About the Position

The Environmental & Social impact Assessment Specialist Oil & Gas Consultant supports a U.S. Government organization in assessing environmental and social risks associated with complex international development finance projects. This role operates within a specialized function responsible for ensuring that projects meet internationally recognized environmental and social standards including those related to human rights labor and environmental protection.

The consultant serves as a senior technical specialist focused on extractive industries including oil and gas and critical minerals/mining. The role requires applying deep subject matterexpertiseto evaluate project risks develop mitigation strategies and support decision-making across a diverse global portfolio. The position requires close coordination with multidisciplinary teams and engagement with stakeholders across public and private sectors.

This is an Independent Consultant (IC) position.

Responsibilities

Task 1. Environmental and Social Project Assessment

  • The IC will support the environmental and social assessment of DFC projects with a planned(but not exclusive) focus on extractive sectors including oil and gas and critical minerals/metalsmining and processing. Projects may involve a variety of financial products and transactionstructures including direct loans insurance equity investmentsfundsand investmentplatforms etc. The IC will engage with the ODP E&S Division and will also coordinate with DFCproject origination teamsclientsand others to ensure consistency of the assessment. The ICmayalsoberequiredtomonitorE&S performance of active DFC projects.
  • The IC will assess environmental and social risks and performance against the following assessment frameworks: DFCs environmental and social requirements as identified in DFCs Environmental and Social Policy and Procedures (ESPP April 2024); the International Finance Corporation (IFC) Performance Standards (January 2012); applicable local national and international environmental and social legislation including environmental and social permits; international laws including conventions and treaties adopted by the host country and applicable to the project (e.g. ILO Fundamental Conventions); applicable World Bank Group EHS Guidelines and other relevant sector specific IFC guidance documents. The IC will
    • Review the adequacy of environmental and social documentation for each projectconsideringthe local context and stage of the project. Documentation may include asapplicable the Environmental and Social Impact Assessment (ESIA) and other thematic E&Sstudies E&S management systems organizational capacity and competency E&Smanagement and monitoring plans for construction and operational phases etc.
    • The review may require the IC to make recommendations to ODP on the eligibility ofprojects for DFC support in line with DFC policies.
    • As requested prepare gap analyses draft approvalmemosand draft action plansidentifyingactions required to achieve compliance with the assessment frameworks.
    • Communicate with DFC staff and clients asrequiredto review and developdocumentation andto enableDFC decision-making.
    • Provide guidance to prospective clientsregardingtheappropriate content proceduresformat and resourcing/capacity necessary to meet E&S requirements.
    • Support the development of Terms of Reference for external support to develop orimplement the E&S action plan as needed.
    • Support coordination between the ODP E&S Division and project investment teams toensureconsistency in the interpretation and application of E&S requirements related to DFCprojects.
    • Review project reportsplansand other materialssubmittedto meet the conditions of DFCcontracts (deliverables). The IC will follow up with clientsregardingreceipt and/or adequacy ofdeliverables providing support and guidance to clients on content whererequired.
    • Where requestedmonitorthe actual environmental social and health and safety impactsof previously approved DFC projects through analysis of client and third-party monitoring reportsand through site visits.
    • As needed prepare reports on the status of E&S performance of active DFC projectsincluding identifying issues of non-compliance with DFCs E&S conditions and/or applicablestandards andmakerecommendations forappropriate correctiveaction.
    • As requested deliver support adviceguidanceand/or training to DFC E&S Division staffon technical issues within ICs areas of expertise and experience.
  • The IC will liaise and collaborate with DFC E&S Division staff E&S Specialists ofco-lenders and/or consultants to undertake project assessments provide regionalexpertise andany other associated tasks as needed.
  • Work may be conducted in any country and any sector prioritizing extractive industries. Othersectors may include infrastructure/construction telecommunications agribusiness healthcareand service industriesmanufacturingand others.

Task 2. Site Visits Environmental and Social Due Diligence and/or Monitoring

  • The IC may be called upon to perform site-based due diligence ormonitoringfor E&Scompliance against the IFC Performance Standards DFCs ESPP and anyadditionaldeliverables or requirements in the DFC agreement. The IC shall request meetings withappropriate organizationsincluding but not limited to local government affected communitiesand civil society. A written report will be prepared by the IC describing the findings of each of thesite visits andsubmittedwithin15 daysof completion of the diligence or monitoring site visit.

Qualifications

  • Experience should include demonstration of:
    • Experience working in extractive industries particularly in the oil and gassector.
    • Experience with minerals and mining extraction/processing is also a plus.
    • Technical background in engineering environmental science geologyhydrologyor otherfieldwith relevance to the oil and gas and/or mining and minerals sectors withdemonstratedcompetency assessing risks across environmental and social issues.
    • Strongexpertiseand familiarity with the IFC Performance Standards and the World Bank EHS Guidelines (as well as sector-specific guidelines relevant to extractive sectors) and experience with due diligence and monitoring of projects against those standards.
    • Practical and technicalexpertisein conducting Environmental and Social Due Diligence (ESDD) and reviewing and monitoring implementation of E&S plans.
    • Experience working with private sector actors in Africa Asia LatinAmericaand/orEastern Europerequired; experience working with development finance institutions (multilateral or bilateral) alsorequired.
  • U.S. Citizenship required; ability to obtain andmaintaina Public Trust clearance
