Job Summary
Under the supervision of the Collection & Distribution Supervisor in the utilities department performs and oversees the daily activities of the Water Distribution and the Wastewater Collections crews.
Work involves aspects of operation and maintenance of the Water Distribution and the Wastewater Collections system. All work must be in compliance with applicable regulations and standards. An employee proceeds independently to complete assignments coordinating matters as needed and resolving most problems encountered in the work; only new policy or personnel matters are referred to others.
Assist the Manager and Supervisor in the department and assures operations are performed. May be required to attend job related meetings outside the District

Essential duties and responsibilities may include but are not limited to the following:
- Performs all the duties of a C&D Operator with proficiency.
- High proficiency in all equipment used to perform operations and maintenance of C&D system.
- Lead C&D personnel and C&D operations including but not limited to training job assignments evaluation and corrective/disciplinary action.
- Produce a work schedule for C&D operations personnel and make adjustments as necessary to meet the demands of the department.
- All work must be in compliance with applicable polices rules regulations and laws.
- Performs other related duties as assigned.
Supervisory Responsibility
- This position oversees employees of the department and assists theManager and Supervisor with performance management and hiring of the employees within that department.
- Serves as a positive and engaged member of the District Management Team and manages employees for optimum productivity.
- This role takes a proactive approach to the management of employee performance while creating and maintaining a supportive professional and open environment consistent with the Districts culture.
- Motivates encourages and develops direct reports.
- Develops and maintains training program for staff to ensure employee development growth and engagement.
- Demonstrates a respectful attitude toward customers co-workers elected officials and supervisors that promotes teamwork open communication and effective customer service.

Knowledge
- Knowledge of facility construction maintenance repair and requirements.
- Thorough knowledge of current principles and practices applicable to assigned areas of responsibility; local state and federal laws and regulations related to assigned functions.
- Thorough knowledge of applicable District and department policies and procedures as well as the willingness to learn and follow any policy or procedure that may be introduced in the future.
Skills
- Skill in using common tools equipment and materials of the trade.
- Advanced computer skills to include the ability to use Microsoft Word Excel PowerPoint and email as well as an asset management program.
Abilities
- Ability to establish and maintain effective working relationships with employees the public and others; to write and speak clearly and concisely.
- Ability to diagnose and repair malfunctions.
- Ability to supervise and lead the work of assigned employees contract personnel and others.
- Ability to communicate with the public to speak and write clearly maintain effective working relationships with others and operate equipment in a safe manner.
Qualifications
Required Qualifications (Note: Any acceptable combination of education training and experience that provides the above knowledge abilities and skills may be substituted.)
Required Education/Certifications Required
- High School Diploma or G.E.D.
- Must have and maintain a valid Colorado class A CDL driver license.
- Class 2 State Certification in Collection and Distribution is preferred. Must obtain and work towards a Level 2 State Certification in both Collection and Distribution.
- Must test a minimum of three (3) times a year until the level 2 State Certification in Collection and Distribution is achieved. Must be able to obtain within three years of hire date.
- One (1) year of progressively responsible related experience as a Collection and Distribution Operator.
Position Type/Expected Hours of Work
- This is a full-time position. Days and hours of work are Monday through Thursday 6:00 a.m. to 4:30 p.m.
- This position may require long hours nights and possibly weekends and holidays.
Special Requirements
- Must provide own safety footwear.
Physical Demands
- Frequent use of keyboard devices heavy lifting reaching stooping bending crawling crouching and climbing.
- Work at work sites and construction zones requiring walking over uneven or rough terrain; awareness of surroundings; exposure to dust weather conditions equipment noise etc. Work may require occasional exposure to hazards; exposure to dirt and soil; temperature extremes and unusual environmental conditions. Subject to call back in emergencies. Use fingers to operate computer or typewriter keyboards hand tools mechanical tools and devices. Appropriate professional interaction with others and in attendance at meetings of various sized groups and at various settings.
- This position requires the employee to lift and carry up to 80 pounds.
- The work requires the ability to speak normally and to use normal or aided vision and hearing.
Unusual Demands
- Worker is required to provide assistance during call backs and emergencies subject to reoccurring deadlines and interruptions subject to work hazards and unpleasant conditions occasional exposure to inclement weather may be required to work beyond normally scheduled work hours.
