Job Summary

POSITION SUMMARY

Reporting to the Assistant Facilities Manager the Senior Facilities Capital Projects Manager is responsible for managing over $2 million in capital projects for City of Englewood Facilities. The City owns and maintains over 300000 square feet of municipal buildings including a Civic Center library golf course club house two recreation centers a water treatment plant operations and maintenance buildings and a police station.

The Facilities Team consists of a Facilities Manager Facilities Maintenance Division (led by the Assistant Facilities Manager) Custodial Division (led by the Custodial Supervisor) and Capital Projects led by this position. The incumbent will be responsible for managing the Citys tenant improvement process and furniture program partnering with staff across facilities on annual maintenance closures and long-range facility needs and planning for future facility needs.

DUTIES AND RESPONSIBILITIES

Management of Employees

  • Directly oversees the work of the Facilities Project Administrator
  • Through dotted line oversight provides direction related to capital project scheduling and coordination to the Facilities Maintenance Apprentice
  • Provides and supports training and development activities for team members

Procurement and Contracting

  • Partners with the Citys Procurement Division to ensure all procurement laws policies and regulations are followed for Facilities capital projects
  • Develops with assistance from the Procurement Division requests for proposals (RFPs) contracts and other procurement instruments for assigned capital projects
  • As needed prepares and manages change order to existing projects

Tenant Improvement Process

  • Oversees the Citys tenant improvement process
  • Communicates and explains the tenant improvement process to City employees
  • Coordinates meetings of the Citys tenant improvement committee and communicates decisions of the committee back to applicants
  • Oversees the implementation of approved tenant improvement processes
  • Oversees and manages the Citys furniture program

Project Management

  • Develops and manages capital construction projects including the development of project scopes feasibility studies budget development timelines contract management and construction review
  • Partners with subject matter experts such as the Citys Chief Building Official to ensure that all applicable policies laws and regulations are followed for assigned projects
  • Provides updates on projects to the Facilities Manager and applicable City departments
  • Coordinates along with the Assistant Facilities Manager and Facilities Manager annual maintenance closures for the Broken Tee Golf Course Club House Malley Recreation Center Englewood Recreation Center and Englewood Public Library
  • Ensures that contracted work is delivered on time and on budget
  • Builds and maintains relationships with employees across City departments to ensure that capital projects meet the needs of each facility
  • Conducts on an as-needed basis onsite inspection of contracted work
  • Partners with the Assistant Facilities Manager and Facilities Manager to ensure alignment of capital projects and maintenance work
  • Implements processes and process improvements to ensure quality assurance
  • Coordinates and manages meetings with stakeholder departments to plan projects and better understand their project needs

Budgeting

  • Oversees the operating budget for the Facilities Capital Projects Division including the tracking of invoices and expenses
  • Partners with the Facilities Manager on developing processes to track manage prioritize and oversee budgeting for facilities capital projects.

Other Duties & Responsibilities

  • Performs other duties as assigned and required.

PREPARATION AND TRAINING

Education

  • Bachelors Degree in Engineering Architecture or a related field is required.
  • Ability to pass the Federal Bureau of Investigation (FBI)s Criminal Justice Information Services (CJIS) background check.

Work Experience

Three to five years of experience managing capital projects preferably in a public setting

Certifications and/or Licensures

  • Candidates with a Colorado Architect License are encouraged to apply but the license is not required

Required Drivers License

  • Valid Colorado drivers license and a clear or acceptable MVR

An equivalent combination of education training and relevant job experience may be substituted.

KNOWLEDGE SKILLS AND ABILITIES

Knowledge

Demonstrated knowledge in the following areas is required:

  • AutoCAD or similar software;
  • Municipal building codes;
  • Project management principles and policies;
  • Customer service best practices and principles; and
  • Different types of capital projects ranging from small projects to those involving building design.

Demonstrated knowledge in the following areas is strongly preferred:

  • Municipal procurement processes including contracting;
  • Architecture and design principles
  • Sustainability concepts as they relate to buildings;
  • Experience in managing the work of other employees;
  • Co-working and shared office concepts; and
  • Microsoft Project Asana or similar scheduling and project management software.

Skills and Abilities

  • Attention to Detail- Ability to notice when work is not completed to set specifications and share concerns with supervisor.
  • Lifelong Learning- A desire to grow professionally and learn the Citys facility operations systems building and project management processes. Enthusiasm to learn new skills and ways of doing things
  • Computer Skills Ability to use Microsoft Outlook Word and Excel. Ability to enter data into a spreadsheet track data in a spreadsheet and compose and send emails with attachments. Ability to use AutoCAD or similar software to develop and manage building plans
  • Communication - Strong skills needed to interact with vendors on the scheduling access to and completion of projects as well as communicating project timelines and work to employees across the Citys facilities
  • Project Coordination Manage complex interdisciplinary projects ensuring that projects are delivered on time and on budget.

SALARY RANGE

$75671 - $113507/Annual Pay Rate
