About the Role:
This role is a hands-on COBOL developer position focused on the AIMS system running on a UNISYS mainframe environment. Youll be responsible for development maintenance testing and production support across both project and operational workstreams.
Scope of the Project:
The focus is on executing end-to-end development and maintenance of AIMS COBOL programs including enhancements legislative updates system fixes and ongoing operations support within a federal environment.
Daily Duties / Responsibilities:
Gather requirements with IRS stakeholders (SB/SE W&I LB&I TEGE)
Develop and modify UNISYS COBOL programs ECL scripts and reports
Write and maintain Functional Specification Plans (FSPs) and documentation
Perform code reviews validation and impact analysis
Execute unit integration and regression testing (ISAT FIT SAT ESAT DSIT)
Modify database conversion programs and validate updates
Prepare and manage release processes using CMPlus
Provide Tier I III production support and incident management (IRWorks)
Troubleshoot production issues and perform corrective maintenance
Maintain system documentation (COHs IRMs SOPs)
Required Skills (Ranked):
Strong hands-on experience with UNISYS COBOL (SME-level)
Experience with AIMS system and IRS environments
Experience with ECL scripting and IPF tools
Experience with CMPlus configuration management
Strong experience with test planning and execution across multiple test phases
Experience with database conversion programs and system integration
Technical Skills:
UNISYS COBOL 85
ECL (Executive Control Language)
IPF (Interactive Processing Facility)
CMPlus DMS FILECRACKER
MS Office DocIT IRWorks
AIMS Command Codes IDRS Masterfile Interfaces
Preferred Knowledge:
IRS ELC lifecycle UWR processes and FSP documentation
Experience with federal testing methodologies (ISAT FIT SAT ESAT DSIT)
Understanding of AIMS database schema and conversion structures
Experience with 24x7 production support environments
Required Education:
Bachelors degree or equivalent experience

Strong troubleshooting and debugging ability
Ability to work independently in a legacy mainframe environment
Strong documentation and compliance adherence
Ability to manage both development and production support workloads
