BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP delivers food cash and voucher assistance to people in need around the world. It is a corporate priority to increase the level of assurance for food delivery in WFPs country operations and to record the expense recognition of food once it is distributed to households. This involves the rollout of digital Identity Management (IDM) solutions for in-kind programme management. HQ SCD and TEC teams are responsible for ensuring that corporate IDM solutions meet corporate standards and are responsive to field-level business needs.
SCD is seeking an experienced and qualified Lead Business Analyst to support the continued development and delivery of business services and adoption of corporate IDM solutions. The Business Analyst will be responsible for providing direct support to Country Offices to design business processes implement assurance controls and standard operating procedures related to IDM & Delivery including registration verification distributions to people assistance instrument management and transfer reconciliation. The analyst will perform country office assessments and business process mapping to identify current gaps and needs and prioritize the development of features in corporate solutions. This includes meeting with key stakeholders to gather document and prioritise business requirements which will then be discussed with TEC focal points as part of development sprints. As part of service offering to COs the analyst will ensure overall excellent service provision end-user and client satisfaction to COs and the people we assist.
ACCOUNTABILITIES/RESPONSIBILITIES:
1.
Lead the elaboration validation and documentation of high-level business requirements functional andnon-functional specifications and designs of business processes related to registration verificationassistance instrument tracking and enrolments assistance distribution and reconciliation following aHuman-Centered Design (HCD) approach.
2.
Lead the development packaging and scale up of IDM & Delivery global services including defining theservice deliverables and the model for financial cost-recovery.
3.
Provide advice and support to Country Offices related to standard operating procedures best practices andavailable tools and services to increase overall assurance for all modalities and ensure their coherence withpolicies user needs and operational workflows.
4.
Actively engage with Country Offices and regional counterparts in the design and setup of digital roadmapsfor operational systems for IDM delivery.
5.
Lead assessments of corporate capabilities and field practices related to IDM delivery processes such asregistration verification and transfer reconciliation analysing gaps and proposing improvement actions forcorporate solutions.
6.
Independently develop IDM guidance Standard Operating Procedures (SOPs) and assurance controls tosupport the rollout of Global Assurance for in-kind and cash operations.

7.
Coordinate with WFP TEC Division Programme Monitoring and Reporting IDM Norms and Standards teams and other relevant Supply Chain units to ensure that corporate systems perform the business capabilities needed.
8.
Guide the prioritisation of new features product roadmaps and change requests for corporate systems based on field needs corporate standards and best practices. Agree on deliverables (formalized as Service Agreements) and lead the delivery of IDM & Delivery services.
9.
Perform root-cause analysis of structural CO issues related to IDM delivery and reconciliation and propose new long-term approaches and innovations for running the business.
10. Where needed deploy on mission to provide field support and deliver trainings.
DELIVERABLES AT THE END OF THE CONTRACT:
1.
Demonstrated proficiency in drafting business requirements and designs of business processes for IDM & Delivery in coordination with key stakeholders.
2.
Coordinated with COs in the design and setup of key business processes and digital roadmaps for operational systems.
3.
Led CO assessments to implement best practices assurance controls and enhance operating procedures to increase overall assurance for all modalities.
4.
Led the scale up and expansion of IDM & Delivery services globally.
5.
Oversee corporate systems integrations and testing.
6.
Led the planning and facilitating of pilots of digital systems.
7.

Deployed on mission if required.


QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University Degree in International Development Studies Economics Computer Systems Engineering Business Administration or related field.
Experience:
5 years or more of relevant progressive work experience in humanitarian or private sector. WFP or other humanitarian field experience including expertise in setting up IDM delivery processes in diverse field contexts is required. Proven experience in Agile development methodologies and collaborating with technical teams to deliver field solutions. Deep knowledge of the IDM ecosystem including SCOPE PIT and SRA.
Knowledge & Skills:
Microsoft Office Tableau AzureDevOps general knowledge of database technologies and product management methodologies and tools.
Languages:
Fluency (level C) in English and French required with an intermediate knowledge of another official UN language (Arabic Chinese Russian and Spanish) or Portuguese (one of WFPs working languages) is desirable.
