For all programmatic positions completion of undergraduate core program in mental health & developmental disabilities technology or social work or comparable field (e.g. child & family services) special education psychology or rehabilitation or 24 mos. assessing consumers/residents needs & abilities as part of interdisciplinary team & in development of habilitation/treatment plans or programs for persons who are mentally ill or developmentally disabled; 12 mos. trg. or 12 mos. federal & state regulations governing care custody treatment programming & environment of consumers/residents in state facilities & serviced by community programs; 6 mos. budgeting & spending or 6 mos. exp. determining budget & spending for operational unit or program of agency or firm.
For all administrative staff positions completion of undergraduate core program in business administration/management sciences or 12 mos. program & policy development for operational unit or program of firm or agency & monitoring implementation; 12 mos. budgeting & spending or 12 mos. exp. determining budgetary needs & spending for operational unit or program of agency or addition to one of preceding categories (i.e. programmatic positions or administrative staff) 6 mos. manpower planning or 6 mos. exp. scheduling personnel for adequate coverage & making staff projections; 3 mos. employee training & development or 3 mos. exp. writing training materials or conducting training.

What youll do at DBH:
As the Heartland Behavioral Healthcare (HBH) Chief Operating Officer you will:
- Plan direct & coordinate all operational maintenance & environmental services functions/programs.
- Develop organizational goals & objectives for departments supervised to ensure compliance with Joint Commission (JC) Ohio DBH and other accrediting agencies.
- Acts as liaison with Ohio DBH Capital Office regarding COBH capital projects works with hospital staff contractors and
central office in regards to planning implementation & reviewing of capital projects. - Formulates & implements fiscal plans & procedures to ensure maximum utilization of all resources develop implement & monitor system of internal audit controls.
- Assists with developing & monitoring hospital department budgets & provides monthly department/unit utilization reports.
- Assists with formulating & projecting COBHs budget for Central Office approval. Prepares reports on budget usage & fiscal management of cost centers develop spreadsheets assures compliance with State & Federal statutes/regulations.
- Formulate & implement departmental policies & procedures
- Participating member of Hospital Governing Body & Executive Committee: responsible for review & approval of policies procedures goals & objectives for all operations responsible for administration monitoring & evaluation of
hospital operations (i.e. Plant Services Housekeeping etc.). - Administers all activities of operations (e.g. plans develops & enforces Safety Program & researches changes in applicable laws & rules.)
- Develops essential criteria to meet principal planning & operating functions of the hospital: develops essential criteria to be included with federal state & local regulations & accreditation/certification standards to meet & carry out principal
planning & operating functions of the hospital. Participates in the planning & development of short & long range capital plans responsibilities include rightsizing staffing bed cap projections unit location therapeutic environment development of corporate configuration plans equipment procurement building closure assures patient needs are met through compliance with all State & Federal regulations regarding environmental/building.
This is an hourly position and is exempt from the bargaining units with a pay range of#16on theE1 Exempt Pay Range Schedule. Normal working hours are Monday through Friday 8:00am to 4:30pm (Flexible Schedule).
This position serves in an unclassified status and is on call 24/7 for emergencies. Some unusual hours may occasionally be needed.
Unless required by any applicable union contract and/or requirements of the Ohio Revised Code the selected candidate will begin at Step 1 of the pay range schedule listed above with an opportunity for pay increase after six months of satisfactory performance and then a yearly raise thereafter.
