Job Description

Help power WGUs new national headquarters

WGU is expanding its national headquarters in downtown Salt Lake City launching a long-term multi-phase development that will deliver a one million square foot urban campus supporting up to 5000 employees. With the first building targeted for a 2030 move-in this role plays a critical part in planning and coordinating the infrastructure systems that make the campus possible.

As the Lead Utilities and Infrastructure Manager you will represent WGU in utility planning infrastructure coordination and long-range capacity development for one of the most significant campus projects in WGUs history.

Master Utility Planning

  • Lead development and oversight of the projects master utility strategy to support phased development of the HQ site.
  • Coordinate with civil engineers and infrastructure consultants to plan district-scale utility systems including power water sewer telecommunications and other supporting infrastructure.
  • Ensure infrastructure planning aligns with site development strategies building design requirements and long-term operational needs of the HQ campus.

Utility Coordination and Negotiations

  • Represent the owner in coordination and negotiation with public and private utility providers including electric water sewer telecommunications and district energy systems.
  • Secure utility capacity allocations and service commitments required to support development schedules.
  • Coordinate with municipal agencies and service providers to ensure infrastructure plans align with city requirements and development approvals.

Infrastructure Phasing and Capacity Planning

  • Develop infrastructure phasing strategies that support multiple phases of HQ development.
  • Monitor utility demand and capacity requirements as development progresses.
  • Plan for infrastructure redundancy resiliency and long-term system performance across the campus district.

Infrastructure Planning and Easement Coordination

  • Coordinate utility corridor planning infrastructure routing and easement requirements across the development site.
  • Work with consultants and legal teams to establish required utility easements right-of-way agreements and service agreements.
  • Support infrastructure-related elements of entitlements permitting and development approvals.

Cost Schedule and Project Coordination

  • Support infrastructure cost forecasting and coordination with development phasing and capital planning.
  • Align infrastructure schedules with site development activities and vertical construction timelines.
  • Track infrastructure planning milestones and communicate progress risks and constraints to project leadership and executive stakeholders.

Consultant & Contractor Coordination

  • Coordinate the work of consultants contractors and technical specialists supporting site development and infrastructure activities.
  • Ensure alignment between consultant deliverables construction activities and overall project development objectives.
  • Support procurement processes and evaluation of consultant and contractor services as required.
  • Monitor and support the tracking and resolution of submittals shop drawings mock-ups requests for information (RFIs) and change orders ensuring timely review and coordination between consultants contractors and project leadership.

Success Measures

  • Safe timely on-budget delivery.
  • Strong coordination with Design Lead and Site Development Manager.
  • High-quality construction aligned with design operational and performance requirements.
  • Smooth commissioning and turnover for occupancy.

Qualifications

  • Demonstrated experience in planning and coordinating infrastructure systems for large-scale development projects.
  • Experience working with public and private utility providers and municipal agencies on service coordination and capacity planning.
  • Familiarity with civil infrastructure systems including electrical water sewer telecommunications and district energy infrastructure.
  • Experience supporting infrastructure planning for complex urban developments campus environments or mixed-use projects preferred.
  • Ability to manage multiple consultants and coordinate across multidisciplinary teams.
  • Strong organizational analytical and communication skills.
  • Ability to support executive stakeholders and communicate complex infrastructure topics clearly.

Knowledge Skills and Abilities (KSA)

  • Knowledge of infrastructure systems planning utility coordination and civil engineering concepts relevant to urban development.
  • Understanding of infrastructure capacity planning system resiliency and phased infrastructure delivery.
  • Ability to coordinate infrastructure planning within complex development schedules and multi-phase programs.
  • Strong negotiation and stakeholder coordination skills when working with utility providers and municipal agencies.
  • Ability to interpret infrastructure plans engineering reports and technical documentation.
  • Strong project management communication and problem-solving skills.

Education

  • Bachelors degree in Civil Engineering Infrastructure Planning Construction Management Urban Infrastructure or a related field preferred.

Experience

  • Approximately 712 years of experience in infrastructure planning utilities coordination civil engineering or infrastructure delivery associated with large development projects.
  • Experience supporting urban development campus-scale projects or district infrastructure systems strongly preferred.
  • Experience coordinating with utility providers municipalities and infrastructure consultants.
  • Experience working within multi-phase development or construction programs preferred.
  • Based in or willing to relocate to Salt Lake City.

Experience in Lieu of Education

Equivalent relevant experience performing the essential functions of this job may substitute for education degree requirements. Generally equivalent relevant experience is defined as 1 year of experience for 1 year of education and is at the discretion of the hiring manager.
