The Department of Criminal Justice Services is seeking a collaborative and innovative team player to serve as a full-time regional Victims Services Grant Program Specialist for the Northern Virginia Shenandoah Tidewater or Western region. This position supports the work of the Victims Services section in the Division of Programs and Services and is tasked with monitoring federal and state grant funding awarded to victim-serving organizations throughout the Commonwealth. What you will do:
Support the Victims Services section in the administration and oversight of federal and state grant funding ensuring that organizations comply with federal and state grant conditions adhere to approved budgets have proper financial documentation and practices and meet programmatic goals.
Oversee program implementation and development by providing in-person or virtual technical assistance and training to subrecipients.
Conduct annual risk assessments to analyze grant performance spending and compliance with federal and state grant conditions.
Provide onsite and/or virtual site visits of assigned grants as outlined in DCJS grant monitoring policy and plan.
Recommend improvements to enhance grant program compliance via letter of findings in a timely manner following the site visits.
Review status reports budget amendments encumbrances and other grant requests to ensure that the project is on track for completion and provide technical assistance to mitigate issues with project implementation.
Provide input into the formulation of agency policies and procedures as it relates to grant program guidelines and the grant application review process.
Review grant applications for content format and general compliance requirements and complete review sheets with funding recommendations for grant application approval/denial.
Maintain documentation of all monitoring activities in the On-line Grant Management System (OGMS).
Assist in coordinating facilitating developing materials/resources and delivering training for the agency on victim services-related issues.
Minimum Qualifications
Considerable knowledge of federal and state regulations pertaining to grants administration.
Considerable knowledge of methods standards procedures and practices of compliance grant monitoring.
Professional experience ensuring compliance with grant performance measures and financial reporting requirements or comparable experience.
Professional experience with grant funded programs and activities for example grant review grant monitoring reporting activities or comparable experience.
Demonstrated ability to analyze and apply complex grant cost principles and requirements throughout the grant cycle.
Demonstrated ability to interpret policies and procedures specifically related to grant guidelines and contracts.
Documented experience working collaboratively as part of committees task forces and other teams.
Demonstrated ability to provide sound technical and programmatic assistance to victim-serving organizations.
Demonstrated ability to problem-solve and develop creative solutions to unique situations.
Strong work ethic and exceptional customer service skills.
Proven ability to compose narrative reports policies correspondence and other resource materials.
Excellent and effective oral and written communication skills.
Documented experience working both independently and as an active and contributing team member.
Demonstrated ability to meet critical deadlines handle multiple assignments and changing priorities and ensure timeliness and quality of completed assignments.
Attention to detail.
Ability to exercise discretion and maintain confidentiality.
This position requires intermittent travel across the Commonwealth of Virginia.
Additional Considerations
Considerable knowledge of crime victimization.
Professional experience working with victims of crime and/or considerable knowledge of victim-serving organizations.
Demonstrated ability to administer and/or monitor grant-related budgets.
Knowledge of or familiarity with the DCJS On-line Grant Management System (OGMS).
Special Instructions
Interview candidates may be required to demonstrate the skills and abilities necessary for satisfactory performance of work. The candidate selected for the position must successfully complete a criminal background investigation and complete and submit Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization. The individual may also be responsible for submitting an annual Statement of Personal Economic addition the selected candidate who begins original employment or re-employment in this position must serve a 12-month probationary period effective from the date of employment. The anticipated starting salary range is $70000 to $75000 plus the states benefits package.
