JOB SUMMARY

Oversees the countywide Tobacco Control Program. Oversees tobacco enforcement activities to ensure policies and procedures are followed by the Health Department and works with the Tobacco Prevention Program on Department wide initiatives for tobacco education prevention and enforcement. Supervises staff.

This position manages the Salt Lake County Health Department Tobacco Control Program including underage sales and compliance audits permitting and inspections of tobacco retailers outreach and education to municipalities the public and tobacco retailers. This position administers a budget oversees contracts and grants approves expenditures and purchasing supervises staff in the Tobacco Control Program and oversees tobacco enforcement activities to ensure compliance with laws rules regulations ordinances policies and procedures and works with the Tobacco Prevention Program on Department-wide initiatives for tobacco education prevention and enforcement.

MINIMUM QUALIFICATIONS

Bachelors degree from an accredited college or university in Health Education Health Promotion Public Health Public Administration Nutrition or other closely related field plus four (4) years of related experience in a Public Health agency in education or health promotion; OR an equivalent combination of related education and experience.


Due to the nature of this position the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.


A valid Drivers License accepted by the State of Utah is required at the time of hire. A valid Drivers License issued by the State of Utah must be obtained within six (6) months of hire to operate a County vehicle.

ESSENTIAL FUNCTIONS

  • Oversees the Tobacco Control enforcement programs and activities related to tobacco retailers underage sales the Utah Indoor Clean Air Act (UICAA) and other tobacco related programs.
  • Supervises staff which includes hiring orienting training assigning and reviewing work performance annual work performance appraisals and discipline.
  • Oversees the programs long- and short-range strategic plans goals objectives activities policies and procedures to improve tobacco retailers compliance and understanding of the rules and regulations that impact their business.
  • Develops and delivers warning letters notices and orders to businesses in non-compliance with tobacco laws rules ordinances and regulations.
  • Works with Tobacco Control enforcement staff assigned to conduct inspections and complaint investigations survey monitor and investigate places and individuals for UICAA tobacco retailer ecigarette and other tobacco violations and determines compliance with State and Local Health Department rules ordinances regulations and laws and provides education to ensure compliance.
  • Oversees coordination with the district attorneys office on legal matters and testifes in civil and criminal proceedings relating to tobacco enforcement activites.
  • Assists with the programs budgets contracts grant applications and proposals.
  • Oversees the creation design organization publication and provision of educational curriculum programs and materials for and with the State Health Department local health departments and municipalities regarding tobacco retailers UICAA underage compliance checks and other educational materials for business licensing community and business groups tobacco retailers and the general public.
  • Collaborates with the Tobacco Prevention Program to administer multi-level media publicity and community education and outreach efforts.
  • Ensures the Tobacco Control Program remains in compliance with Utah Code State Rules local ordinances County policy and procedures and contractual obligations.
  • Provides presentations written reports and data to increase tobacco control compliance and awareness toobacco retailers municipalities and the County and to help groups determine critical issues strategies and practices that would best serve the community.
  • Represents the department on state and local committees that pertain to tobacco control compliance and enforcement and provided guidance as a subject matter expert.

KNOWLEDGE SKILLS AND ABILITIES (KSA)

Knowledge of:

  • Federal state local and health department laws policies rules and regulations related to tobacco control and environmental health
  • Legal regulatory and enforcement procedures and practices
  • Principles methods and techniques for conducting field and other special investigations in scientific research and sample collection
  • Federal state and local tobacco enforcement programs to ensure current and effective best practices
  • Techniques of effective program development/design
  • Management and personnel principles and practices and effective supervision
  • Effective training methods and techniques including team building skills
  • Principles methods and techniques of conducting field and/or special studies and investigations using scientific research methods and techniques
  • Effective communication techniques including audio-visual use
  • Public and media relations methods and techniques
  • Computer operations and uses including word processing graphics spreadsheets and printing

Skills and Abilities to:

  • Communicate effectively clearly and concicely both verbally and in writing with public government business and community leaders
  • Prepare and explain data by written graphic or verbal methods
  • Prepare materials for media dissemination
  • Work effectively with people from a variety of social ethnic economic educational and professional backgrounds
  • Work with minimal supervision and act independently
  • Establish and maintain effective working relationships with the public private groups and individuals

Additional Information

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

Requires work in tobacco retail establishments and other community settings including regulated entities.


Some bending and kneeling may be required. Riding in cars for extended periods during compliance checks while recording data. Travels to locations throughout the County.

IMPORTANT INFORMATION REGARDING THIS POSITION

Typical work hours are Monday through Friday 8:00 AM to 5:00 PM with occasional evenings and weekends.
