Job Summary
The Veteran Outreach Representative is responsible for developing and executing a statewide outreach strategy that expands access to Minnesota Adult & Teen Challenge (MnTC) services for Veterans.
Operating with a high degree of autonomy and accountability this role focuses on developing referral pathways identifying opportunities to strengthen service delivery and advancing strategic partnerships that improve access to care for Veteran populations.
Serving as a key external liaison to Veteran organizations the U.S. Department of Veterans Affairs (VA) county agencies healthcare systems correctional facilities and court partners the Veteran Outreach Representative drives referral growth and positions MnTC as a leading provider for Veterans
seeking recovery from substance use disorders through consistent engagement education and collaboration.
This is a primarily field-based role requiring regular statewide travel and direct engagement with referral partners community stakeholders and Veterans across diverse settings. The position works independently in the field while maintaining strong coordination with internal teams to support outreach admissions and continuity of care.
Essential Job Responsibilities:
Veteran Client Outreach and Support
- Serve as a primary point of contact for prospective Veteran clients and referral partners providing accurate and timely information on MnTCs programs eligibility criteria and intake processes.
- Develop and implement strategies to improve Veteran access to treatment by identifying barriers and advancing solutions that streamline referral and admission processes.
- Coordinate and enhance transitions into care including release-from-incarceration planning hospital and withdrawal management/detox referrals and community-based entry points.
- Support transportation requests ensuring Veterans can access appropriate levels of care across MnTC campuses as needed.
- Monitor and analyze trends in Veteran inquiries and admissions to inform outreach strategy resource allocation and program development opportunities.
Community Partnerships and Relationship Management
- Establish develop and maintain strategic relationships with Veteran-serving stakeholders including the VA county agencies courts probation and parole jails diversion programs County Veteran Service Officers (CVSOs) Minnesota Assistance Council for Veterans (MAC-V) healthcare systems and Veteran housing providers.
- Build and sustain referral pipelines by engaging decision-makers and influencers positioning MnTC as a preferred provider of Veteran treatment and recovery services.
- Identify service gaps within the Veteran ecosystem and lead the development of outreach initiatives partnerships or pilot programs to address unmet needs.
- Design and deliver targeted engagement strategies including presentations trainings and educational sessions to increase awareness and utilization of MnTC services including lunch and learns etc.
- Represent MnTC at conferences symposiums and community events to strengthen brand
presence and expand statewide influence within Veteran networks. - Evaluate partnership effectiveness and adjust strategies to maximize referral outcomes and long-term collaboration Tracking Reporting and Accountability
- Maintain accurate and current records of outreach activities partner engagement and referral progression within the CRM system (HubSpot preferred).
- Track and report on key performance indicators including outreach touchpoints meetings referral volume and referral-to-admission conversion rates.
- Analyze outreach data to assess effectiveness identify trends and inform strategic decision making.
- Provide regular reports to leadership and when applicable grant stakeholders including metrics related to Veterans served engagement activities program impact and outcomes.
- Ensure all outreach activities are documented in alignment with organizational expectation reinforcing accountability transparency and data integrity.
Required Skills & Experience (Minimum Qualifications):
- Bachelors degree in a related field or equivalent experience required.
- Minimum 2 years of experience in outreach and referral development; experience in substance use disorder (SUD) recovery services or behavioral health systems preferred.
- Lived experience as a Veteran and/or professional experience serving Veteran populations is strongly preferred.
- Experience working with justice-involved Veterans and familiarity with U.S. Department of Veterans Affairs systems eligibility and referral pathways.
- Experience collaborating with Veteran service organizations (including CVSOs MAC-V and Veteran housing/support providers) courts corrections and probation/parole systems.
- Demonstrated ability to build and maintain referral pipelines that drive measurable admissions outcomes and engage key stakeholders (e.g. judges court staff probation/parole officers Veteran service providers and housing/support partners); established credibility within Veteran-serving systems preferred.
- Strong ability to coordinate across healthcare justice and nonprofit systems to support effective referrals and continuity of care.
- Experience delivering presentations trainings and partner education sessions (e.g. Lunch & Learns community briefings) and engaging external stakeholders.
- Experience using a CRM system preferably HubSpot for tracking outreach relationships and referrals.
- Ability to manage a high-volume field-based outreach schedule with strong follow-up documentation and organizational skills.
- Strong communication skills and ability to build trust and influence across diverse stakeholders.
- Ability to work independently manage priorities and achieve outreach and engagement goals.
- Proficiency in Microsoft Office (Outlook Word Excel).
- Comfort and compassion in working within an environment of individuals facing life-controlling challenges such as mental health issues and addiction.
- Commitment to MnTCs culture of honor and core values.
- Lived experience in recovery or exposure to addiction preferred.
- Valid drivers license and a clean driving record that meets MnTCs insurance requirements.
- Must pass a DHS background study as required under MN Statutes Chapter 245C and 245G.

- Ability to lift 25-30 pounds including program materials and event or conference supplies with occasional support for larger outreach events as needed.
- This role is primarily field based with 60-75% statewide travel expected. Overnight travel is minimal and required only on occasion.
- This is a field-based hybrid role with work primarily conducted in the field and occasional in office attendance for team meetings trainings and organizational events as needed.
Target Compensation Range (Negotiable based on Qualifications):
$52000-$58000/year
