Job Summary

POSITION SUMMARY

The City of Englewood established the Management Fellow position as part of the citys commitment to the professional growth of emerging local government professionals. Reporting to the Deputy City Manager as well as to department directors while on special assignments the Management Fellow is a two year limited-term full-time benefited position. It allows emerging local government professionals to gain experience in municipal government by working on special projects in the City Managers Office and leading projects in at least one other city department. The Management Fellow will oversee assigned projects matched to the Management Fellows interests and skill sets and conduct research analytical work presentations and stakeholder engagement.

DUTIES AND RESPONSIBILITIES

Conduct analysis and research

  • Assist in analyzing policies procedures and city code
  • Researching the impact of pending state and federal legislation and regulations on the City of Englewood
  • Conduct detailed research projects to assist in the development of new initiatives and policies and the refinement of existing initiatives and policies
  • Assists City departments in launching surveys and collecting and analyzing survey data. May include creating / assisting in creating dashboards and other ways of conveying findings through visualizations. This may include creating/ assisting with the creation of dashboards and other methods of conveying data and findings through visualizations.

Manage assigned special projects

  • Develop and implement strategies to engage various internal and external stakeholders to achieve common goals
  • Develop project charters to identify strengths and weaknesses of projects and key milestones deliverables and due dates
  • Work cooperatively with other city employees elected officials vendors other governmental entities and the general public
  • Assists in the coordination of cross-departmental projects

Develop and implement process improvement projects

  • Assists departments with identifying areas for process improvement
  • Works with departments on mapping out processes to look for waste and areas for improvement
  • Partners with departments to engineer improvements to existing processes
  • Tracks progress in implementing process improvements to determine whether processes are working more effectively

Conducts presentations on research and projects

  • Makes presentations to the leadership team
  • Makes presentations to City Council
  • Makes presentation to boards and commissions on various projects

Assists in the development and implementation of City-wide performance tracking strategies

  • Provides coaching and technical assistance to City departments to assist in the development of performance metrics
  • Assists in maintaining the City-wide performance dashboard to track progress in key performance metrics
  • Proposes ideas for new performance metrics
  • Assists in the tracking of the Citys strategic plan and key projects and milestones

Participate in city processes

  • Attend meetings of the Citys Leadership team to track agenda items and action items
  • Assist the City Managers Office and the Citys Finance Department in the planning and implementation of the development of the citys budget
  • Assist the City Clerks Office in the development and implementation of a Youth Advisory Board

Other Duties & Responsibilities

PREPARATION AND TRAINING

Education

  • Bachelors degree from an accredited four-year college or university in a field such as political science public administration or public policy required.
  • Masters degree in political science public administration or public policy strongly preferred.

Certifications and/or Licensures

  • None

Required Drivers License

  • Valid Colorado drivers license and a clear or acceptable MVR

An equivalent combination of education training and relevant job experience may be substituted.

KNOWLEDGE SKILLS AND ABILITIES

Knowledge

Advanced knowledge of:

  • Microsoft Office Suite
  • Stakeholder engagement strategies
  • Public speaking principles and best practices
  • Public policy research strategies
  • Knowledge of principles methods and practices of public administration
  • Production of written documents in the English language with clearly organized thoughts using proper sentence construction punctuation and grammar

Working knowledge of:

  • Municipal budgeting processes
  • Process improvement strategies such as Lean Six Sigma or Agile
  • Sustainability concepts
  • Performance management strategies including the development of performance metrics

Skills and Abilities

Computer Skills - Strong skills needed to prepare and manipulate spreadsheets perform quantity and cost calculations prepare written reports and input data.

Communication - Strong skills needed to interact with consultants contractors and other City staff. Also needed to direct employees. Strong written skills needed to write reports and documents for various projects including Council communications and technical memoranda.

Analytical - Strong skills needed to evaluate complex problems and propose alternatives and solutions.

Project Management - Advanced skills needed to coordinate a plan from conception to completion and to schedule and track progress including scheduling of personnel & resources.

General Management - Strong skills needed to independently coordinate and manage assigned projects

SALARY RANGE

$59261.49 - $88892.34/Annual Pay Rate
