

- Experience in Project Management relating to defining planning and developing requirements and capabilities into execution and final delivery products designing Scope of Works and Feasibility Study including recommending optimal solutions for the development of related projects.

- Experience dealing with the effective and efficient planning and management of fuel supply and with the tax exemption procedures in collaboration with proper national authorities/stakeholders.

- Knowledge of the procedures involving the coordination and monitoring the administrative procedures in all phases of Services and utilities contracts execution from bid request through completion and the preparation and execution of the Reimbursement Program.

- Experience coordinating and supervising the procedures for the requisition of all the material (expendable and nonexpendable items property equipment and tools) and services required to include directing the material store-keeping procedures

5. Desirable Qualifications

Professional Contacts: The incumbent is required to maintain contact with NATO staff at all ranks using JF HQ Naples infrastructure local authorities HNSIA SHAPE staff and International Staff at HQ NATO. The incumbent must establish network of contacts outside HQ to ensure success with the majority of tasks objectives coordinates project requirements design construction and regulatory issues with Subordinate and Tenant Commands National Support Elements of all countries represented at the HQ Local Authorities and Host Nation Governmental Organizations
Contribution To Objectives: Incumbents professional expertise ensures that works will be planned and performed in the most efficient and economical way possible thus providing base maintenance support essentials to the headquarters mission capability. Contributes to achieving and maintaining a high quality status of the JF HQ infrastructure while ensuring high quality service to the JF HQ community members in their day to day execution of work.
Supervisory Responsibilities:
- Undertakes work as part of a project team or working group as directed or assigned.
- Coordinates internally and with Human Resources CPO personnel administration related issues.
- Is the focal point of coordination of all the issues related to space allocation space requirement analyses and studies for the entire AOR of the Headquarters. Extensive space allocation/re-location programs require a high degree of planning and co-ordination with all the involved commands / divisions / organisational elements to make sure that the operational impact is minimised. Cost estimates analysis of space requirements technical surveys preparation of plans and drawings and presentations are needed to take decisions and/or provide recommendations to the Infrastructure Management Cell on best alternatives and course of action. To accomplish this task the incumbent often leads supervises and directs functional teams of military and civilian technical and administrative personnel coordinating the work to successful completion of the mission.

The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite International Civilians will be offered a contract in accordance with the provision of the NCPRs.

The basic entry-level monthly salary for a NATO Grade 15 (A-2) in Italy is Euro5879.80which may be augmented by allowances based on the selected staff members eligibility and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
