EOC is responsible for advocating administering implementing and monitoring the Departments Title VI Nondiscrimination Program Disadvantaged Business Enterprise (DBE)program Unified Certification Program Small Business Program Equal Opportunity Contractor Compliance Program Americans with Disabilities Act Program On-the-Job Training (OJT) Program and University Collaborations/ HBCU Outreach.
The position is responsible for providing guidance to stakeholders to ensure understanding of how to implement transportation programs in compliance with related civil rights laws and regulations. Persons in this position will engage in federally required wide-ranging collaborative analytical advisory and research-based work to monitor and ensure compliance. Employees will serve on a team that implements the Departments Title VI Nondiscrimination and ADA Programs and coordinate with federal state and local officials as this capacity you may also develop administrative tools policies and procedures; provide training to internal and external officials and customers; support liaisons within NCDOT and coordinators from local government agencies; and participate in mid- to high-level meetings covering a range of critical organizational issues. This position reviews policies and technical documents for compliance; and is responsible for assessing the processes and activities of internal business units and external recipients and making impartial decisions and determinations on civil rights matters.
The program area for this position includes one or more of the following: working knowledge of civil rights laws and regulations working knowledge of Title VI programs experience working with data collection experience working with auditing experience working with research and/or working knowledge of the Americans with Disabilities Act Program.

Salary Range and Salary Grade: NC14 $52592 - $92036
Hiring Range: $52592 $68040
Management prefers applicants with the following:
- Demonstrated ability to perform compliance desk audits including reviewing program data/reports and comparing to state and federal guidelines for deficiency determination
- Demonstrated ability to exercise independent ethical and sound judgment to recommend appropriate handling of specific requests coming into the unit
- Working knowledge of researching and interpreting data as well as the collection of data to be used in programmatic compliance
- Knowledge of the Microsoft office suite and other related software
- Knowledge of civil rights laws and regulations that protect against discrimination
Minimum Education and Experience

Bachelors degree from an appropriately accredited institution and three (3) years of experience in the program related to the area of assignment; or an equivalent combination of education and experience.EEO Statement
