In January 2025 the Government of Indonesia launched the Makan Bergizi Gratis or Free Nutritious Meals Programme (FNMP) a transformative flagship programme to invest in the human capital of its young generation supporting the Golden Indonesia 2045 vision and the goal of achieving 8 percent economic growth by 2029. It is designed to tackle multisectoral development challenges by improving nutrition health and education boosting local agricultural production strengthening food systems and reducing poverty.

The programme aims to reach 83 million beneficiaries by 2025 including infants pregnant and breastfeeding women and school-aged children.
WFP is committed to supporting the Government of Indonesia to enhance the sustainability effectiveness and impact of the FNMP by strengthening institutional capacities providing tailored technical assistance and augmenting implementation capacities to achieve long-term improvements across education nutrition and the local economy.

ABOUT Programme Policy Officer AT WFP


This position is based in Jakarta and reports to Head of School Nutrition/ Activity 1

THE ROLE: To provide support to policy and food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive within delegated authority):

Under the overall supervision of the Head of School Meals the Programme Policy Officer NOB will contribute to WFP Country Office efforts to support the government with the technical operational and strategic implementation of the Free Nutritious Meals Programme ensuring alignment with the national priorities and WFP standards. The NOB will carry out the following activities:

1. Manage implementation of technical assistance to the Government

a. Lead the design and periodic revision of project workplans ensuring they align with national strategies WFPs Country Strategic Plan (CSP) and donor expectations.

b. Manage the provision of technical assistance to the Government effectively ensuring responsiveness to emerging needs alignment with national policies priorities and strategic goals as well as the technical expertise operational modalities and strategic objectives of WFP.

c. Assist government stakeholders in identifying context-appropriate evidence-based and sustainable solutions to operational technical or policy-related challenges encountered during the national programme scale-up and implementation.

d. Provide support for the effective implementation of WFPs initiatives contributing to the Free Nutritious Meals Programme.

e. Lead technical support to facilitate the effective integration of fortified food into the Free Nutritious Meals Programme through engagement with relevant ministries and technical partners (including fortification experts food safety authorities supply chain specialists and academic institutions) as well as strengthening government capacity.

f. Lead and coordinate the planning implementation and monitoring of Social and Behaviour Change Communication (SBCC) activities related to school and adolescent health and nutrition.

g. Support data collection and monitoring to ensure high quality and evidence-based results feed into programme steering reporting and decision making.

2. Facilitate external and internal coordinatioa.

a. Lead effective coordination and engagement with relevant government counterparts at national and sub-national levels including line ministries technical agencies and coordinating bodies and act as a focal point for coordination meetings technical working groups and other collaborative platforms.

b. Foster strong collaboration and information-sharing with other development partners including UN agencies international organizations NGOs and private sector actors to promote harmonization of efforts avoid duplication and leverage complementary expertise and resources.

c. Promote cross-sectoral coordination within WFP by actively engaging with relevant functional units to ensure an integrated and consistent approach in support of programme objectives in the Country Office and when required with the Global Headquarters of WFP to follow up on technical requests.

3. Manage partnership development and resource mobilization

a. Proactively identify and explore opportunities for new partnerships and strategic collaborations with a broad range of stakeholders including planning finalization and operationalization of partnership agreements.

b. Support WFPs resource mobilization strategy by assisting in the preparation of donor engagement materials including funding proposals concept notes and other advocacy material.

4. Lead advocacy and knowledge management

a. Lead the planning coordination and execution of key meetings workshops missions and high-level events.

b. Prepare high quality reports minutes advocacy messages briefing materials talking points presentations and technical content to support analysis discussions and decision making.

5. Budget monitoring

a. Manage regular monitoring of programme budget to ensure that financial resources are utilized efficiently in compliance with WFPs financial rules and donor requirements and aligned with approved work plans and strategic priorities.

6. Miscellaneous

a. Act as Officer-in-Charge (OIC) for the Head of School Meals during periods of absence assuming delegated responsibilities to ensure the continuity of leadership coordination and programme oversight.

b. Perform any other related tasks as assigned by the supervisor.

QUALIFICATIONS AND EXPERIENCE

Education:

Advanced University degree in Public Policy International Development Nutrition Education or a related field.

Experience:

At least five years of progressively responsible professional experience in programme management government coordination or related areas.

Previous work experience with school meals or with national sector platforms (in education food security nutrition health social protection agriculture and/or related field).

Experience in food fortification and/or SBCC is an added advantage.

Knowledge and Skills:

Relationship/partner management project management excellent writing oral communication and analytical skills coordination and communication proposal writing strategic thinking and proficiency in Microsoft Office.

Languages:

Fluency (level C) in English and Bahasa.
