Position Overview
The Division of Family and Community Services (FCS) is seeking to hire a dynamic organized and detailed-oriented administrator to oversee the Bureau of Communications. This position in coordination with the DFCS Chief of Staff plans coordinates develops and facilitates in-person public-facing promotional events/activities statewide to generate awareness of existing and new FCS services and initiatives; directs and monitors via subordinate managers the planning managing testing implementing and evaluating of stakeholder engagement activities to explore design launch and promote the FCS vision mission values goals image and current/proposed programs/services via high-impact engagement activities e.g. focus groups listening sessions and/or town hall meetings); directs and monitors the planning and development of multicultural and multilingual communications documents and/or materials regarding FCS services initiatives and special projects/pilots; serves as an official FCS spokesperson on behalf of the IDHS/Secretary FCS Director and/or Chief of Staff at internal and external meetings conferences media events and/or retreats; and assists the FCS Director and/or Chief of Staff in developing written communication regarding special projects materials and informational notices. FCS is one of six divisions within the Illinois Department of Human Services (IDHS).
Essential Functions
- Serves as the Division of Family and Community Services (FCS) Administrator of the Bureau of Communications within the Illinois Department of Human Services (DHS).
- Plans coordinates develops and facilitates in-person public-facing promotional events/activities statewide to generate awareness of existing and new FCS services and initiatives.
- Directs and monitors (via subordinate managers) the onsite planning managing testing implementing and evaluation of stakeholder engagement activities to explore design launch and promote the FCS vision mission values goals image and current/proposed programs/services via high-impact engagement activities (e.g. focus groups listening sessions and/or town hall meetings).
- Serves as full-line supervisor.
- Directs and monitors the planning and development of multicultural and multilingual communications documents and/or materials regarding FCS services initiatives and special projects/pilots.
- Assists the FCS Director and/or Chief of Staff in developing written communication regarding special projects materials and informational notices.
- Serves as an official FCS spokesperson on behalf of the DHS/Secretary FCS Director and/or Chief of Staff at internal and external meetings conferences media events and/or retreats.
- Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge skill and mental development equivalent to completion of four (4) years of college preferably with courses in business or public administration.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative communications experience in a public or private organization.
Preferred Qualifications
- Four (4) years of professional experience in advertising marketing public relations media affairs branding and/or social media for a public or private organization.
- Four (4) years of professional experience translating complex data into clear accessible messaging/branding for diverse audiences in print digital broadcast media or other forms of communication.
- Four (4) years of professional experience working with computer software such as PowerPoint Prezi Word PDF Google Analytics Publisher Adobe InDesign Adobe Express in the development and maintenance of web content.
- Three (3) years of professional experience working with the Americans with Disabilities Act Illinois Information Technology Accessibility Act and other related web site industry standards and/or requirements.
- Three (3) years of professional experience developing editing and managing social media and web content for a public or private organization.
- Three (3) years of professional experience developing implementing and evaluating new and revised methods procedures and performance standards and measurable deliverables to promote cutting-edge Public Information and/or Marketing.
Conditions of Employment
- Requires ability to travel in the performance of duties with overnight stays as appropriate.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Term Appointment
