Organizational Setting and Reporting Relationship
The position of Senior Low-Carbon Solutions Specialist is assigned to the Climate Change Strategy and Engagement Division (CCSE) within the Climate Change and Sustainable Development Department (CCSD). CCSD leads thematic operations knowledge innovation and partnerships. You will be based at our Headquarters in Manila Philippines.
You will report to Director CCSE and will oversee junior staff.
Your Role
As a Senior Low-Carbon Solutions Specialist you will provide strategic leadership to accelerate low-carbon development and climate resilience across ADBs developing member countries. You will lead policy dialogue and collaborate with regional and sector departments to identify design and implement innovative programs tools and investments that align with national climate commitments and long-term development goals. You will also lead on aligning our support to DMCs on relevant technical topics related to low carbon transition with the sector group and between the sector groups and provide thought leadership across the institution and to DMCs. You will also drive analytical and strategic initiatives to identify scalable economically sound solutions for decarbonization while fostering partnerships with governments multilateral institutions civil society and the private sector to mobilize climate finance and advance country-driven priorities; represent ADB in global and regional forums and share insights and innovations that shape climate action in Asia and the Pacific while mentoring team members and promoting knowledge exchange across the organization.
You will:
Lead provision of capacity building and knowledge support to DMCs for developing solutions for low-carbon transition including sectoral planning and linking upstream climate policy to implementation and financing strategies.
Conduct analytical work to identify opportunities for economically sound resilient and efficient development solutions across countries and sectors.
Provide technical advice to teams across sovereign operations and non-sovereign operations on low-carbon transition decarbonization solutions and enabling conditions including climate finance. Work with these teams to originate structure and implement climate-aligned investments that support DMCs climate objectives integrating innovative financing structures and risk mitigating instruments.
Contribute to ADBs thought leadership on key issues related to low carbon transition such as fossil fuel subsidy reform nuclear energy transition finance just energy transition.
Mobilize finance to support team activities including external financing for technical assistance.
Engage in strategic partnerships at global regional and national levels including civil society and the private sector to advance country-driven climate priorities and leverage collective expertise.
Represent ADB at regional and international forums sharing insights on ADB-supported climate actions and innovations.
Participate in cross-departmental initiatives working groups and capacity development activities to promote knowledge exchange and disseminate best practices for advancing low-carbon and climate-resilient development in DMCs.
Provide mentoring and capacity development support to team members fostering technical growth and professional development.
Perform other duties as assigned and reflected in staffs workplan.
You will need:
A Masters degree or equivalent in sustainable development public policy economics climate change environment or related fields; or University degree or equivalent in sustainable development public policy economics climate change environment or related fields and at least 5 years specialized experience relevant to the position can be considered
At least 10 years of relevant professional experience in sustainable development/climate change including international experience working in several countries.
Demonstrated expertise in emerging and existing low carbon technologies with recognized ability to lead technical assistance projects and share relevant knowledge
Excellent communication skills with demonstrated ability to distill complex information and effectively share knowledge
Familiarity with mandates operations and policies of multilateral financial institutions.
Good interpersonal and communication skills to work successfully with colleagues and clients. Able to work collaboratively as a productive member of a team and the willingness to learn are essential.
Excellent client and stakeholder relationship management skills.
Written and verbal proficiency in English.
Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.

Additional Information
This appointment is open to internal and external applicants.
This position is crucial to the Workforce Rebalancing Framework (2022-2027) a strategic initiative aimed at enhancing ADBs in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices when required.
This is a fixed term appointment with option to renew initially for a period of up to 3 years or up to the Normal Retirement Date (NRD) whichever comes earlier for the purpose(s) and conditions determined by ADB in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB based on factors including but not limited to the requirement of Staffs particular blend of skills and experience for the medium-term work program of the organizational unit sufficient funding to cover the renewed period and Staffs performance and suitability for employment. There is no limit to the number of renewals up to NRD. However this appointment is not convertible to a regular appointment.
