Description of Work
*** This is a readvertisement. All previous applicants MUST reapply to be considered. ***The Accounting Technician II serves in the payroll section of the Budget and Finance Division with primary responsibilities in data processing data analysis policy interpretation and resolving payroll issues affecting NCDA&CS. This is a fully on-site position located at 2 West Edenton Street Raleigh NC 27601.
Key duties include but are not limited to:
Working knowledge of accounting and auditing principles and practices
Working knowledge of NC HR-Payroll System (BEACON) or another payroll system
Receiving reviewing and completing administrative documents
Responding to staff inquiries
Preparing and processing reports forms correspondence and other documents
Maintaining filing systems and handling incoming and outgoing mail
Performing additional administrative tasks as needed
Other duties include:
Calculating garnishments
Annually updating and maintaining payroll system data
Preparing transmittals and coordinating payments with the Cashiers Office and Accounts Payable.
Processing and distributing all payroll checks
Generating year-to-date quarterly and worksite reports for the US Department of Labor and NC ESC
Monitoring and computing ACA-related benefits data
Maintaining salary overpayment records and initiating Debt Setoff with the Department of Revenue
Initiating unemployment records for Imprest Cash/Temporary employees and Beacon/SAP payroll employees as needed
All work must be performed in compliance with Departmental policies and procedures; Office of State Personnel guidelines; Office of the State Controller/Beacon HR/Payroll requirements; the North Carolina Administrative Code and General Statutes; and applicable policies issued by the NC Department of Revenue and the Internal Revenue Service.
Knowledge Skills and Abilities/Management Preferences
Recruitment Range: $35596 - $62294
- Knowledge in Payroll and Time Administration.
- Ability to maintain effective working relationships with co-workers government officials and vendors and provide professional administrative and technical assistance by communicating effectively in oral and written form.
- Ability to work independently and prioritize daily tasks.
- Management prefers applicants with 2 years of working experience in Payroll and Time Administration.
- Experience with Microsoft Office.

Minimum Education and Experience

Associates degree in Accounting from an appropriately accredited institution and one year of accounting experience; or High school diploma or General Educational Development (GED) diploma and three years of experience in accounting work; or an equivalent combination of education and experience.EEO Statement
