REPORTS TO: CCS Financial Supervisor ASSIGNMENT DATE: March 2026

DESIGNATED HEADQUARTERS: Workforce Solutions of Central Texas (WFSCT) Belton Office

POSITION SUMMARY:

Responsible for providing support to Child Care Early Learning Programs creating and maintaining provider files collecting and entering data for required provider forms and maintaining provider information for staff and parents.

ESSENTIAL JOB FUNCTIONS:

Promote and support WFSCT Child Care Scholarship Program.

Responsible for onboarding and exiting of Child Care Scholarship Early Learning programs within the Central Texas Workforce Board area.

Gather process and maintain records of Early Learning programs and ensure data entry is complete and up-to-date in the Texas Child Care Connections (TX3C) System.

Provide technical assistance outreach education and informational sessions to early learning programs.

Support child care early learning programs in account creation uploading of documents and validation of records within the Texas Early Childhood Professional Development System (TECPDS).

Provide training and technical assistance to early learning programs and CCS clients on the operation and use of the KinderSystems Attendance System.

Assist with child care training advertisement registration and execution as needed.

Document all early learning program provider visits and certain interactions noting observations discussion and recommendation using correct grammar punctuation and following TWC/TRS and WFSCT requirements.

Outreach both established and newly established early learning programs to provide an overview of the child care scholarship program.

Responsible for onboarding and exiting of child care scholarship early learning programs.

Compile and review monthly child care provider lists.

Ensure completion of early learning program documents and maintain digital copies.

Enter data information into all required TWC and/or WFSCT systems.

Have knowledge of community resources and how they impact early childhood programs.

Ability to establish and maintain effective working relationships with early learning program providers.

Ability to work independently and as a team member.

Ability to communicate effectively and efficiently both orally and in writing with diverse groups of people and personalities. Communication techniques will include in-person via telephone email and virtual platforms.

Ability to handle pressure and work in a fast-paced atmosphere positive attitude excellent interpersonal and active listening skills flexible and detail-oriented ability to resolve complaints and problem solve successfully.

Capacity to manage multiple projects and tasks simultaneously.

Excellent computer and typing skills. Above average skills in Microsoft Office Word Excel and Outlook required. Ability to produce professional documents with little or no grammar and spelling errors.

Participate in virtual and in-person meetings as requested by TWC WFSCT and/or the Child Care Vice President or other administrative staff.

Conducts phone calls and emails to promote training events Child Care Quality Improvement Project activities and collect data from early learning programs.

JOB REQUIREMENTS:

EDUCATION: Minimum High School Diploma or higher.

EXPERIENCE: Minimum one year of full-time employment experience in data entry and clerical work. Familiarity with early childhood learning programs Head Start/Pre-K and/or classroom learning.

SKILLS AND ABILITIES: Must have a warm supportive pleasant and positive attitude toward staff and providers. Must be reliable. Must be flexible in receiving assignments or adapting to changes in the program. Must be willing to accept supervision to improve work performance.

OTHER: Professional manner and attire. No record of a conviction which would contraindicate employment. Must have a valid Class C drivers license and a reliable vehicle with current liability insurance; insurable under HCCAAs vehicle insurance policy. A Head Start physical screening within 30 days of hire. Must maintain CPR and First Aide certifications. Must comply with all HCCAA Policies and maintain confidentiality and courtesy in all phases of agency operations.

EQUIPMENT TO BE USED:

Must be able to operate a computer laptop cell phone and other office machines such as fax calculator copier and telephone.

TYPICAL PHYSICAL DEMANDS:

Requires sitting standing bending reaching and driving. Must be able to lift 25 pounds. Requires manual dexterity sufficient to operate standard office machines such as computers fax machines calculators telephones and other office equipment. Requires a normal range of hearing and vision.

TYPICAL MENTAL DEMANDS:

Must handle new and diverse work issues on a daily basis. Personal maturity is an important attribute. Must be able to resolve problems handle conflict and make effective decisions under pressure. Must have the ability to listen objectively to people perceive the real problem and assist in bringing issues to a successful conclusion. Must relate and interact with employees at all levels within the agency. Bilingual skills are encouraged. Knowledge of basic math and literacy skills. Must have the ability to read analyze and interpret policy and regulatory documents. Must have the ability to effectively present ideas verbally including briefing and training classes with providers and fellow employees.

WORK ENVIRONMENT:

The noise level in the work environment is usually light to moderate. The hours of operation are typically 8:00am-5:00 pm Monday-Friday. Staff will occasionally be required to perform duties outside their work schedule. Required to use personal vehicle for visiting providers (will be reimbursed mileage).
