Job Duties
The Virginia Department of Motor Vehicles is hiring for an IT Analyst II for a position within its IT Services Department in Richmond VA. This position is open to current DMV employees only.
This role drives high-profile mission-critical DMVs initiatives. The position manages the entire development lifecycle including project scoping technical and functional specification development detailed design prototyping testing and implementation. Working closely with management users developers and testers this role ensures all solutions are secure efficient and compliant with regulatory standards. By delivering innovative and high-impact digital services this position plays a critical role in enhancing customer and employee experiences while upholding DMVs commitment to excellence and modernization.

Minimum Qualifications
Comprehensive knowledge of project management principles including task prioritization milestone tracking and resource coordination.
Recent modernization experience and knowledge particularly in but not limited to the following areas: batch reports roles and privileges data.
Demonstrated experience managing end-to-end IT projects from initial planning and requirement gathering through to deployment and post-implementation support.
Strong skills in technical analysis and problem-solving to define technical requirements identify solutions and troubleshoot issues efficiently.
Proficiency in documenting technical specifications and compliance standards ensuring clear and consistent project documentation for audit and regulatory purposes.
Proven experience coordinating with cross-functional teams including developers business analysts and stakeholders to ensure project milestones are met timelines are adhered to and project outcomes align with organizational goals.
Practical experience conducting user acceptance testing (UAT) validating system functionality against requirements and preparing for production readiness.
Additional Considerations
Recent modernization experience and knowledge particularly in but not limited to the following areas: batch reports roles and privileges data.
Advanced understanding of web and mobile development standards e-commerce systems and service-oriented architecture with an ability to translate complex requirements into actionable project steps.
In-depth knowledge of Agile methodologies and frameworks to support iterative project development and continuous improvement.
PMI-PBA Certification required within four months of hiring.
Agile Project Management Certification required within four months of hiring.
Extensive experience leading complex IT projects within a government or regulatory setting navigating compliance requirements and aligning projects with agency standards
